Why are you interested in serving on a board, commission or committee? I am a fourth generation Burbank resident and have been on two board/committee's in the past (Luther Burbank representative (00) & Community Development Goals Committee (12). My term was cut short when I began experiencing random periods of vision loss and had to move Northridge, however, I enjoyed my time on the board and, after opening my first business in my hometown, I realized how much I wanted to be back involved in my city. I am a proud Burbank resident and want to give back to the city that has given me so much my entire life.

That being said, I've maintained pride and support of our military, as well as our police force. Giving my time in this way would allow me to be involved in the only way that I can be.

Why are you interested in serving on a board, commission or committee? As a commissioner for 19 years, I want to continue being part of the solution. I am familiar with the Police Department, having served 23 years in the military, including two years in a combat environment. I have a unique understanding of their job. Having been the Chairman of the Traffic and the Transportation Commissions, I have an experience with the problems associated with traffic safety. Having almost 20 years of experience on city commissions, I have a unique insight into our community's needs. As an active member of a variety of community organizations, I have a broad view of the problems and concerns of our citizens. This provides me an opportunity to bring various points of view forward. Describe any qualifications, experience, and education, as well as any technical or professional background you may have relative to the duties of this position.
As the son of a police officer and having 23 years of military service, I believe I have a unique perspective on police work. I have been in armed situations where split-second life or death decisions had to be made. I have seen good police officers and those that have disappointed me. In the end, I am glad that I live under the umbrella of the Burbank Police Department. Regrettably, having worked with college-age students at the New York Film Academy, it greatly concerned me when I realized that many feared the police. I would consider changing this to be my highest priority.
What are your goals in serving on this Board/Commission/Committee? Having served in highly stressful situations, I understand better than most the pressure placed on a Police Officer daily. However, in the current climate, we need to work on communicating the community and police needs. I believe that nothing is more critical than establishing mutual trust and respect. Above all, as a community, we can only move forward by confirming our citizens' confidence in our officers and our department.

Why are you interested in serving on a board, commission or committee? Having recently purchased a home and settled in Burbank, I am excited to become more active in my community. My first child, Eli, a Burbank native, was born in April of this year. Through involvement on the Police Commission, I hope to improve my city for Eli, the rest of his family as well as the community. I have a lifelong interest in law and community oriented policing. My interest is in progressive, balanced police policy. The vacancy on the Police Commission would be great fit for me.

Describe any qualifications, experience, and education, as well as any technical or professional background you may have relative to the duties of this position.
My interest in law and policing began in high school and college where I participated in mock trial competitions. My team and I reached the state championships, and in college we reached the national championships.
Through mock trial, I’ve gained a deep respect for and an understanding of the judicial process.
In high school, I also participated in Santa Cruz County peer court as a representative for youth defendants. Learning the life stories of these defendants, opened my eyes to the importance of community focused criminal justice.
A judicial system should confront the root causes of crime itself. That way, it may seek remedies to restore safety and security for the public, rather than focusing on punishment and retribution.
Daniel J Leivick
What are your goals in serving on this Board/Commission/Committee? The fundamental role of government is public safety. A public safety system must focus on equality, justice and the happiness of the people the Burbank police department is a vital part of that system.
Through oversight and guidance, my goal on the the commission would be to further direct the police department toward those ideals.
To that end, I have several specific goals that I would work towards as a member of the Police Commission.
-Advocate the expansion and normalization of police officer mental health support.
Given the demanding physical and particularly mental challenges of police work, it’s no surprise that nearly 80% of police officers experience critical mental health stress on the job.
However,
despite 20% of officers reporting coping through the use drugs and alcohol, 90% reported to be uncomfortable with mental health counseling due to stigma. As a member of the Police Commission, I would work with law enforcement to provide more mental health services for our police force. -Oppose
militarism in both police equipment and culture.
The police force must act as a branch of the community
and not an occupying organization.
Militarized equipment, training, and tactics employed by the police contributes to an "us versus them" mentality and degrades the trust between officers and the community.
As a committee member, I would oppose police policies that foment animosity between officers and the community.
I would support additional training requirements, particularly those associated with conflict de- escalation. With that in mind, I’m already thrilled to see the commission working to eliminate “no knock” warrants.
-Improve public perception of the police. An integral part of law enforcement is the relationship between and the police and the community.
Currently, there exists significant antagonism between
officers and portions the public they serve.
While mending this gulf is ambitious, I hope to find incremental progress, which would eventually lead to significant reform. -As a long term goal, I would like to see the
Burbank Police Department focus on supporting other city services.
Law enforcement officers are too
often forced to act as catchall emergency government representatives, a role to which they are not always trained or equipped to address. 10% of all 9-1-1 calls involve a mental health crisis, so in the long term, I would like to see an expansion in city social services and counseling in. These organizations, if well supported by law enforcement, could be better suited to address these emergencies. -Finally, I hope to
listen and learn from my fellow committee members, law enforcement officers, and the community as a whole—including those positions that do not align with my own. With flexible thinking, I would evolve my views based on knowledge and experience.

