BACKGROUND
Pursuant to Civil Services Rule I, Section 4, the Civil Service Board (CSB) approved the establishment of the title and specification for six new classifications titled Data Engineer, Lead Data Engineer, Principal Data Engineer, Technology Product Manager, Lead Technology Product Manager, and Principal Technology Product Manager at their regularly scheduled July 6, 2022 meeting. The Management Services Department requests the City Council establish the respective salaries and Conflict of Interest Code designations for these classifications.
Additionally, per California Public Employee’s Retirement System (CalPERS) regulations, the Department requests the City Council adopt a resolution approving the updated Citywide Salary Schedule which includes the proposed salaries of these classifications.
DISCUSSION
Given the progressive nature of the information technology industry, job classifications in this field are often subject to change more than classifications found in other industries represented among the City’s classifications. Accordingly, the IT Department identified the need to establish a new data engineering series and a technology product manager series to address changes in their ever -evolving industry. Additionally, BWP anticipates utilizing some of these classifications in the future as well.
The impetus for this proposal stems in part with direction in the IT field moving away from managing data to instead extracting value from data. The goal of this new evolution in the job functions being to improve business decisions, increase efficiencies, and enhance innovation.
The differences in the present classifications and that of the proposed classifications reflect a paradigm shift in the IT world affecting all institutions. Given the City’s substantial and ongoing investment in and dependence on IT, the institution is impacted by the same trends affecting IT worldwide. First, there is an existing and increasing need to incorporate data engineering into the City’s data s trategy. Data engineering is the complex task of developing and maintaining data processing systems to make data usable within an organization. Without data engineering systems in place, the ability of an organization to use the large amount of data they collect is diminished . As such, incorporating data engineering—through the proposed Data Engineer establishments —with the active business processes used Citywide and managed by the IT Department and BWP ’s IT staff is crucial.
Secondly, in the past decade, there has been a move away from installing hardware and software to operate our systems, replaced in many instances by “the Cloud.” For example, it would have been common in the past to purchase and then load software on our 3 systems with IT staff going building-to-building updating software on desktop computers, one-by-one. Today, software is uploaded remotely from the Cloud. T he impact of these substantive changes in the operating environment of our IT systems created and reinforces the need for the proposed establishments.
To describe the Data Engineer establishments, as noted, the goal is to use data to improve business efficiencies, driving innovation. Therefor e, the specifications are built around data management and data architecture. The classifications progress in a series from Data Engineer to Lead Data Engineer to Principal Data Engineer with commensurate differences in the related responsibilities, functions, and requirements.
With respect to the Technology Product Manager establishments, the focus of the series is on research and planning, project management, and the management of the life cycle of technology product solutions. Here again, the classifications advance in a series from Technology Product Manager to Lead Technology Product Manager to Principal Technology Product Manager along with differences in related responsibilities, functions, and requirements.
Regarding the proposed monthly salary ranges, although a survey was conducted, limited information on similar positions or comparables was identified. Therefore, staff is proposing the monthly salary ranges be based in part on relevant industry salary data for classifications outside of our standard survey cities in conjunction with reviewing relationships within IT to maintain consistency and internal equity. Accordingly, the proposed monthly and bi-weekly salary ranges for all six classifications is as follows:
Title Monthly Bi-Weekly Data Engineer $8,222.07-$10,812.04 $3,794.80-$4,990.17 Lead Data Engineer $9,374.34-$12,327.27 $4,326.62-$5,689.51 Principal Data Engineer $10,660.28-$14,018.27 $4,920.13-$ 6,469.97
Technology Product Manager $6,833.00-$8,985.41 $3,153.69-$4,147.11 Lead Technology Product Manager $8,528.50-$11,214.99 $3,936.23-$5,176.15 Principal Technology Product Manager $10,107.54-$13,291.44 $4,665.02-$6,134.51
All six classifications are Civil Service classifications represented by the Burbank Management Association (BMA). The BMA was previously advised of the establishments in conjunction with the CSB meeting on July 6, 2022.
Lastly, in accordance with Government Code Section 20636 and Title 2 of the California Code of Regulations Section 570.5, CalPERS requires public agencies to post a publicly available salary schedule that is approved by the City Council at a public meeting in order for CalPERS to determine earnable income. Therefore, staff is requesting the City Council adopt an updated salary schedule t hat includes the proposed salaries for these classifications.
4 FISCAL IMPACT
The IT and BWP Departments do not intend to fill all six roles immediately. Instead, the IT Department intends to hire a P rincipal Data Engineer initially, followed by up to eight Technology Product Managers . Separately, BWP’s current budget has funds for two classifications they intend to hire initially—a Principal Data Engineer and a Data Engineer.
Funding for any classification pursued by either department will result in a net-zero cost, based on using currently budgeted funds and the reallocation of budgeted positions in both departments. Additionally, future consideration for utilizing the establishments will be in accordance with City policy, the City’s budgetary process, and in consultation with the City Manager.
CONCLUSION
The establishment of the salaries and Conflict of Interest C ode designations for the classifications of Data Engineer, Lead Data Engineer, Principal Data Engineer, Technology Product Manager, Lead Technology Product Manager, and Principal Technology Product M anager meets the needs of the Information Technology Department. Staff therefore recommends that the City Council approve the proposed resolutions, and adopt a resolution approving the Citywide Salary Schedule.
