BACKGROUND
As part of the City’s Capital Improvement Program, the City is renovating the Larry Maxam Memorial Park Building (Building) at 3715 Pacific Avenue. The renovation of this Building originally constructed in 1992 will make improvements to the community room and restroom facility. This multi-purpose Building is currently used during the school year by a cooperative parent participation, play based pre- school program, and available for community use during the summer. During construction, all programming will be temporarily relocated to Gross park.
PUBLIC
WORKS
The multi-purpose facility will be renovated to improve functionality, meet current codes, including Title 24) of the California Code of regulations. The scope of work includes a new roof, seismic reinforcement, domestic water, sanitary sewer replacement, new fire suppression systems, energy-efficient windows, lighting, interior finishes, cabinetry, high- efficiency plumbing fixtures, toilet accessories, stall partitions, internet service, and low - voltage networking equipment. Exterior improvements include the installation of facade features with a covered main entry, signage, concrete flatwork, and an impr oved stormwater drainage system. The project will also upgrade building access controls and security.
DISCUSSION
The Project was advertised for construction bids on November 30, 2022 & December 7, 2022. Seven (7) bids were received at the bid opening on January 24, 2023 (see Attachment 3) . MCEC, Inc. of Azusa, California, submitted the lowest responsive and responsible base bid of $1,083,000.00.
While MCEC has not previously performed similar work for the City, they have for the Los Angeles Unified School District and private clients and have performed satisfactorily. The contractor possesses a valid state contractor’s license and is in good standing with the Contractors State License Board. The bid was reviewed for accuracy and conformance to the contract documents and MCEC was determined to be the lowest responsible and responsive bidder.
If approved by Council, construction is scheduled to start in June 2023 and expected to end in November 2023. Award of this contract and the ultimate construction of the Project helps accomplish City Council’s goals of City Services, Infrastructure, and Quality of Life.
ENVIRONMENTAL REVIEW
Staff has reviewed this project and recommends the City Council find this project Categorically Exempt under the California Environmental Quality Act (CEQA) and CEQA Guidelines Section 15301(d), which exempts activities involving r estoration or rehabilitation of deteriorated or damaged structures, facilities, or mechanical equipment to meet current standards of public health and safety . This project qualifies for this exemption because it updates certain existing community room and restroom facilities to current building codes and standards and as such, no further environmental review is necessary.
FISCAL IMPACT
$544,572.00 is currently available in the Project’s Municipal Infrastructure Fund Account No. 534.PR21A.70003.0000.22756.00000 (Municipal Infrastructure Fund, Fac ility Planning and Development, Park Improvements, Maxam Restroom/Multi-Purpose). The total project cost for the Project, including a 15% construction contingency, is $1,401,972.00.
Staff is requesting City Council authority to amend the Fiscal Year 2022-23 Adopted Budget by appropriating $857,400.00 from revenue account No. 534.ND000.30011.000000.00000 (Municipal Infrastructure Fund, Non-Departmental, Assigned Fund Balance) to the Pr oject’s expenditure account noted above, in order to
award the contract and complete the Project, and has included such authority within the draft resolution.
CONCLUSION
Staff recommends that Council adopt the proposed resolution to approve the contract documents and award a construction contract to MCEC, Inc. for the Maxam Building Renovation Project ( Bid Schedule No. 1444) , find the adoption of the resolution categorically exempt from CEQA, and approve staff’s request to amend the Fiscal Year 2022-23 Adopted Budget by appropriating $857,400.00 from revenue Account N o. 534.ND000.30011.000000.00000 (Municipal Infrastructure Fund, Non- Departmental, Assigned Fund Balance) to the Project’s Municipal Infrastructure Fund Account No. 534.PR21A.70003.0000.22756.00000 (Municipal Infrastructure Fund, Facility Planning and Development, Park Improvements, Maxam Restroom/Multi-Purpose).
