1 STAFF REPORT
______________________________________________________________________ DATE: July 26, 2022
TO: Justin Hess, City Manager
FROM: Dawn Roth Lindell, General Manager, Burbank Water and Power VIA: Mandip Samra, Assistant General Manager, Power Supply BY: Erik Olsen, Acting Manager, Energy Control Center
SUBJECT: Approval of a Five-Year Agreement with OSIsoft for Enterprise Infrastructure Software Applications for Data Warehousing, Integration and Visualization
_____________________________________________________________________________

RECOMMENDATION
Approve and authorize the General Manager of B urbank Water and Power (BWP), as designee of the City Manager , to execute a five-year enterprise program agreement (enterprise agreement) for Enterprise I nfrastructure Version 2.0 software applications between the City of Burbank and OSISoft through June 30, 2027. The OSIsoft Enterprise agreement will be in place for an initial five-year term with annual renewal terms and, as such, requires City Council approval.

BACKGROUND
The enterprise agreement licenses several software products that provide an enterprise data warehouse as well as integration and visualization tools.

BWP has used OSIsoft’s Pi software since 2009 to provide data visualization as well as analytic tools for electric distribution and generation assets, pulling data from the existing electric supervisory control and data acquisition (SCADA) system.

This new enterprise agreement would allow for the integration of many more data sources from electric distribution, water, power plants as well as business systems, thus allowing BWP to use these tools to visualize data across every division . Under th e enterprise agreement, data can come from many diverse sources of both real-time information, such as water and electric SCADA systems as well as static systems , which include the geographic information system and business databases . This will provide even deeper levels of analysis and visualization without having to pay for additional data points for every digitally integrated asset as was done under past individu al service agreements.

BWP has already integrated this with the existing electric SCADA system . As such, it is For M.

Samra

2 an essential tool for real -time operation visualization and North American Electric Reliability Corporation’s mandatory compliance. Staff has worked with the vendor to prepare to continue this integration when the new transmission and distribution management system goes live. It would be a significant increase in cost to begin the development and new integration of a new product from another vendor.

DISCUSSION
The OSIsoft applications provide BWP with tools needed to integrate various data sources into one data warehouse along with tools to perform analytics as well as visualization of the data . This will allow a deeper dive of the data and allow for the integration of digital data from existing data sources from electric systems, power plants, water systems, and business information as well as from future renewable and energy storage. After integration, these tools can be used for trending, business analytics, asset management, and many other use cases.

The enterprise infrastructure version 2.0 software includes:

Pi Server - data collection of real-time data and integration with other data sources
- serves as the central repository real-time data warehouse for multiple data sources and serves multiple users and use cases

Pi Data link - analytic tool to automatically pull data for Pi server into Microsoft Excel for analytics and reports for any user

Pi ProcessBook -stand-alone tool for creating graphical displays from Pi server data

Pi Vision - used to curtail transactions during transmission line congestion
- essential to meet regional energy market requirements

In addition to the main applications, multiple data interfaces and connectors, as well as developer tools, are included.

The agreement includes added OSIsoft-provided development services of 22 eight-hour days annually as well as approximately $20,000 worth of user training annually.

FISCAL IMPACT
OSIsoft has proposed a five-year enterprise service agreement with fixed costs over the five-year term. The agreement has a one-time licensing fee of $873,000 and a recurring annual fee of $174,600. The total cost of a five-year agreement is $1,746,000 which has been budgeted for and will be paid annually at $1,047,600 for the first year and $174,600 for years two through five. The enterprise service agreement is included in the fiscal year 2022-2023 budget.

3 Staff projects an overall positive net impact starting in the 5th year of the contract based on avoided professional service agreement cost for development and training as well as avoided increases for added future data point licensing.

CONCLUSION
Staff recommends that the City Council approve and authorize the General Manager of BWP, as designee of the City Manager, to execute a five-year enterprise program agreement for Enterprise Infrastructure Version 2.0 software applications between the City of Burbank and OSIsoft through June 30, 2027.
