RESOLUTION NO. ____________

A RESOLUTION OF THE COUNCIL OF THE CITY OF

BURBANK APPROVING THE ONE -WAY CONCEPTUAL

DESIGN FOR THE DOWNTOWN BURBANK SAN FERNANDO
BOULEVARD RECONFIGURATION PROJECT (PHASE 1) AND

DIRECTING STAFF TO PROCEED WITH DEVELOPING THE
FINAL ENGINEERING DESIGN.

THE COUNCIL OF THE CITY OF BURBANK FINDS:

A. The Citywide Complete Our Streets Plan (“Plan”) is a long -range transportation planning document that aims to improve safety for all road users in the City of Burbank (“City”).

B. Phase 1 of the Downtown San Fernando Boulevard Reconfiguration Project (“Project”) is a short -term priority project listed in the Plan to enhance vehicular and pedestrian safety in Downtown Burbank.

C. Phase 1 of the Project involves temporarily reconfiguring the road along San Fernando Boulevard between Olive Avenue and Magnolia Boulevard (“Project Area”) for a 12-month period to test the benefits of such reconfiguration and determine whether the safety benefits from the Project support a more long-term reconfiguration (“12-Month Pilot Period”).

D. The Project fulfills the Burbank2035 General Plan Mobility Element Goal 9, Safety, Accessibility, and Equity, which states that Burbank ’s transportation network is safe, accessible, and equitable, by aiming to improve safe travel by vehicles, pedestrians, and bicyclists, within the City’s Downtown area.

E. Based on feedback from community outreach and City Council direction, two Project design alternatives were presented for consideration at the regular City Council meeting on January 24, 2023. The first alternative involved a one- way reconfiguration where the existing two- way vehicular traffic flow along San Fernando Boulevard within the Project Area would be reconfigured to one northbound lane, combined with curb extensions in specified locations (“One-Way Design Concept”). The second alternative involved a full street closure of San Fernando Boulevard within the Project Area to all vehicles except emergency vehic les (“Full Street Closure Design Concept”).

F. As outlined in the Staff Report dated January 24, 2023, the One- Way Design Concept aims to improve safety in the Downtown area by balancing the needs of all roadway users (pedestrians, vehicles, and bicyclists), while also maintaining vehicular access to the Downtown’s retail uses and supporting its economic activity.

THE COUNCIL OF THE CITY OF BURBANK RESOLVES:

1. The One-Way Design Concept for the Downtown Burbank San Fernando Boulevard Reconfiguration Project (Phase 1) is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to section 15301 (c) (Minor Alterations to Existing Streets) of the CEQA Guidelines. The proposed improvements include the installation of traffic signs, plastic flexible bollards, shared lane pavement markers, and roadway striping which will be built within the existing right -of-way. Because the Project involves no expansion of an existing use, the Project therefore qualifies for this exemption.

2. San Fernando Boulevard between OIive Avenue and Magnolia Boulevard is hereby designated as a one- way street, as shown on the One- Way Design Concept depicted in Exhibit A to this Resolution (attached and incorporated herein), for the duration of Phase 1 of the Downtown San Fernando Boulevard Reconfiguration Project .

The One-Way Design Concept will only become effective and may only be implemented upon the placement and maintenance of signs giving notice thereof by the Public Works Director, in accordance with Burbank Municipal Code section 6-1-601. Within the Project Area, the City’s Outdoor Dining Program (as described in Resolution No. 22-29,382) and any outdoor dining permits and encroachment agreements issued by the Public Works Director in accordance with such program, shall be extended for the duration of Phase 1 of the Project. At the conclusion of the 12- Month Pilot Period, staff is directed to return to Council with a report on the effects of th e implementation of the One-Way Design Concept, and a recommendation on whether the one-way reconfiguration should remain along the Project area on a more permanent basis.

3. Staff is directed to develop final engineering design plans for the One-Way Design Concept. The Public Works D irector, or his designee, is authorized to review, refine and approve the final engineering design plans for the One-Way Design Concept, including but not limited to placement of appropriate traffic control devices and related signage and striping plans, and approve any changes to such plans consistent with the implementation of the One-Way Design Concept.

PASSED and ADOPTED this ____ day of January, 2023.
