SUBJECT: Adoption of a Resolution Authorizing the Acceptance of a Grant from the California State Library in the Amount of $5,400 and Amending the Fiscal Year 2022-23 Budget by Appropriating Funds

RECOMMENDATION
Adopt A RESOLUTION OF THE COUNCIL OF THE CITY OF BURBANK To

AUTHORIZE THE ACCEPTANCE OF A GRANT FROM THE CALIFORNIA STATE LIBRARY IN THE AMOUNT OF $5,400 AND AMEND THE FISCAL YEAR 2022-23 BUDGET BY RECEIVING AND APPROPRIATING FUNDS.

BACKGROUND
Since 2021, Burbank Public Library (Library) has been awarded annual grant funding by the California State Library as part of the Lunch at the Library program (Program). In many communities, the Program provides access to nutritious meals while supplementing learning and enrichment opportunities for California's children and teens during summer break. In Burbank, where the Burbank Unified School District (BUSD) provides summer meals, the Library has participated by offering pop-up programming at summer meal sites.

DISCUSSION
To foster continued summer learning, the Library will partner in grant implementation with BUSD and the Boys & Girls Club of Burbank and the Greater East Valley (BGC), both of which provide meals to the target population of lower-income children. Grant funds will allow Library staff to obtain and provide grade-level reading materials and activities at eight community meal sites in Burbank.
1 BUSD, a designated United States Department of Agriculture community meal site, is a partner for the third year. Through BUSD meal sites, the Library will distribute books and activities to develop skills in science, technology, engineering, and mathematics (STEM).

With additional funding available this year, the Program will expand to reach students in BGC summer programs, where staff will have the opportunity to provide learning-based programs and presentations along with distribution of reading materials and activity kits.

The Program is expected to serve about 700 students in 2023.

The grant award will be applied as follows:
• Book giveaways: $3,000
• Program supplies and presenters: $2,400

ENVIRONMENTAL REVIEW
This activity has no potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and as such, is not a "project" subject to the requirements of the California Environmental Quality Act (CEQA) 14 Cal. Code Regs § 15378.

FISCAL IMPACT
Staff is requesting City Council authority to amend the Fiscal Year (FY) 2022-23 Adopted Budget by accepting a grant from the California State Library in the amount of $5,400 and appropriating $5,400 from revenue account number 001.LB000.48010.1017.24830. (General Fund, Library Services, Other Intergovernmental Revenues, California Public Library, 2023 Lunch at the Library) to expenditure account number 001.LB02A.62460.0000.24830 (General Fund, Library Public Services, Library Programming, 2023 Lunch at the Library).

CONCLUSION
Accepting the California Library Services Lunch at the Library grant allows the Library to offer critical resources to reduce learning loss during the summer months. Staff recommends that the City Council approve a resolution authorizing the acceptance of a grant award to the Burbank Public Library in the amount of $5,400 from the California State Library and amend the FY 2022-23 budget to appropriate $5,400 in designated funds.
