RESOLUTION NO. ________
A RESOLUTION OF THE COUNCIL OF THE CITY OF
BURBANK AMENDING PERMIT PARKING HOURS ON
SOUTH REESE PLACE.
THE COUNCIL OF THE CITY OF BURBANK FINDS AS FOLLOWS:
A. On August 23, 2022, City Council approved Resolution No. 22-29,349 which established Permit-Only Parking Zones on the 100 and 200 blocks of South Orchard Drive and South Reese Place, within which permit -only parking was enforced between the hours of 8:00 AM and 10:00 PM, Monday through Su nday. These measures were implemented in part in response to increased utilization of residential curb parking by non- residents and increased traffic volumes along affected streets.
B. The City, after engagement with neighboring residents and business owners, finds that parking restrictions on South Reese Place from 8:00 AM to 10:00 PM do not adequately balance the needs of the residents and certain neighboring businesses to allow for staff and patrons to access available parking spaces. While the need for permit-only parking restrictions continues to be necessary during afternoon and evening hours, residents and businesses have requested that permit parking restrictions be lifted during morning hours to accommodate more flexible use. City Council therefore seeks to amend the hours of permit -parking enforcement on South Reese Place to better balance competing parking needs.
C. The City Council may, by resolution, restrict parking through preferential permit parking programs after adequate signs giving notice of such restrictions are erected (California Vehicle Code § 22507).
D. Under the California Environmental Quality Act (CEQ A) and the CEQA Guidelines, operation and minor alteration of existing streets involving negligible or no expansion of existing or former use is exempt from CEQA (14 CCR § 15301(c)). The City Council exercises its independent judgment and finds, based on the record before it, that the amendment of permit -parking hours on South Reese Place does not expand the capacity or use of the street. As such, the activity is exempt from CEQA and no further environmental review is necessary.
THE COUNCIL OF THE CITY OF BURBANK RESOLVES AS FOLLOWS:
1. Amendment of Permit Parking Zone. The existing permit-only parking zone at the 100 and 200 blocks of South Reese Place established by Resolution No. 22-29,349, is amended by modifying permit parking restrictions to the hours between 2:00 PM and 10:00 PM, Monday through Sunday, as depicted in the attached Exhibit A . All other ATTACHMENT 1 - 2
parking restrictions established by Resolution No. 22- 29,349 not inconsistent with this Section 1 shall remain in full force and effect.
2. Implementation. The Community Development Director or designee is directed to post appropriate signage along South Reese Place giving notice of the change in permit-only parking hours prior to any enforcement.
PASSED and ADOPTED this _ _ day of __ ___, 2023.