Please tell us about yourself and why you want to serve.
Why are you interested in serving on a board, commission or committee? I believe in public service and giving back to one's community. My husband and family have lived in Burbank for 26 years, and we have enjoyed the benefits of living here; it's important to give something back. I recently completed the Burbank Police Department's Community Academy (August, 2022), and gained valuable insight into the relationship between law enforcement and the community. And citizen involvement is a vital part of that relationship. I also realized that my almost two decades of teaching in Burbank allows me to bring a valuable perspective to the police commission. The engagement between young people and law enforcement is critical to the present and future of our city. As a teacher, I believe I am uniquely qualified to help young people understand the mission of law enforcement, and to help our city's law enforcement engage more fully with our diverse younger population. This is particularly important, because many of our young people will remain in Burbank and raise their own families here.

Please tell us about yourself and why you want to serve.
Why are you interested in serving on a board, commission or committee? Giving back to the community is something I've been doing since my early 20's when I served on the mayors advisory committee, chamber of commerce, boys and girls club, and one of my proudest was working with the Crisis House who provided services for people suffering from domestic violence and homelessness. I was in the very first class of Leadership El Cajon where I learned the importance of active community dialogue with the police department. Knowing and understanding that it is critical to be sensitive to the balance between social equities and law enforcement. This requires a dedicated prospective to the concerns of community and a focus on the future development of dynamic systems to protect civil liberties.

Please tell us about yourself and why you want to serve.
Why are you interested in serving on a board, commission or committee? I moved to Burbank when I was 10 years old and attended Burbank public schools: Miller, John Muir and BHS. My mom chose Burbank because it was a safe community, with some of the best schools. My husband, Joe, was born and raised in Burbank, when his parents decided to buy a house here in 1976.
We made the choice to raise our 3 daughters here because we felt the community shared in our values.
We are active members in the community from volunteering with the PTA, to helping my husband coach our 3 daughters softball teams in Park & Rec. At this time, I feel the need to have a deeper connection to my community and feel being on the Police Commission would give me the best opportunity.

Describe any qualifications, experience, and education, as well as any technical or professional background you may have relative to the duties of this position.
I have a BS in Ecology and a minor in Film, Television, & Digital Media from UCLA and a masters degree in public health (MPH) from USC. My MPH led me to want to engage in climate-related work for the rest of my life; utilities and cities are key to solving the climate crisis. I have 3+ years of work experience in the clean transportation and energy sector in public affairs (policy, grant-writing, regulatory consulting) and marketing roles.
My work experience taught me that utilities are well-positioned to lead on climate change solutions through procuring renewable energy for electricity, developing greener electricity rates, providing incentives for transportation electrification, expediting the permitting process, developing relationships with their customers, and much more. I understand that different utility structures (i.e. publicly-owned, investor-owned, and community choice aggregators) can be complex and come with varying rules and regulations as dictated by the California Public Utilities Commission that ultimately affect how the general public gets their electricity. Going forward, I want to channel my understanding and multi-faceted experiences into a brighter future for the City and all.
What are your goals in serving on this Board/Commission/Committee? My goal would be to help bring BWP procure 100% renewable energy by 2030.

