Interests & Experiences
Please tell us about yourself and why you want to serve.

Why are you interested in serving on a board, commission or committee? I have been fascinated with civic planning ever since I was a kid playing Sim City. While my career took a notably different turn, I've never stopped thinking about how cities and towns are planned, laid out, and create plans for growth and sustainability. Now that I'm a little older, I want to actually have a say in my local government, and help create both long and short term goals for the place where I live to move into the future in an equitable and healthy manner. Especially now that we are homeowners, I feel a responsibility to engage in the civic process to make my home into a better version of itself. By serving on the Transportation Commission I feel that I could satisfy that responsibility, while at the same time doing something I'm very interested in.

FIRST choice for Board/Commission/Committee appointment:

Transportation Commission
Describe any qualifications, experience, and education, as well as any technical or professional background you may have relative to the duties of this position.

After working in the music touring world for over 10 years, I am intimately familiar with how integral our transportation network is. Coordinating efficient and timely travel for equipment and personnel is integral to doing the job. Additionally, I have extensive experience working and traveling in other countries, and utilizing the transportation networks in them. This has given me firsthand experience in how local transportation networks around the world affect the cities and towns they are in. From London Heathrow's placement incredibly far outside the city, to crossing the Atlantic on both ships and boats (a great difference!), to navigating Italian cities that were planned thousands of years ago in semis, and navigating a subway with a literal 100% language barrier in Shanghai, I have lived and worked in the environments in which various transport grids exist. Knowing and interacting with the people who use these networks gives me a lot of insight into how planning affects people and cities.

What are your goals in serving on this Board/Commission/Committee? In a self contained city such as Burbank, it is integral to create opportunities for people of all socioeconomic standing to own homes and have good paying jobs. That being said, my primary goal in serving on the Transportation Commission is to ensure that Burbank's transportation planning has a consistent vision for the future to do just that. With limited space, and a growing population, it is more critical than ever to ensure that Burbank adopt transportation policies that include equitable thinking for not only vehicle owners, but also residents who rely on public transit. I would like to see Burbank adopt pedestrian friendly policies to make streets safer for all our residents, as well as increase the efficiency of our neighborhoods to create more jobs, more homes, and more environmentally conscious spaces in our city. Transportation policies can shape the entire nature of a city, and I hope by reforming Burbank's vision, the Transportation Commission can truly help turn Burbank into a regional leader for affordable homes, equitable public transit, and create many more jobs for our residents.

Planning Board
Describe any qualifications, experience, and education, as well as any technical or professional background you may have relative to the duties of this position I'll be honest, I probably don't have the qualifications on paper that would impress anyone. I'm just a guy who makes music, and also wants to make my home a better, more equitable place for people to live.

What are your goals in serving on this Board/Commission/Committee? I would like to guide Burbank's public policy towards the promotion of green energy, waste reduction, and an overall decrease in automobile reliance. I also would like to push Burbank's policies to become more progressive towards affordable home ownership issues. I don't have any conflicts of interest, or any vested financial interests in joining this board.

Please tell us about yourself and why you want to serve.

Why are you interested in serving on a board, commission or committee? I am very passionate about working to stop climate change, and transportation is one of the main drivers of that. This means that we need to work quickly in order to revamp how we get around our communities instead of just continuing with the “business as usual” which got us into this situation. As someone who regularly uses statistics in my 9-5 job, I believe that I am exceptionally well equipped in order to understand the data behind transportation. This will help me see through the numbers and gain an understanding of what types of transportation methods are needed in which locations. A large part of my job is also person-centric. So I believe that I will be able to talk to people in a way that cuts straight to the emotional reason why they do or don’t support certain projects. Once we understand that, we can address it and move forward with something that the community will truly treasure.

I’m the daughter of a Mexican immigrant who grew up in the Bay area and I’ve chosen to make Burbank my permanent home - I am committed to making it as livable as possible for those who live, work, and play here. My lifelong experiences with disparities in access to safe transportation and a career in transportation equity fuel my desire to serve Burbank in this way. For a decade I lived in the working class Latino immigrant neighborhood where my mom grew up, which had the highest rates of childhood obesity in the state yet no bike lanes and broken sidewalks - surrounded by factories that forced us to breathe polluted air; a daily reminder of the intersectional barriers our communities face to living healthy lives and having walkable neighborhoods. I want to serve because I believe I can improve transportation for everyone in Burbank whether they are walking with their kids to school, biking to the farmer’s market, or commuting to work at the studios.

In my role as an Organizing Director at the Los Angeles County Bicycle Coalition I ran campaigns across Los Angeles County to make communities safer and more accessible to people using non car modes of transportation. I continued this work at Bird where I created a safe street infrastructure campaign framework with the Director of Safety Policy and Advocacy and ran rider campaigns around the globe mobilizing hundreds of thousands of riders to contact their elected officials. I organized riders in California against anti-environmental mobility legislation. Working with environmental equity groups I ran a dozen campaigns around creating safer streets for all and other initiatives at a time ensuring each were sensitive to the unique political climate in every market.

