Why are you interested in serving on a board, commission or committee? For years, I have wanted to get involved in my community and in my city. We have recently purchased our forever home here in Burbank and I thought it was time I start to help educate those in my community about city resources or help the city preserve the history and be part of greater decisions. I am interested in joining the Vector Control District because we spend a lot of time outdoors and I am very familiar with the emergence of new diseases due to invasive vectors. It's important to me that families in our community feel safe and enjoy their time outdoors without the worry of vectors affecting their properties and/or our local parks, and schools. By taking on this opportunity I look forward to continuing the focus of surveilling and controlling of mosquitoes and their associated diseases, along with ticks and Lyme Disease, Africanized Honey Bees and Red Imported Fire Ants. I am also interested in joining the Metropolitan Water District because I am very aware of the states' current water challenges. While I believe that Burbank does a great job of recycling water and ensuring that residents are dong their part, I think we have a lot of opportunities to further educate our residents on how they can do their part.
Additionally, it's important that we make the right legislative decisions to ensure that we have the right infrastructure to support our water lines for the years to come. I hope that I can be considered for either of these roles and I look forward to having the opportunity to serve my community.

Please tell us about yourself and why you want to serve.
Why are you interested in serving on a board, commission or committee? I would like to continue serving as Burbank's representative on the MWD Board of Directors. The past eight years have been a remarkable time in California water conditions and policy. I greatly appreciated the opportunity to serve as Burbank's representative. I believe the continuity of service is an important factor to consider at this critical time in water planning and water stewardship for our State, region and City. Additionally, MWD is evaluating our business model, rate structures, and implementing long and short term plans that are necessary to ensure sustainability and resilience. I believe my experience in the organizational and strategic plans is critical as we look to move forward and transition effectively.

Why are you interested in serving on a board, commission or committee? As a lifelong Burbank resident, I have always had the greatest sense of pride in this wonderful community that has raised me. As a product of the Burbank school system, parks and recreation youth programs, and even with my first job during high school working at the Verdugo pool; Burbank is a part of my life. I want this connection to continue. What's more, working in public service, I take great pleasure in being able to transfer my professional skills through the volunteerism that is serving as a member of the Burbank Water and Power Board. This community continues to give me so much, and to that end, I believe it's my responsibility to continue to give back. Along with this, I have come to realize that working alongside BWP staff has taught me so much more about this City, that I would love to continue working with them to carry forward our community's goals as the City's next MWD Director.

As a current member of the BWP Board, I take great pride in continuously being a prepared, productive, and contributing member of the Board. My years of experience on the Board have taught me many of the principles necessary to effectively carry out the duties of a complex oversight position such as this.
Additionally, in my current professional capacity as a Deputy City Manager, I have developed a strong proficiency in the critical areas needed to be a public servant. Just a few of these areas include the ability to listen to members of the public with empathy, own criticism when provided and attempt to understand what's driving it, and balance the needs of the organization with those of the individuals it's meant to serve. With significant training in public sector finance, budget development and cost of service studies, my professional and educational experiences have prepared me to continue to contribute at the highest capacity possible as a member of the MWD Board of Directors. Having worked for multiple cities, I have a strong appreciation and pride for what it means to serve the public's trust, and to bridge that trust with staff when considering difficult topics that may come before us. My professional experiences working in municipal government administration has equipped me to properly weigh a wide array of policy matters and understand the breadth of consequences, positive or otherwise, in various decisions. Additionally in my professional capacity, I also serve as an alternate Board Member on the Clean Power Alliance, and the Measure W North Santa Monica Bay Watershed Area Steering Committee and a local Homelessness Working Group.

What are your goals in serving on this Board/Commission/Committee? My approach to serving Burbank as our Metropolitan Water District Director is built upon the lessons I have learned serving on the BWP Board and the continued successes BWP has come to see in recent years. I aim to continue strengthening the channels of communication between the City Council, BWP, MWD and our community; to ensure that our community learns as much as possible about the role MWD and BWP play with water and sustainability; to make decisions and recommend policy that builds upon BWP's tenants of reliability, affordability and sustainability; and to do my best to advocate for policies from MWD that carry Burbank into the future while valuing our deep rooted traditions and values. With MWD playing such a pivotal role in our community's health and sustainability a crucial goal of mine will be to help more people understand how MWD, just like BWP, is working for our community and how our residents and businesses can make the most out of our City's relationship with MWD. I endeavor to keep MWD on a forward moving path both internally and externally as an organization so that we can all continue to be proud of the agencies that serve us.

RE: Metropolitan Water District Director Appointment
Honorable Mayor and Council Members,
As a lifelong Burbank -ian, and someone who has committed my life to public service both professionally and personally, I am humbled and excited to apply for your consideration as the City’s Metropolitan Water District (MWD) Director. As I have served on the Burbank Water and Power (BWP) Board for more than 10 years now, I have come to develop not only a keen understanding of unique challenges and opportunities that need to be navigated in the water industry, but strong relationships with all the staff at BWP. These relationships and skills have equipped me to be uniquely well suited to serve Burbank as our next MWD Director.
Having worked side by side with all of you, BWP staff , and our community on some of the most challenging water and electric issues through recent years, I know what it takes to make forward - thinking choices while respecting the traditions, values, and sense of community all of us have come to know and love about Burbank. I have also been entrusted by the communities I work for to represent them on a wide range of wat er related issues and currently serve as an alternate representative on the North Santa Monica Bay Watershed Area Steering Committee as part of LA County’s Safe Clean Water Program . The importance of understanding how to weave together the efforts and inte rests of multiple jurisdictions and working with neighboring agencies cannot be understated when dealing with an issue as complex as water.
As the climate and landscape continue to change around us both here in Burbank and throughout the region, now more than ever, we must focus on the future to ensure that our values of sustainability, affordability, and reliability, are well represented with MWD. With my years of policy making and implementation experience, I am confident that my skillset , relationships, and appreciation for moving Burbank forward into the future will do well in serving as the City’s MWD Director. I would be humbled to be your appointee as MWD Director and to work alongside each of you and future City Councils in advancing water policy for Burbank.
Thank you for your co nsideration and the opportunity to continue my service to this great community; and thank you for all that you do for us in Burbank.
Sincerely,
P
