BACKGROUND
Pursuant to Civil Services Rule I, Section 4, the Civil Service Board (CSB) approved the establishment of the title and specification for two new classifications titled Construction Inspector II and Senior Construction Inspector, and approved the revision of the title and specifications of two existing classifications titled Construction Inspector and Supervising Construction Inspector at their regularly scheduled July 6, 2022 meeting. Following this action, and at this time, the Management Services Department requests the City Council establish the respective salaries and Conflict of Interest Code designations for the two new classifications.
2 Additionally, per California Public Employee’s Retirement System (CalPERS) regulations, the Department requests the City Council adopt a resolution approving an updated Citywide Salary Schedule which includes the proposed salaries of these classifications.
DISCUSSION
The City’s Construction Inspectors review the construction of a broad range of public works projects. Their tasks extend from reviewing plans and specifications at the start of any given project through to the final acceptance of a project, and all stages i n between.
As part of this oversight, they are also tasked with ensuring that construction site safety standards, including traffic control, are followed in accordance with current City, state, and federal regulations. Currently, there are two Construction Inspectors that handle these duties and they are supervised by one Supervising Construction Inspector.
The Department propose d, and the CSB approved of the creation of two new classifications, titled Construction Inspector II and Senior Construction Ins pector. In conjunction with the new classifications, the two existing specifications in the series were revised and retitled Construction Inspector I and Construction Inspector Manager, respectively. The revisions to the existing specifications support con tinuity across the series and ensure that they reflect the current duties and responsibilities.
The proposed changes to the section are intended to create a broader series, and are comparable to similar series within the Fleet and Building Division of the Public Works Department and also the Building and the Transportation Planning Divisions of the Community Development Department.
The addition of two new classifications would create a comprehensive, tiered series with each level having a greater degree of responsibility. The approved establishments and revisions would allow the Construction Inspector Manager (previously titled Supervising Construction Ins pector) to manage Construction Inspectors more appropriately, while also affording the employee the opportunity to commit to employee training and development. The broader series are expected to allow employees in all four classifications to gain valuable experience, create opportunities for advancement, as well as support employee retention and improve succession planning.
In developing the salaries for the two new establishments in the series, the current salaries of the two existing classifications were taken into consideration, along with analysis of the internal relationships within the series to maintain consistency. Given this examination and other related comprehensive analysis , the recommended monthly and bi-weekly salary ranges for the series are as follows:
Title Monthly Salary Range Bi-Weekly Salary Range Construction Inspector I* $5,352.23 - $7,378.11 $2,470.26 - $3,405.28 Construction Inspector II $5,845.73 - $8,058.41 $2,698.03 - $3,719.27 Senior Construction Inspector $6,238.62 - $8,600.00 $2,879.36 - $3,969.23 Construction Inspector Manager* $6,953.22 - $9,143.49 $3,209.18 - $4,220.07
*These figures reflect the current salaries, as found in the latest Citywide Salary Listing, approved by the City Council on July 26, 2022.
3 The Construction Inspec tor Manager classification continue s to be a Civil Service classification represented by the Burbank Management Association (BM A). The remaining three classifications in the series are represented by the Burbank City Employees Association (BCEA). Both the BCEA and the BMA were previously advised of the proposed establishments and revisions and the Public Works Director concurs with these recommendations.
Lastly, in accordance with Government Code Section 20636 and Title 2 of California Code of Regulations Section 570.5, CalPERS requires public agencies to post a publicly available salary schedule that is approved by the City Council at a public meeting in order for CalPERS to determine earnable income. Therefore, staff is requesting the City Council adopt an updated salary schedule that reflects the addition of the salaries of the two new classifications.
FISCAL IMPACT
The current Public Works Department budget does not include funds to hire Construction Inspector II or Senior Construction Inspector personnel. The current budget does include funds to hire an additional Construction Inspector I and the Department intends to move forward with a recruitment in the coming months for this budgeted position.
There is no fiscal impact to the General F und associated with the approval of these resolutions. Future consideration for utilizing the newly approved establishments will be in accordance with City policy, the City’s budgetary process, and in consultation with the City Manager.
CONCLUSION
The proposed establishment of the salaries and Conflict of Interest Code designations for the classifications of Construction Inspector II and Senior Construction Inspector meet the current and ongoing needs of the Department. Therefore, staff recommends the City Council adopt the resolutions attached to this report.
