Environmental Review: Staff recommends that the City Council find that the proposed City code amendment (the project) is categorically exempt from environmental review under the California Environmental Quality Act (Public Resources Code Section 21000 et seq,) ("CEQA") pursuant to Sections 15060(c)(2), 15060(c)(3), and 15061(b)(3) of the State CEQA Guidelines because it will not result in a direct or reasonably foreseeable indirect physical change in the environment, because there is no possibility that it may have a significant effect on the environment, and because it is not a ?project? as that term is defined in Section 15378 of the State CEQA Guidelines.

Environmental Review: Service Option 1 (Reallocate Resources to New North-South Service), is Statutorily Exempt from the California Environmental Quality Act (CEQA) pursuant to the Public Resources Code Section 21080.25(b)(5) pertaining to the increase of Compressed Natural Gas bus service on existing public rights of way. Service Option 2 (Eliminate Service) is Categorically Exempt from CEQA pursuant to CEQA Guidelines Section 15301 Class I: The BurbankBus Green Route is part of the City’s public bus transit system and works in concert with LA County Metro and Metrolink to provide a public transit network for local and regional public transit riders. The proposed elimination of the City’s Green Route would result in a negligible change to the public access to public transit in the City and larger region. Specifically, the Green Route exhibits very low ridership and duplicates other Metro transit service, therefore elimination is not expected to materially change the public’s access to, or usage of, transit service in the City.
