A RESOLUTION O F THE COUNCIL OF THE CITY OF
BURBANK AUTHORIZING THE CITY MANAGER OR HIS
DESIGNEE TO EXECUTE THE 20 22 URBAN AREA
SECURITY INITIATIVE (UASI ) SUB AWARD
AGREEMENT AND ANY FUTURE AMENDMENTS,
ACCEPTING $332,356 IN 20 22 UASI GRANT FUNDS ,
AND AMENDING THE FISCAL YEAR 2022-23 BUDGET
BY APPROPRIATING FUNDS
THE COUNCIL OF THE CITY OF BURBANK FINDS:
A. The Federal Department of Homeland Security, through the Office of Grants and Training, provides financial assistance to select urban areas through the Urban Area Security Initiative (UASI) program.
B. Funds will be allocated to enhance the Police Department’s response capabilities to critical incidents. The 2022 UASI grant will support cybersecurity, data-sharing software for investigation purposes, specialized training, and equipment to enhance response to various types of critical incidents.
C. Funds will also be allocated for training to enhance the Fire Department’s capability as a local and regional first responder. The Fire Department will use 202 2 UASI grant funds for a Hazardous Materials Technician Special ist; and Chemical, Biological, Radiological, Nuclear and Explosive (CBRNE) training.
THE COUNCIL OF THE CITY OF BURBANK RESOLVES:
1. The City accepts the 2022 UASI grant in the amount of $332,356.
2. The 2022 UASI Subaward Agreement by and between the City of Los Angeles and the City of Burbank (the Grant Agreement) is hereby approved.
3. The City’s Fiscal Year 202 2-23 Annual Budget is amended by appropriating upfront funds for the Police Department to utilize and receive reimbursement from the 2022 UASI grant funds in the amount of $ 232,356 from Account No. 001.PD000.48010.1085.24801.00000 (General Fund, Police Department, Other Intergovernmental Revenue, U ASI Urban Area Security Federal, UASI 2022 to the following expenditure account:

4. The City’s Fiscal Year 202 2-23 Annual Budget is amended by appropriating upfront funds for the Fire Department to utilize and receive reimbursement from the 2022 UASI grant funds in the amount of $ 100,000 from Account No. 001.FD000.48010.1085.24791.00000 (General Fund, F ire Department, General, Other Intergovernmental Revenue, UASI Urban Area Security Federal, UASI 2022) to the following expenditure account:

5. The Financial Services Director or her designee is authorized to make such other revisions, changes in summaries, fund totals, grand totals, and other portions of the budget document as necessary to reflect and implement the appropriations specified in this resolution.
6. The City Manager or his designee is authorized to take any necessary action to effectuate the receiving and appropriating of these grant funds in the event of future amendments to the grant program. The City Manager, or his designee, is also authorized to amend the Grant Agreement, subject to review and approval as to form by the City Attorney’s Office, to accept supplemental contingency funding that may be allocated to the City of Burbank by the City of Los Angeles.