What are your goals in serving on this Board/Commission/Committee? As an organizer with a passion for social and environmental justice and a background in building coalitions, I am excited about the opportunity to serve on the Burbank Transportation Commission. Please tell us about yourself and why you want to serve.

Why are you interested in serving on a board, commission or committee? TV & Film connoisseurs around the world know about Burbank - we are the Media Capital of the World for a reason, that, as you know, we're the best at making fantasy worlds and stories come to life. Some of these stories take place in worlds where you'd want to spend time yourself, like the fantasy world of Harry Potter, for instance. And its Diagon Alley pedestrian-only shopping street, full of people and excitement and more than a little mystery. While we’re excellent at creating fantasy worlds in which our characters live, we are not often as great at creating a city in which real people can find accessibility, community, safety, and vibrance. I love living in Burbank for its people, its culture, the opportunities this city provides, and so much more. But access, safety, and convenience for cyclists and pedestrians in this city is not something I'm able yet to love. Burbank is made for transit by car and our infrastructure caters to drivers.

This makes for a more sterile city where the livability and mystery have been in many ways removed and replaced by multi-lane thoroughfares. Burbank is fantastic - but improved pedestrian and cycling infrastructure would make it so much better. And I'm sure many experience similar feelings. Imagine for a John "Brooks" Pipher

moment please a fictional young Burbank resident named Karla. Karla is a single mother who is new to the city and she has landed a great job in animation at a studio. She's excited to be making $75,000 annually and she has just rented a small but nice apartment near the intersection of Magnolia and Sixth.

Karla is hoping to save up to one day buy a townhome, condo, or small house in Burbank. So she's frugal.

At the grocery store, she buys what's on sale. When furnishing at North America's largest Ikea, she buys only what's needed for her and her child, nothing more. In the city Karla moved from, she did not need to own a car because of a robust public transportation system and streets that are safe for walking and cycling. She assumes that the same will be true in Burbank.

Leading up to the first day at her child's new
school, Karla checks the options for taking a Burbank Bus, but the times and stops don't make sense for her and her child to get to school and then to work. Since she and her child both have bicycles, she looks at an online map for the best route to the school. But she finds that bicycle riders in Burbank share the road with drivers, and some of the vehicles she's seen drive by on Magnolia are big pickup trucks. It doesn't seem like a safe option for her child to ride a bicycle to school, so she decides that walking will be the best option. But she's apprehensive at the amount of time that walking her child to and from school will take each day.

The first day of school comes and the walk takes twenty minutes each way, but is relatively uneventful - and now she has the rest of the day to run errands, go grocery shopping, and to ride a bicycle to the studio where she'll begin work tomorrow to find out the best route and how long it'll take to go there and back.

Karla brings her bicycle out of her apartment and heads to her first errand, the Burbank Police Station on Third, where she hopes to ask a police officer about local parks for her child to meet friends. Karla quickly discovers that she cannot find a designated place to lock up a bicycle at the station. It's likely, she realizes, that the Burbank Police Station has no bicycle rack or parking. Karla cannot leave her bicycle outside unlocked. So she decides to skip that stop and to ride to the studio instead.

The map application on her phone says that the best bike route to the studio is to take Magnolia and to cross over the Magnolia bridge. Karla hopes that there's a separated bicycle lane for her safety when going over the bridge, but there's not. She feels unsafe riding down Magnolia while approaching the bridge, but hits the bridge with some speed so it won't be long before she makes it to the top and can begin to descend. Karla is riding to the right of the right lane when she hears a rumbling behind her.

Looking back, it's a large pickup truck coming up the bridge fast and it seems like the driver wants to share the right lane with Karla. But there's not enough room for both of them in the lane! Karla swerves into the middle of the right lane to prevent the truck from coming in the same lane next to her and squeezing her into the curb. She's going fast for an uphill climb, about 12 miles per hour. But that's not fast enough for the truck driver, who comes up to what seems like mere inches behind Karla and the driver begins to lay on the horn, scaring Karla and nearly making her fall. There's no vehicle in the passing lane, so the truck can easily go around, but the truck decides not to pass. Because there's no designated bicycle lane, the truck driver seems to think that Karla is riding in a place she shouldn't be.

Thankfully though, the honking stops.

Now they're descending down Magnolia, Karla ahead of the truck.

One little slowdown on the bike, and Karla will be crushed by the truck. But at the bottom of the bridge, the truck zooms around Karla by taking the passing lane. At the light at Magnolia and Victory, Karla passes the truck which has been caught in a long line of cars waiting at the light. Karla did not slow the truck down one bit, as the red light had stopped many vehicles ahead of the truck.

