RECOMMENDATION
Adopt a RESOLUTION OF THE COUNCIL OF THE CITY OF BURBANK AUTHORIZING
THE CITY MANAGER OR HIS DESIGNEE TO EXECUTE THE CALIFORNIA OFFICE OF TRAFFIC SAFETY 202 3 TRAFFIC RECORDS IMPROVEMENT PROJECT (TRIP) GRANT AGREEMENT AND ANY FUTURE AMENDMENTS, ACCEPTING $ 25,000 IN GRANT FUNDS, AND AMENDING THE FI SCAL YEAR 202 2-23 BUDGET BY APPROPRIATING FUNDS.
BACKGROUND
The Burbank Police Department has been awarded $ 25,000 in competitive 2023 grant funding through the California Office of Traffic Safety for the Traffic Records Improvement Project (TRIP). State and local agencies need timely, accurate, complete, accessible, and uniform traffic records to identify and priorit ize traffic safety i ssues and to choose appropriate safety countermeasures and evaluate their effectiveness. The TRIP program aims to assist agencies with the ability to plan and initiate traffic records projects to improve data collection systems, modernize manual processes , and promote data sharing. The funded strategies include purchasing hardware and software tools to build and improve data systems that play an important role in identifying traffic safety problems.
DISCUSSION
The California Highway Patrol (CHP) operates the Statewide Integrated Traffic Records System (SWITRS), a database that processes all reported fatal and injury collisions that occur on California’s state highways and all other roadways, excluding private property.
POLICE
DEPARTMENT
2 The system provides statistical data on a variety of collision related factors, to include location, time, driver, victim, and vehicle information, and allows for the creation of custom reports to analyze traffic collision information. California law enforcement agencies are required to send completed collision reports to CHP for processing into SWITRS.
The Police Department utilizes a data management system to document traffic collisions and analyze collision -related information. The system cu rrently does not have the capability to electronically submit collision data to SWITRS, requiring the Department to utilize a manual process to complete the information transfer. The manual process is time and labor intensive and delays the timely reporting and processing of collision information. Grant funds will be utilized to upgrade the existing data management system to implement functionality for the electronic submission of collision reports from the Police Department system to SWITRS. The grant performance period is October 1, 202 2, through September 30, 2023.
FISCAL IMPACT
The City of Burbank has been approved for a total of $25,000 in grant funding. This is a reimbursement grant with no requirement for matching funds . Grant funds will provide $25,000 for the purchase of a system upgrade to the traffic data management system to support the electronic submission of collision reports to CHP. The system upgrade is a one-time cost with no additional future associated costs. The regular cost for system maintenance is a budgeted item within the Department’s existing approved budget.
Staff is requesting Council authority to amend the F iscal Year (FY) 2022-23 budget by accepting a grant in the amount of $ 25,000 through the 2023 TRIP grant program and amend the FY 2022 -23 budget by appropriating $ 25,000 from revenue account 121.PD000.48010.1022.24623.00000 (General City Grant Fund, Police Department General, Other Intergovernmental Revenues, Office of Traffic Safety Grant , TRIP Grant 2023) to expenditure account 001.PD01A .62316.0000.24623 (General Fund, Patrol Division, Software and Hardware, TRIP Grant 2023). Funds will initially be drawn from account 121.ND000.30011.0000.00000 (General City Grant Fund, Non- Departmental, Assigned Fund Balance) until reimbursed.
CONCLUSION
Approval and acceptance of this grant agreement supports the Police Department’s Fiscal Year 2022-23 goal of improving traffic safety within the City by reducing traffic collisions and pedestrian injuries.
