MANAGEMENT
SERVICES
2 on December 7, 2022. The Management Services Department requests the City Council establish the respective salar ies and Conflict of Interest Code designati ons for th ese classifications.
Additionally, per California Public Employees’ Retirement System (CalPERS) regulations, the Department requests the City Council adopt a resolution approving the updated Citywide Salary Schedule which includes the proposed salaries of these classifications.
DISCUSSION
The City’s I nformation Technology Department (Department) must be able to respond quickly to the ever-evolving nature of the information technology field to effectively respond to the needs of the City and the Burbank community that relies on the Department. Addressing these needs, the Department has continued their ongoing effort to both modernize and perform on the leading edge of this highly specialized i ndustry.
Part and par cel of the Department’s modernization efforts include their proposal to establish a new Systems Engineer series, encompassing the establishment of three new classifications.
Systems engineering combines the two disciplines of engineering and engineering management to focus on designing, integrating, and managing complex systems throughout their life cycles. As applied to the proposed Systems Engineer classifications, these establishments address a very specific skillset currently needed in the Department, significantly addressing an important goal and need, while also positively impacting the recruitment and retention of employees with the distinctive skills required in the Department for optimal performance.
The proposed salaries for the Systems Engineer and Lead Systems Engineer reflect and compare favorably to similar job classifications identified among our established survey cities. Separately, the proposed salary range for the Principal Systems Engineer matches those of both the Principal Electrical Engineer and the proposed salary of the Principal Communication Network Engineer. The proposed monthly and bi -weekly salary ranges for these classifications are as follows:
Title Monthly Bi-Weekly Systems Engineer $7,848.21-$10,320.40 $ 3,622.25-$4,763.26 Lead Systems Engineer $ 9,110.44-$11,980.24 $ 4,204.82-$5,529.34 Principal Systems Engineer $10,647.39-$14,001.33 $ 4,914.18-$6,462.15
All three proposed establishments would be Civil Service classifications represented by the Burbank Management Association (BMA). The BMA was advised of the establishments and the Chief Information Officer concurs with this recommendation.
In accordance with Government Code Section 20636 and Title 2 of the California Code of Regulations Section 570.5, CalPERS requires public agencies to post a publicly available salary schedule that is approved by the City Council at a public meeting in order for CalPERS to determine earnable income. Therefore, staff is requesting the City Council adopt an updated salary schedule that includes the proposed salaries for these classifications.
3 ENVIRONMENTAL REVIEW

FISCAL IMPACT
The Department intends to initially fill two Lead System s Engineer positions internally (through the promotion of current employees). As such, there will be no fiscal impact associated with the approval of these resolutions . Future consideration for utilizing the establishments will be in accordance with City policy, the City’s budgetary process, and in consultation with the City Manager.
CONCLUSION
The establishment of the salaries and Conflict of Interest C ode designations for the classifications of Systems Engineer, Lead Systems Engineer, and Principal Systems Engineer will address the vital information technology needs of the City . The proposed series will also positively influence the recruitment and retention needs and succession planning in the Department . The classification is critical to meeting the goals of the Department and the City. Therefore, staff recommends the Ci ty Council adopt these resolutions.