Karla is sweating from
fear as she arrives to the front entrance of the studio. She's grateful for the new law requiring vehicles to give a full lane when passing cyclists, but she hasn't seen any signage to educate drivers about this upcoming rule. There were no protected bicycle lanes on her way to the studio; only thin lines of paint separating her from a hundred passing multi-thousand pound vehicles. She's glad to have survived this first ride to the studio, but she has no idea how she'll make it home, and, thinking of her child, she cannot imagine doing this same ride every day, knowing that each day would be just as dangerous for her as this first ride, especially on the bridges.

Consulting her phone, Karla looks for alternate routes home. She sees that the Burbank Boulevard Bridge is newly constructed and she sees bike lanes in the satellite view. What Karla doesn't know is that those lanes end mid-way over the bridge. Karla is soon thrown out in the midst of a hundred cars all going fast and trying to get on I-5. She's like a single Rice Krispy and the cars are a hundred teeth. It's all she can do to fight with every breath to pedal as hard as she can to make it to the other side of the bridge. The car horns and close calls keep coming rapidly from every angle.

Karla is now exhausted but alive. Looking at the time, she knows her child's school will be let out before too long and she wants to be there for the walk home. Karla consults her phone for pedestrian-friendly markets to pick up some lunch and groceries, but even San Fernando is full of cars. Suddenly her new city feels very lonely. Karla is trapped. There is almost no place she can go as an adult cyclist without battling cars for her survival, and there's certainly no place that she and her child can ride together. Even the Chandler Boulevard path, which she had read about online before moving, is totally inaccessible to her Rev. John "Brooks" Pipher
family because it would require a car for her and her child to cross to that side of town without relying on the bus schedule. A new city that should feel alive and vibrant feels in that moment instead to be totally dead. Karla hasn't seen any friendly faces on her ride. Everyone is behind tinted glass, driving their cars.

Karla arrives now to Sprouts. There's no bicycle rack, but she chains her bicycle out front where the shopping carts are stored. Walking around the store, she feels dazed. And she knows that now there's a major decision for her now to make. Karla considers leasing or buying a car. She saw a nice looking vehicle advertised for sale for $30,000 earlier that day. But she thinks of her salary. A $30,000 car on a salary of $75,000, that's a significant portion of what she makes in a year. And then she'll need to add insurance fees, registration fees, and gas. Her dream of owning a home in Burbank is now further away because of these potential added expenses. And suddenly her frugality at the grocery store seems a little silly. What's the point of saving a couple of dollars here and there to invest in her savings if her city hasn't invested in the health and safety of people like her and her child and she's required to make a major vehicle purchase to simply move around town? Or Karla will make a decision to move out of Burbank.

She'll move to somewhere where she'll earn less salary, but will not need a car, and she'll be safe on her bicycle. Not owning a car makes up for the salary difference anyway.

The fictional story of Karla ends
then at a crossroads.

I am sure that there are many real Karlas in our great city of Burbank. They would use alternate transportation options if they were available. But the safety risks make active transportation modes of travel not worth trying. And I'm sure that there are many who would love to move to Burbank, but the city is largely closed off to those who do not own or cannot drive cars.

My name is John "Brooks"
Pipher. I'm proud to live in the City of Burbank. My wife and I recently purchased a condo/townhome near the intersection of Angeleno and Sixth. I work as an executive at L.A. Castle Studios, at the intersection of Olive and Victory. I'm also a pastor and I'm working on starting a new Presbyterian church in Burbank that's called Covenant.

I try to make every trip that I take in the city of Burbank by walking or by bicycle. I do own a car - but for the health of my city and my neighbor, and my own health, I make an effort to use that car as little as possible. Regarding a possible place on the Transportation Commission, I know what it's like to live in Burbank and to have a bicycle commute in Burbank. I know the places that are particularly dangerous and where even small changes could make a great improvement in quality of life for me and I'm sure many others as well.

I talk frequently about commuting by bicycle with people who live and or work in Burbank and I'm saddened to hear so often that the danger prevents people from choosing an alternative to the car. The City of Burbank, sadly, does often feel somewhat dead to me, because I simply cannot travel here in a way that seems safe. So there are trips that I choose not to take. It's confining.

I hope to serve on the transportation commission in order to recommend to City Council practical ideas that would improve safety for pedestrians and cyclists. My focus would be on those who would choose to or simply need to walk or take a bicycle to run errands, go to school, and to go to work.

Increasing the number of pedestrians in the city adds vibrance to the city. It's a wonderful feeling to be on a busy street full of people with opportunities for smiling and talking, meeting together, and making new friends. Reducing the number of able-bodied people in cars also frees up traffic and parking spots for those whose disabilities necessitate the use of a personal vehicle.

