Dear City Council,
Please vote to extend the moratorium on new Firearm stores until July of 2023.

As other residents of Burbank have also sent you, here is a great action item list to start us on the right path.
1) Create a new “firearms retail use”, in other words, take away the automatic right to open a new gun store and put restrictions on that and create an establishment of a cap on the number of firearms retailers. 2) A buffer/distance separation requirement for new firearms retailers; and consideration of specific zones where new firearms retailers may be established and operate outside of "sensitive areas" like schools, parks, residences.

3) Review the Giffords Law Center Model Ordinance and how it can apply to Burbank.
4) Study the feasibility of limiting or reducing the total number of firearms retailers over time while ensuring compliance with applicable local, state, and federal laws and also preserve the public’s 2nd Amendment right to access and purchase firearms.

5) Create a local inspection program through the Building & Safety Division and/or the Burbank Police Department that would look at the inventory, storage, site security, and transaction procedures of existing firearms retailers to ensure compliance with Federal, State and Local laws.

As a voter, resident, mother, advocate of people not getting shot, Thank you.

Ty Andrade

Dear Mayor Talamantes and City Council,
I support city staff's request to extend the Urgency Ordinance Imposing a Moratorium on New or Replacement Firearms Retailers.

However, I respectfully question the need to extend the ordinance for the maximum term of 10 months and 15 days.

Yes, we need to be thorough and deliberate about addressing firearms retail licensing in the city.

But other California cities have already provided some good roadmaps on how to do this within state and federal laws.

And the momentum behind improving zoning as soon as
possible has strong support among residents.

What is the need for the maximum extension?
How does a maximum extension affect pending/future applicants? What are there potential inadvertent consequences for taking over 10 months to continue studying the issue?
What can we do to support staff in bringing recommendations to the Council and residents more quickly, perhaps by the end of this year? This matter is too important to not be a priority.

Thank you,
Julie D'Angelo

Dear City Council,
Thank you for extending a moratorium on new gun stores opening in Burbank during the City Council meeting in July 2022.

I urge you to vote to extend the moratorium on new Firearm stores indefinitely, and I know these are some of the things you are considering to review:

From the perspective of a parent and an economist who studies and develops technology for mental health, it is poor timing to increase the access to dangerous materials during a mental health crisis. The recent "success" of Burbank's firearms industry is a reflection of the fear that citizens need to address versus the favorable winds of industry. I would be happy to support the City Council's approach to addressing the fears and concerns that drive the behavior patterns perpetuating the survival mode mentality that's putting our community at risk.

Members of the council,
Thank you for your work on researching steps that can be taken here in Burbank to help curtail the very serious threat of gun violence. As a parent, public school advocate, and homeowner in Burbank this issue is of upmost importance to me.

The past few weeks since Uvalde have been particularly trying as a parent of a child who is nearing the age when they along with their peers will be asked to participate in active shooter drills. Many experts have found these drills to be ineffective as shooters tend to be students or former students who have gone through the same drills as the students being targeted.

Instead of traumatizing kids about the possibilities of active shooters we need to do everything in our power to prevent these shootings from happening. The proposed gun moratorium extension is a big step in the right direction.

Our children are looking to us for answers - asking us what we are doing to prevent another massacre like Uvalde and Sandy Hook from happening in our own backyard. They are walking to school pass gun stores and hearing stories on the news week after week of kids their own age being killed by homicide and horrific incidents of children getting their hands on weapons and hurting themselves or their siblings.

As the ordinance explains, Burbank is the City with the most retailers of firearms and ammunition per capita out of all nearby municipalities at a rate of 1 firearm retail store per every 7,386 residents. In fact it is the city with the second most gun stores per capita nationally, not something we should be proud of.

Burbank has a lot to be proud of - home to Disney Studios, home to Warner Brother’s, the Starlight Bowl, world class parks, some of the best views of the Hollywood Sign, Flapper’s Comedy Club, a phenomenal farmer’s market, and great, safe public schools. We owe it to our community to ensure we continue to be known for more than our inexcusable number of gun stores.

It is imperative that we do everything in our power to create a safer environment for our kids to learn and live in - starting with extending the moratorium on new gun stores in Burbank.

Thank you for your time and thank you for evaluating all possible options to curb gun violence here at home.

In unity,
Melinda Amato