• Managed defense of government regulatory

Most recently, I first-chaired a trial on an express indemnity claim after resolving the underlying catastrophic injury matter involving a head wound of a very sympathetic plaintiff. I was able to resolve the underlyi ng claim within the primary insurance layer, prosecute the cross -complaint against non- settling parties, and obtain a judgment for a portioned liability and recovery of all attorneys fees and costs through trial resulting in an approximate $1.5 million return to the insured and carrier.
I have experienced success on Motions for Summary Judgment regarding issues of permissive use of company vehicles for a major telecommunications client resulting in the disposition of a million- dollar claim and saving the client approximately $300,000 in trial- related costs. I am a member of the Association of Southern California Defense Attorneys (ASCDC) and actively monitor changes in law and interpretation of the law to maximize advocacy for our clients.
N. Fairview St.
Burbank, CA 91505
In addition, when I handle high- exposure cases where a plaintiff is treated on medical liens, I have also been aggressive in challenging the reasonable value of gross medical bills where plaintiffs have attempted to bolster the value of their claim . Most recently, I have reduced special damages totaling $ 400,000 (gross) to approximately $60,000 using a novel discovery approach that has been highly successful. Ultimately, this high-end discovery work results in reducing special damages, which are often used as “multipliers” for general damages. This approach to discovery and high-exposure cases results in a much lower resolution. In this case, I resolve the matter for 26% of the original demand after receiving favorable discovery orders.

First Choice
FIRST choice for Board/Commission/Committee appointment:
Burbank Water and Power Board
Describe any qualifications, experience, and education, as well as any technical or professional background you may have relative to the duties of this position.
My qualifications include a 38-year engineering career in the electric utility industry that included increasing responsibilities and management with Los Angeles Department of Water and Power (LADWP), Metropolitan Water District of Southern California (MWD), PricewaterhouseCoopers (PwC) and Southern California Edison (SCE).
My experience is varied in the electric utility industry including both the public and private sector.
Select experience includes (1) contract negotiations and administration of wholesale energy sales/purchases and transmission service agreements (LADWP and MWD); (2) electric transportation advocacy and technical development (LADWP); (3) audit/assurance services on power system operations, business processes and internal controls, energy market financial settlements, and greenhouse gas emissions (PwC); (4) consulting services on electric reliability regulatory compliance, wholesale energy market billing, and various state/federal regulations (PwC); and (5) leading electric reliability regulatory compliance activities over transmission and distribution facilities (SCE).
I hold an
electrical engineering degree from California State University Los Angeles and a biological science degree from the University of California Irvine.
What are your goals in serving on this Board/Commission/Committee? My energy goal for Burbank Water and Power is to continue to achieve the applicable State of California Renewables Portfolio Standard and 2045 net-zero carbon goal in a cost-effective manner while considering service reliability, affordability, sustainability.
Additionally, my water goal is to continue utilize
our limited water resources more efficiently since the Metropolitan Water District’s Colorado River Aqueduct and State Water Project have been dealing with drought conditions for over two decades.
With
State Water Project deliveries this year at five percent of normal and California’s water allocation from the Colorado River expected to be reduced next year by 200,000 acre-feet, innovative programs will be necessary to address this reduction in water availability.
Lastly, as a citizen-owned public utility, my overall
goal is to see Burbank Water and Power continue its outreach activities to educate its citizens on the complexities of delivering water and power and the challenges ahead.
