Dear City Council,
Please at that meeting share all the salary increases you are giving to your executives.

How about not increasing the executives' salaries for a year and letting the "little people" off the hook? Also, could you exclude rental properties and just tax house properties? Again, those lowest on the economic ladder should be protected. How are you doing that? Thank you very much for listening.

Sincerely,
Bette Bond, renter

Hello,
This is a note of protest for the public hearing in June.

Regarding the hike in water services and other services totalling in approx $10 more per month... I do not support it.

While the employees outside of a C-suite should always be paid appropriately to enjoy a living wage, will these costs affect the upper tier's salary in any way? Because before that happens, the quality of water NEEDS to improve. Just being "generally considered safe" is not valid enough for an extra monthly $10.

In fact, it's an absurd proposal.

Sincerely,
Weston Taylor

Subject: Proposed Increases to Rates for Water
CAUTION: This email originated from outside of the organization. Do not click links or open attachments unless you recognize the sender and know the content is safe.

This household would like to submit a denial for an increase to rates on water, sewer and refuse services at this time.

While we understand the serious nature and need for water, sewer and trash services, the economy is in a detrimental time where inflation is causing even well to do families to struggle or a the very least to tighten belt straps
As inflation for cost of things such as food and gas continue to soar, rental properties around Burbank are taking advantage this year of the inflation prices as well and many rentals are increasing their renewals by a full 10% even though housing rates for physical properties are decreasing as the housing bubble begins to burst in the face of rising interest rates.

Even more concerning is that hourly wages and salaries for most have yet to increase in the face of the current inflation crisis, furthering the income to spending ratio for even the best budgeted homes.

Our family would like to revisit the proposal of utility increases in two years once the economy has stabilized more appropriately post COVID lockdowns and in the hopes that inflation and the national reserve have begun to reduce interest rates once again. Burbank being a conservative community like ourselves, I believe you will find most of my fellow citizens will agree with my statements and denial for an increase at the present time.

Thank you for your time.

Regards,
Nickee Guglielmi

Subject: BWP Proposed Rates
CAUTION: This email originated from outside of the organization. Do not click links or open attachments unless you recognize the sender and know the content is safe.

I am writing to register opposition to any rate increase being approved for BWP at this time.

I am a long time home owner and business owner in Burbank. We are already paying rates that are unaffordable and difficult to understand.

Not long ago we were away for more than four weeks and our rates spiked while we were gone resulting in the month where everything was shut off and unused cost more than the month on either side where we were in residence. I tried to communicate with BWP but never got an answer. I was passed around from person to person finally realizing there was not going to be an answer. One person suggested it was all attributable to our refrigerator.

Burbank is also a place that does nothing to help seniors on this front. It's a based solely on very low income alone which I think underserves a large segment of the population who are no longer working but not exactly living in poverty.

We can't afford to pay more than we already are. Please do not pass another rate hike.

To Whom It May Concern:

This letter is to serve as written opposition to the increase to Burbank water, sewer, and refuse fees and charges effective July 1,2024. Unfortunately I am elderly and living on a limited income. So. Ca Gas, food, insurance, and just about everything has increased whereas my social security and husband's passing has limited my income. 1am at a point in fear to run my heater and air conditioner to stay within budget. Please reconsider this increase to seniors. I am requesting for this increase to not happen in writing.

Regretfully submitted,

Climate Change - Fact of Fiction? Can we agree on one fact? Honest research and discourse on the subject has been smothered, by politics.

It takes only a glance at the numbers, to see that "green" energy is not the whole answer. Turns out it's not just how little is produced, but when and where it's used that makes it a flop. Peak usage, occurring in the evening after solar production falls to zero, makes it so. Z-E-R-O.

And storage solutions don't make up the difference, much less afford any surplus for growth. Therefore, rate hikes and rationing for those who can least afford these market distortions.

One of the many problems with "green" energy is that batteries are ridiculously expensive, and environmentally disastrous. Millions of Californians, if they have to pay the cost of wind or solar energy to power their homes and cars, will not be able to afford it, and will have to sell out. State mandates are playing Russian roulette with our economic lives.

Burbank is well regarded as a city with a surplus of well regulated electrical power, supplying some of that to neighboring towns.

Under current "green" energy state mandates, Californians are at high risk of rolling blackouts. This, in the fifth largest economy in the world, and a state with a super abundance of conventional energy resources. What are Burbank planners doing to protect us from these onerous state diktats?
I am opposed to any so called "green" or "clean" energy regime that would put Burbank's energy independence, with abundant, affordable electricity, in any doubt.

