SUBJECT: Approval of a Grant Agreement with LA84 Foundation of Los Angeles to Accept Grant Funds in the amount of $7,637 for the 2022 Aquatic Season and Amending the Adopted Fiscal Year 2022-2023 Budget by Appropriating Funds

RECOMMENDATION
Approve a Grant Agreement from the LA84 Foundation of Los Angeles in the amount of $7,637 and Amend the Fiscal Year (FY) 2022-2023 Budget by Appropriating Funds.

BACKGROUND
The LA84 Foundation of Los Angeles (LA84) is a California nonprofit public benefit corporation organized to support youth sports organizations through grant contributions and acting as the lead advocate of the benefits of youth sports programs for communities in the Southern California area.

Often the City of Burbank (City) is awarded grant funding from a variety of local, state, and federal agencies. To secure these funds, agencies such as LA84 typically request a grant agreement be executed to enable the funding agency to reimburse the City for the agreed upon grant funds as described in the Grant Agreement (Agreement). Approval of this agreement (Attachment 1) will allow the City to receive grant funds to offset staffing costs for the 2022 aquatic season.

In the previous funding cycle of 2019, the City received $6,000 for shirts and staffing costs. These funds enabled staff to enhance the Learn-to-Swim programs offered during the 2019 Summer Aquatics Season. As a result, there was increased interest and participation among the City’s elementary, middle, and high school youth. In 2020 and 2021, LA84 suspended this program due to the COVID-19 Pandemic.

2 DISCUSSION
Currently in the 2022 summer season, the City is offering approximately 205 learn -to- swim classes to aid in the goal of reducing and preventing drowning. During the ten (10) week summer season , t he learn -to-swim program provide s opportunities for approximately 1,042 participants to work towards being water safe.

The 2022 grant funding of $7,637 will offset staff salaries for instruction at the Verdugo Aquatic Facility and the McCambridge Pool. The purpose of this Grant is to augment the City’s existing Learn to Swim program. The goal of this Grant is to reach 69 unduplicated youth, ages 7 -17. This funding will augment existing Learn to Swim staff instruction by adding two (2) Lifeguard Instructors, which will provide an additional 276 total hours of staff time.

FISCAL IMPACT
Staff is requesting City Council authority to amend the FY 2022-2023 Adopted Budget by accepting the LA84 Foundation of Los Angeles grant in the amount of $7,637, and amending the FY 2022 -2023 Adopted Budget by appropriating $7,637 from revenue account 001 .PR000.48010.1087.000000 (General Fund, Parks and Recreation, Other Intergovernmental Revenue, Aquatics Grant) to expenditure account 001.PR31C.60001.0000.000000 (General Fund, Olive Recreation Center Program, Salaries and Wages).

CONCLUSION
Approval of the LA84 Foundation of Los Angeles Grant Agreement will provide the City with funding to help offset staff salaries for the 2022 Summer Aquatics Season.

Additionally, staff recommends that the City Council approve a grant agreement to accept $7,637 from the LA84 Foundation of Los Angeles.
