Y our citizens cannot afford to live in your city, the minumum wage is too low and the rent is too high. According to a 2021 study by the University of Chicago, 40-50% of homeless people are employed. Y ou want people back to work? They need a place to live and thrive. Would you be able to live with the median Burbank rent while working a minumum wage Burbank job?

As one of the many independent entertainment industry workers that lives in Burbank, our industry has been experiencing a slowdown since 2022 and a near total stoppage of employment opportunities this year. Combined

with the unrelenting inflation affecting the cost of living, it is unfathomable to approve a rate increase at this juncture. Burbank is home to over one thousand entertainment companies with a vast number of residents who work in this field who are similarly experiencing financial hardship with ever rising bills.

Reducing rates instead of increasing fees so that the quality of life improves for all.

Convicting murderers and not allowing them into the area.

Safety of residents from over zealous illegal unwarranted kidnapping by uniform personnel.

No one should ever be handcuffed unless they are serious criminals.

No bull dozing next to homes in residential neighborhoods unless you have approval and accommodate the owners at the cities expense.

Request that landlords and owners have more support and backup when we go to the city for help.

Our quality of life needs to improve. I've been without viewing cable television for more than a year.

I've had thousands of dollars taken out of my bank accounts without any warning or explanation.

I should always be contacted if there is a relative that needs me even if she looks exactly like my mom. Just as I should have been contacted for every death AND request that any deceased persons body be treated with great respect and not be disseminated, cut-up, or have their heads chopped off.

Relatives should always be co ntacted.

I ask that in the future you only hire men and women who are nice, honorable and helpful.

I request that you find and give me my driver's license that is my birthright.

More than ninety percent of those I asked ... Don't want the city of Burbank to raise any fees for water sewer or refuge.

Safer drivers of public transportation such as the Burbank bus .

We need more creativity. Theatre, music, etc.

If Burbank needs more money, get it from the federal government and or Sacramento or San Francisco.

Good afternoon,

The average monthly electric bill impacts noted via all public communications includes the charges and fees you noted below. The average monthly water bill impacts noted via public communications including the public notice also includes the water availability service charge, which is based on the water meter size.

Please let me know if you have any other questions.

Subject: BWP proposed Rate Increase

Good Day:

In receipt of notice re: Public Hearing on June 6th re: proposed BWP rate increase.

BWP identifies the average household anticipated monthly bill increase, however what isn't calculated are the related charges and fees that are based on a percentage of the electricity usage.

Specifically.....

1. Service Charge

2. State Energy Surcharge

3. Utility Users Tax

4. In-lieu Transfer fee

I would like to know the ACTUAL cost of the increases when the above charges are ALSO calculated and included to reflect the TOTAL cost.

Likewise, anticipated water rate increases with the Water SERVICE CHARGE included.

Thank you,
MM

Of course I talk to myself; sometimes I need expert advise! (~_*)

Thank Sean for the detailed explanation of the changes in the tier structure. It is rather sad that residents of Burbank are now expected to do no outdoor watering at all. What about home vegetable gardens and fruit trees? (We have both) I kind of miss the days when one could be cited for not watering their lawn.

While I can understand your explanation of the new tier structure, I'm still against it. It is simply not right to levy two different water rate increases in one year.

Subject: RE: Proposed Water Rate Change

Thank you Mr. Kendall, I appreciate your time and concern on this matter.

The overall proposed 9.0% increase for Fiscal Year 2023-24 represents the average system-wide increase across all customer classes (single-family residential, multi-family, commercial, etc.). However, the average bill impacts will vary by customer class and by the amount of water that customers use each month.

BWP sets rates to ensure that we are collecting no more than the cost of providing water service. State law (California Proposition 218) requires that this be the case and that rates are collected equitably among types of customers such that all types of customers are paying their fair share and certain customer types are not subsidizing others.

Higher single-family water users drive up the costs of the entire system. The new single-family residential tier structure helps ensure that the water rates reflect the cost of providing water service and that we are in compliance with Proposition 218. Tier 1’s new upper threshold of 8 HCF reflects a home with efficient indoor water use for a family of 4 and little to no outdoor irrigation. Tier 2’s upper threshold of 20 HCF reflects average water use for a home during peak summer months. With the proposed rate increases, higher water users—in tiers 2 and 3—would have higher percentage rate increases.

A customer using 7 HCF would see a bill increase of only 48 cents – or 1% -- for the next fiscal year. About one quarter of customer bills are for this amount of water or less. A customer using 12 HCF would see a bill increase of $6.44 – or 10% -- for the next fiscal year. About half of customer bills in Burbank are above this amount and half are below.

We continue to actively promote opportunities for the community to engage in saving water. We currently partner with Metropolitan Water District to offer a home water use assistance program which provides residential customers with a no cost water use assessment with specific recommendations on how to save water. We also offer water savings rebate programs and the Home Improvement Program which provides direct install water savings products including high efficiency toilets, showerheads and faucet aerators.

Thank you Arineh for doing these calculations. You have helped my make my point in disputing the proposed water rate increase.. There is more than a 9% increases in the water rate in the first year. For me it will be a 15% increase. For others who knows how much?

I am glad to be able to clarify my issue with these proposed rate increases via email. I won’t have to attend the upcoming City Council Meeting regarding these proposed rate increases.

City Council Members, will you support what amounts to a 15% increase in the water rate? Please to not

allow the BWP to lower the current 15 HCF in the first water use tier down to 9 HCF. Lowering the HCF in each tier will amount to a substantial water rate increase for every resident of Burbank.

