SUMMARY AND MINUTES FROM TRANSPORTATION COMMISSION MEETINGS At t
he June 21, 2021 meeting, staff presented several options for consideration, including expanding the existing service, extending the service to Magnolia Park as discussed in the COA, cancelling the service and reallocating service to a new north-south service, and cancelling the service and reallocating transportation funds to other transportation projects or programs. The Commission deliberated on possible options for the Green Route and ultimately approved a motion recommending that the City discontinue the Green Route due to consistent low ridership and high costs relative to ridership, and that resources used to implement the Green Route be reallocated to other transit connections and other transportation projects.

At t
he September 20, 2021 meeting, staff presented options for consideration, including expanding the existing service, r ealigning service to connect from NoHo to Downtown Burbank through Magnolia Park and Downtown Burbank Loop, realigning service to connect from NoHo to Downtown Burbank through Magnolia Park, and reallocating resources to Buena Vista North- South Service. The Commission discussed two options for reconfiguring the Green Route: an east -west route that would travel along Magnolia Boulevard between Downtown Burbank and North Hollywood, and a north- south route that would travel on Hollywood Way or Buena Vista Street between the Airport area and the Media District. The Commission also discussed how modifying both the Green and Orange Route could implement a larger north-south loop service along Buena Vista and Hollywood Way as identified in the COA.

At t
he May 16, 2022 meeting, staff gathered the requested data and presented the options from the previous meeting for consideration, which was expanding the existing service, realigning service to connect from NoHo to Downtown Burbank through Magnolia Park, and realigning service to connect from NoHo to Downtown Burbank through Magnolia Park with weekend services. The Commission deliberated and reverted back to former option from September 2021, which was to reallocate resources to Buena Vista North- South Service. The Buena Vista North-South Service is the most recent recommendation from Transportation Commission, and will be discussed further in this staff report.

1. BurbankBus NoHo – Media District (Green) Route Service Change Hearing Staff presented two service alternatives to the BurbankBus NoHo to Media District (Green) Route: 1) eliminating the Green Route and reallocating resources to a new north-south service on Buena Vista Street between the Burbank Airport North Station and the Media District, and 2) eliminating the route altogether with no resource reallocation to address budgetary constraints. Staff recommended that the Green Route be cancelled, and funds reallocated to the other two BurbankBus routes given the route’s low ridership, current funding availability and possible increases in operating costs by its contractor, MV Transportation.

Commissioner Facchetti expressed concerns over lack of objective criteria to help measure performance of the new service and that there was no demonstrated public support or demand for the service option.

The Commission passed a motion recommending that the City Council • Select the first option presented by staff: to eliminate the Green Route and to reallocate resources to a new north-south service on Buena Vista Street between the Burbank Airport and the Media District
• The new route along Buena Vista between the airport and the Media District will have a trial period of 12 months, after which the Transportation Commission and the City Council will reevaluate the service • Direct staff to identify additional operating funds during the trial period to cover the additional costs that will be required by the new service The motion passed 5-1, with Commissioner Facchetti voting no.

2. Downtown San Fernando Boulevard Reconfiguration
Staff provided updates on the design alternatives under development for the Downtown Burbank San Fernando Boulevard reconfiguration project. The purpose of the project is to improve pedestrian and vehicle safety on San Fernando while preserving opportunities for outdoor dining. Staff provided two alternatives – a one way closure between Magnolia Boulevard and Olive Avenue, and a full closure between Magnolia Boulevard and Olive Avenue. Staff reviewed how each alternative addressed the goals of the project, noting that the one-way alternative meets all of the goals of the project. .

The Commission passed a motion 6-0, recommending that the City Council:
• Implement a full street closure of San Fernando Boulevard between Magnolia Boulevard and Olive Avenue
• Add a two way bicycle facility down the center of San Fernando Boulevard • Incorporate landscaping, play areas for children, and public art to beautify ATTACHMENT 5-10
the space
• Develop a system for businesses to expand their outdoor dining or retail spaces
• Develop business parking and loading zone mitigations to help offset the on-street parking loss.

Announcements
Commissioners Polon and Pipher introduced themselves to the Commission.

Agenda Items for Future Meetings
Future items include a Safe Routes to School update, an update on Raising Canes and the Rancho Providencia Neighborhood Protection Plan, and the Media District Specific Plan.
