SUBJECT: Request to Consider Discussing City Council Resolution No. 17-28,970 the Adopted Rules for the Conduct of Council Meetings, Increasing Public Participation and Repealing Resolution No. 27,515
RECOMMENDATION
The City Council could note and file the report or direct staff to return to the City Council with a second step report for City Council consideration of Resolution No. 17-28,970.
BACKGROUND
At the August 9, 2022 City Council meeting, Council Member Schultz requested staff to bring back a first step report for Council consideration to discuss City Council Resolution No. 17 -28,970 regarding the rules of conduct for Council meetings and public participation. Council Member Schultz noted it would be an opportunity to consider amending the Resolution to include the recent action taken by Council to allow public comment via telephone and look at other items including the length of time for public comment and final oral communications.
DISCUSSION
Resolution 17-28,970 (Attachment 1) was approved by the City Council on October 2 4, 2017. In general, the Resolution includes information about the conduct of City Council meetings, outlines the format of the meetings, agenda process and order of business , and includes information on how the public addresses the City Council.
FISCAL IMPACT
There is no fiscal impact associated with this report.

2 CONCLUSION
As part of the one- step, two-step process, Council Member Schultz has requested the opportunity for the City Council to consider possible amendments to Resolution 17,28- 970. Should the City Council be interested in further discussing the Resolution, staff should be directed to return with a second step report.
