Initial Research (Glendale)
• Glendale does not expressly define “Drive-Through Facility” on its own.
• Glendale’s code does provide design and layout standards for drive-throughs
• 9-foot minimum width
• 100-foot minimum length
• Additional design requirements dependent on the zone
Initial Research (Pasadena)
• Pasadena distinguishes between drive-through restaurants and non-restaurants and provides definitions for both.
• Both uses are generally permitted by Conditional Use Permit (CUP) only
• The city’s specific plan regulations are more restrictive. • Specific development standards for drive-through facilities • 5 vehicle minimum requirement for drive-through lanes • 500-foot buffer from park and rec facility, school, or another drive-through restaurant
• Must submit a study to determine if longer queuing lanes are required.
Initial Research (Santa Clarita)
• Santa Clarita provides a definition for a Drive-Through (no seating) and a Fast Food with Drive-Through.
• Both uses are permitted by Minor Use Permits in the commercial and industrial zones. Permitted by CUP in the Neighborhood Commercial Zone.
• All drive-through uses are required to have a queuing analysis on file
• Development standards for drive-throughs:
• Minimum length determined by use (i.e. bank vs. pharmacy) Initial Research (Long Beach)
• Defines drive-through facilities as “an establishment that sells products or provides services to occupants in vehicles, including drive-in or drive-up windows and drive-through services.” • Includes three drive-through uses: ATM-Drive Through, Financial Services with Drive-Through, and Ready-to-Eat Drive-Through • Conditional Use Permit (CUP) is required for any drive-through facility
• Ready-to-Eat Drive-Throughs are only allowed in Commercial- Mixed Use Zone. Prohibited in all other zone.

Recommendation
• Staff recommends the City Council extend the Interim Urgency Ordinance establishing a moratorium on new and replacement restaurants with drive-throughs and the conversion of businesses with drive-throughs into drive-through restaurants citywide. • The extension of this Interim Urgency Ordinance would allow staff more time to thoroughly research and develop a
comprehensive set of regulations that recognize and balance the various interests related to restaurants with drive throughs in a manner that accounts for the City’s needs as well as the community’s vision.
