SUBJECT: Adoption of a Resolution Amending Approving the Citywide Salary Schedule dated April 3, 2018
RECOMMENDATION
Adopt A RESOLUTION OF THE COUNCIL OF THE CITY OF BURBANK AMENDINGAPPROVING THE CITYWIDE SALARY SCHEDULE DATED APRIL 3, 2018 (Attachment 1)
BACKGROUND
As a contracting agency with CalPERS, the City of Burbank agrees to comply with the California Code of Regulations (CCR) and the Government (Gov.) Code contained within the Public Employees’ Retirement Law (PERL). CalPERS requires public agencies to post a publicly available salary schedule that is approved by the City Council at a public meeting in order for CalPERS to determine earnable income.
The CalPERS’ Office of Audit Services (OAS) periodically and commonly conducts reviews with contracting agencies on various areas of compliance. An Employer Compliance Review (ECR) was conducted with multiple agencies by CalPERS concerning public agency employer pay schedules . The City of Burbank was one of the agencies randomly selected. The objective of the review is to ensure contracting agencies pay schedules are in compliance with the criteria set forth in Government Cod e subsections 20636(b)(1), 20636(d), and the California Code of Regulations section 570.5.
DISCUSSION
The Management Services (MS) staff regularly agendizes the approval of salary schedules that includes the proposed salaries for classification establishments, resolution updates, and contractual updates. It is each employer’s responsibility to ensure compliance with the PERL.
The ECR conducted on public agency employer pay schedules specifically for the City of Burbank was very successful and there were no observations , which means the City’s pay schedules were in full compliance. There was however one clerical error that needs
MANAGEMENT
SERVICES
2 to be corrected to a previously approved salary schedule. There was an equity adjustment for the classifications of Pi pefitter, Pipefitter Operator, Pipefitter Apprentice, Cross Connection Control Specialist, and Water Meter Mechanic due to a severe retention issue that was effective February 25, 2018. The update in salaries for this equity adjustment should have been included on the salary schedule City Council approved effective April 3, 2018, resolution number 18-29,010, but due to the timing of the approval for the equity adjustment and the preparation of the salary schedule for the April 3, 2018 City Council meeting, the updated salaries were not included on the salary schedule.
Therefore, i n an effort to address this clerical error, staff is requesting City Council retroactively amendapprove a revised the salary schedule dated April 3, 2018, which includes the update in salaries for these classifications.
FISCAL IMPACT
There is no fiscal impact associated with the approval of the attached salary schedule.
CONCLUSION
Staff recommends the Ci ty Council amendapprove the corrected salary schedule dated April 3, 2018.
