1 STAFF REPORT

DATE: August 23, 2022

TO: Justin Hess, City Manager

FROM: Eric Garcia, Fire Chief

SUBJECT: Adoption of a Resolution Authorizing Acceptance of the 2022 California Fire Foundation (CFF) Grant for $14,650 and Amending the Fiscal Year 2022 - 23 Budget by Appropriating Funds

RECOMMENDATION
Adopt A RESOLUTION OF THE COUNCIL OF THE CITY OF BURBANK AUTHORIZING ACCEPTANCE OF THE 2022 CALIFORNIA FIRE FOUNDATION (CFF) GRANT FOR $14,650 AND AMENDING THE FISCAL YEAR (FY) 202 2-23 BUDGET BY APPROPRIATING FUNDS (Attachment 1).

BACKGROUND
CFF provides grants to agencies whose projects focus on keeping California communities and their first responders safe through wildfire/disaster prevention, preparedness and/or relief and recovery assistance. Over the past few years, California has experienced some of the most destructive wildland fires in our country’s history. Some of these fires, including the massive Bobcat Fire in 2020, have occurred in the Angeles National Forest (ANF) which is adjacent to the City of Burbank. Due to the extreme fire risk in the San Gabriel Mountains and ANF, the United States Forest Service (USFS) manages numerous wildland firefighters who work on specialized hand crews that perform essential fire prevention and suppression work under difficult circumstances.

DISCUSSION
Through a unique partnership with the B urbank Fire Department (BFD) and USFS, ANF Crew 70 was established. ANF Crew 70, widely known as the Monarchs, is a USFS Type II hand crew that is managed and run solely by BFD qualified personnel for more than 25 years. BFD is extremely proud that ANF Crew 70 is the only USFS hand crew in the FIRE

DEPARTMENT
2 United States that is run by a municipal agency. The intent of this crew is to provide men and women, of all ages and backgrounds, with an entry point into a firefighting career.

The end goal is to create a well-trained cohesive wildland firefighting crew; however, each season yields more than just competent firefighters but results in individuals who have a new sense of direction and community values.

ANF Crew 70 mainly responds to wildland incidents and p erforms fuel reduction and hazard mitigation by protecting values at risk and supporting forest revitalization. Since BFD is unable to utilize its budget to fund ANF Crew 70 equipment replacement, staff applied for a 2022 CFF grant. Staff will receive $14,650 in grant funds for specialized firefighting equipment and personal protective equipment.

This equipment supports the
safety, competency and efficiency for both ANF Crew 70 and BFD personnel.

FISCAL IMPACT
Staff is requesting City Council authority to accept a grant from the 2022 California Fire Foundation (CFF) in the amount of $14,650, and amend the Fiscal Year (FY) 2022- 23 budget by appropriating $14,650 from revenue account number 001.FD000.48010.1999.24618.00000 (General Fund, Fire Department General, Other Intergovernmental Revenue, Miscellaneous, CFF Grant 2022) to expenditure account 001.FD02A.62300.0000.24618.00000 (General Fund, Fire Suppression, Special Departmental Supplies, CFF Grant 2022).

CONCLUSION

Staff recommends adoption of the attached resolution for the 2022 CFF Grant. The grant funds will enhance the ANF Crew 70 and BFD personnel’s response capabilities to wildland incidents by providing specialized firefighting equipment and personal protective equipment.