I very much appreciate your
consideration of this application. Thank you!

Please tell us about yourself and why you want to serve.

Why are you interested in serving on a board, commission or committee? I spent six years as a tenants advocate and a founding member of the Glendale Tenants Union. Housing security is a national crisis, but especially pronounced for younger people, seniors, immigrants, and people of color. I'm one of the lucky ones to have bought a house here in Burbank in 2022, but my wife also immediately lost her job upon our moving in so I am hyperaware of just how fragile the American 'ladder to the middle class' is. I am a policy analyst for California Housing and Community Development, so my career is deeply rooted in the present experience of housing and the many ways it is supposed to work - and, far more often, the many ways it fails people. Housing is a human right, and wise, equitable housing development is the core of a sustainable future.

I work for the state investigating housing policy. I am extremely qualified. I am a homeowner that spent years as a tenant advocate, and I am in the position of possibly needing to rent out part of my home. So this covers all the bases of need. I am concerned that not enough people on this commission are aware of how hard it is for people who are not long-time residents to establish and keep a home. Prices are insane, supply is choked off and there is a huge gulf between the Haves, who got into their homes years or decades ago, and the Have-Nots. I have lived the experience of buying, and nearly losing, and living in constant fear of losing, my home. This qualifies me more than my technical understanding, which is extensive.

Please tell us about yourself and why you want to serve.

Why are you interested in serving on a board, commission or committee? I THOUGHT I'd travel after retiring from LAUSD (6/19) but the world stopped. After 20 years on Inactive status, I had revived my State Bar status to Active but the organizations I tried to volunteer with had ceased taking clients, so I spent all my days happily sewing cloth masks for a local non-profit and then THAT stopped with the cessation of the mask mandate. I've lived here since 2011 & have always been civic/politically minded & now that I have more time, would love to be more actively involved in my adopted city. Only recently, I've decided that serving on a Board/Commission seems the most appropriate move for me--for my personal civic concerns and frankly, the LandIord-Tenant Commission would be a good fit for me--melding my bilingual ability with my most recent legal experience with the Inner City Law Center (albeit some time ago). I believe I can add to the decision-making process in a positive, cooperative manner.

Prior to obtaining a teaching credential and working for LAUSD for 20 years, I spent 8+ years working predominantly in landlord-tenant issues for a non-profit law firm located in the skid-row area of Los Angeles. Because I was the only Spanish-speaking attorney for about 5 of those years, I also assisted clients with other issues affecting their lives--marital, criminal, small-claims economic issues, etc.

Served on the Transportation Committee of the Los Feliz Neighborhood Council.

Since approximately early 2019, I have been a Spanish-speaking volunteer with a group from Temple Judea that assists long-term "green carders" in their final push to citizenship (filling out the 20-page application, setting up English classes, teaching civics in Spanish for the interview/test, etc)--this is in LA, not Burbank. Prior to the covid crisis, clients took classes at night school. Since resuming the program, individual clients have been assigned a mentor and my first mentee (learning US history/geography/government in Spanish) just became a new citizen last week, October 25 and voted for the first time (provisional ballot)! Additionally, since June, 2022, I've been the knitting/crochet instructor at 2 Jewish Community Centers (The Valley Storefront & the Fairfax center).

FIRST choice for Board/Commission/Committee appointment:

Landlord-Tenant Commission
Describe any qualifications, experience, and education, as well as any technical or professional background you may have relative to the duties of this position.

I was a staff lawyer with the Inner City Law Center in downtown Los Angeles for over 8 years.

We
primarily worked with tenants living in seriously substandard housing and brought lawsuits against slumlords who maintained these buildings;
remedies included restraining orders, rent escrow accounts and sometimes monetary damages for individual tenants (a la personal injury cases).

As well, I "worked"
individually with tenants and landlords in the myriad SRO hotels as problems arose, many times assiduously avoiding litigation. I rent a house in the Rancho district and am fortunate to have a landlord who appreciates my attitude and belief that I am the "steward" of her house.

I am respectful of her desire
to avoid unnecessary costs but as a result of my "uneventful" tenancy--more than 11 years--my requests are readily acceeded to--extra fruit tree pruning, annual root clean-out by plumber, etc.

What are your goals in serving on this Board/Commission/Committee? I think that as a civic-minded, politically-aware citizen with the added experience of both being an attorney with experience in this field (LA city law), plus the additional factor of having been a teacher for 20 years and therefore have the skills of collegiality and cooperation, not to mention being a renter myself and a Spanish speaker, I can bring critical thinking and mediation experience to address and hopefully redress the issues so presented.

In sum, I believe I would be a positive force on the Commission because in the end, the issues presented need to be met with and dealt by people who are committed to collaboration.