Re: Notice of public hearing,
Consider increases to rates and charges for water, sewer, and refuse service Hello,
I would like it know that we oppose any rate increase. Our family as many, have had to cut, cut, cut, to balance our budget. Its about time the city did the same! The city should be charging all these new LARGE apartment complexes more to make up for their shortages. Any property over 4 units should pay a higher rate and over 50 units even more.

Thank you

Dear Burbank City Council,
My name is Reanna Markakis. I am one of the owners of Lee's Hair Salon and Skin Care on San Fernando Blvd.

We have been struggling to keep our doors open for years now.

Please don't raise the rates on water and sewer for existing residents and businesses.

Make new Rates for all the new buildings that are popping up all over town.

This little town was not designed for all the new mega-apartment buildings you keep building. They should pay the higher rates.

Thank you for giving me a chance to be heard,
Reanna Markakis

Subject: Proposed Water Rate Change
CAUTION: This email originated from outside of the organization. Do not click links or open attachments unless you recognize the sender and know the content is safe.

Dear Burbank City Council Members,
This email concerns the proposed rate change for water. I understand and agree that there needs to be periodic rate increases to adjust for increased operating costs but please do not change the way the water rates are calculated. My wife and I removed the grass from our back yard and replaced it with gravel ground cover and a succulent garden in order to save water and money. We currently are at Tier I in our water use all year long. The proposed change in water use calculations will make it impossible for us, or anyone else, to remain in Tier I all throughout the year.

During the summer months we are very near the 15 HCF water use limit of the Tier I schedule. The proposed change would make 8 HCF the maximum limit for Tier I water use. How can you expect residences in a fixed income to be able to pay for two water rate increases in the same year, one in the costs of HCF and one in number of HF's used? Please do not levy two types of water rate increases for the citizens of Burbank.

To Whom It May Concern:

I am writing in protest to the Burbank Water & Power proposed rate increase.

We are being hit right and left with increases in just about everything that we need to get by in life.

It's ridiculous to think that we have recovered from the pandemic. Residents of Burbank are really struggling.

All this talk about mental health appears to be falling on deaf ears. We just had a public hearing with the Gas company who proposed a rate increase.

And, even if these increases do not happen, just receiving letters/notices like this affect our wellbeing.

It's just something else to worry about.

Please do not do this increase. Many longtime residents of Burbank have left. These were good law abiding citizens who gave our city a good name.

Thank you for counting my voice as "NO" on rate increases.

CITY OF BURBANK OF PUBLIC HEARING
NOTICE

CONSIDER INCREASES TO RATES AND CHARGES

FOR WATER, SEWER, AND REFUSE SERVICES
This notice is to inform you that a public hearing will be held on June 6, 2023, at 6:00 p.m. in the City of Burbank Council Chambers, 275 E. Olive Ave., Burbank, California 91502, at which the Burbank City Council will consider proposed increases for certain fees and charges for fiscal year 2023-2024 and 2024-2025. If approved, certain fees and charges for water, sewer, and refuse services will be increased effective July 1, 2023, and July 1, 2024. Any interested person may appear and be heard on any matter relating to the proposed increases to water, sewer, and refuse fees and charges. Any property owner or property tenant that is directly responsible for payment of water, sewer, and refuse fees and charges ma suit a ten protest against the proposed rade iras are reste City Hall, 275 E. Olive Ave., Burbank, California 91502. The City Council cannot adopt the proposed rate increases if a majority protest exists.

The increases for water services are necessary to recover the increased costs of purchased water, operations and maintenance, conservation, and capital improvement programs. The proposed increases in sewer charges are due to increased charges from the City of Los Angeles for sewage treatment services, capital improvement projects, labor, chemical, and electrical costs to operate the Burbank Water Reclamation Plant (BWRP). The refuse collection fee increases are needed to meet rising operational costs, particularly those associated with new state mandates, and to continue providing comprehensive refuse services that include household trash disposal, green waste composting, recyclable collection and processing, and bulky item pick-ups. If approved, all billing periods beginning after July 1, 2023, will receive the new rates. For the typical customer, the proposed fees and charges reflect monthly increases of approximately $6.44 for water services (1" meter billed for 12 HCF or 8,976 gallons), $1.05 for single- family residential sewer services, and $2.09 for refuse services (64 gallon container).

For more information call (818) 238-3700. The fees and charges adopted by the Burbank City Council may be lower but will not exceed the proposed fees and charges listed on the inside of this document.

Dear City Council members,
While it's never happy news to have rate increases, I deeply appreciate the work done to keep our rates low and prepare our city for the future climate. I support the rate increase as it allows for proper food waste composting and continue funding of programs like energy saving rebates and shade trees.