Hi Tom,

Thank you for your patience as I pulled your data for comparison. I created the attached spreadsheet to show how your bill will be affected with this proposed rate increase. I used your August 2022 water bill as the baseline. During this month, you used 15.09 HCF of water, which you were charged $74.78. Your usage of

15.09 HCF was divided into two tiers, $56.69 for tier one and $$0.37 for tier two. There is also a service charge of $17.72. With the new rates and tier structure, you will see approximately 15% increase for FY 2023/24 and approximately 9% for FY 24/25.

Please let me know if you have any questions regarding the calculation or if you have any further questions. I will be happy to answer your questions.

Dear Arineh,

Thank you for responding to my email. I really didn't expect to get a reply so quickly.

While it is encouraging to know that you do respond to patrons in a timely manner, it doesn't appear as if you read my email. I said at the start that I am not opposed to rate increases, what I am opposed to is two different types of rate increases at the same time. The BWP is proposing an increase in the cost of each HCF and a lowering of the number of HCFs in each tier. It seems that it will just about double each customers water bill during the summer months.

Last year, during the summer months, we were right at 15 HCF in water use. Please calculate for me what we paid for one month of water at the current rate while using 15 HCFs and what the new costs will be for one month at 15 HCFs when the tier is reduced to 8 HCFs. What percentage of an increase are we talking about?

Subject: RE: Proposed Water Rate Change

Hello
Tom,

Thank you for your email regarding the proposed rate increases. BWP takes changes to our rates for our water and electric services very seriously.

The proposed increase in rates reflects the rising cost of providing water and electric services and the need to create lasting transformations that make our energy and water infrastructure more reliable and sustainable.

At BWP we are committed to low rates. As a not-for-profit community-owned utility, we set our rates to recover the cost of providing reliable water and electric services to our customers – nothing more.

Our proposed rates will be among the lowest in California for both water and electricity.

For example, for a
typical residential home compared to our neighbors, our proposed electric rates will be 8% less than LADWP’s, 12% below Glendale’s, and as much as 24% less than Pasadena’s.

Our proposed water rates will
by far be among the lowest in California, by an average of 20% lower compared to Pasadena and Glendale, and more than 50% lower than Los Angeles and San Diego.

We work hard to keep the rates low, with
efficient operations, and careful management of our resources.

At BWP we care for our community.

At an award-winning 99.999% reliability, experiencing less than 5 minutes of electrical outage last year, no outage during the August 2022 heat event, and a watering schedule that gave Burbank residents an extra day of watering when most of LA County was forced to adapt to one- day watering through the heat of summer 2022, hands down and dollar-for-dollar Burbank Water and Power gives you the best value and service in Southern California.

But even with the best management of resources and proactive planning, we cannot absorb price increases of 100% to 300% due to inflation for the materials we need to deliver water and electricity to our community.

When natural gas prices soared above 350% in December and January and residents saw

their heating bills quadruple overnight, at BWP we kept our rates the same, with no change. In the meantime, the cost to generate and purchase energy went up the same as your gas bill.

We are also faced with the daunting challenge of dealing with extremes in weather, amplified by climate change and preparedness for major events such as an earthquake.

In addition, we must prepare for a
carbon-neutral future as required by state regulation to build sustainable and renewable sources of energy for future Burbank generations.

We will overcome these challenges, but we need to prepare now by updating our aging water and power infrastructure, securing additional carbon-neutral sources of energy, and establishing conservation programs benefiting the Burbank community today and in the future.

Dear Burbank City Council Members,

This email concerns the proposed rate change for water. I understand and agree that there needs to be periodic rate increases to adjust for increased operating costs but please do not change the way the water rates are calculated. My wife and I removed the grass from our back yard and replaced it with gravel ground cover and a succulent garden in order to save water and money. We currently are at Tier I in our water use all year long. The proposed change in water use calculations will make it impossible for us, or anyone else, to remain in Tier I all throughout the year.

During the summer months we are very near the 15 HCF water use limit of the Tier I schedule. The proposed change would make 8 HCF the maximum limit for Tier I water use. How can you expect residences in a fixed income to be able to pay for two water rate increases in the same year, one in the costs of HCF and one in number of HCF’s used? Please do not levy two types of water rate increases for the citizens of Burbank.

Dear Burbank City Council,

My name is Reanna Markakis. I am one of the owners of Lee's Hair Salon and Skin Care on San Fernando Blvd.

We have been struggling to keep our doors open for years now.

Please don't raise the rates on water and sewer for existing residents and businesses.

Make new Rates for all the new buildings that are popping up all over town.

This little town was not designed for all the new mega-apartment buildings you keep building. They should pay the higher rates.

Thank you for giving me a chance to be heard,

Mayor,
Thank you for responding so quickly.

I may not have correctly explained my concern for
salary costs.

I believe an organization analysis over the past 10-20 years would reflect an increase in Senior management positions and reduction of lower level positions, thus more expensive positions created, kingdom building, at the expense of the rate payers, us the voters of Burbank.

I don’t see how you can say you are operating at maximum efficiency when to analysis and attempt has been made to combine departments and reduce top heavy executive positions.

If you ask for the DWP organization charts from 2003, 2013 and this year and provide me with copies, we could see for ourselves if what is stated is true or if I’m way off base in my beliefs.

I appreciate your ynsers of the situation and to put it simply, Burbank Water and Power is always looking for ways to reduce operating expenses. That analysis happens every budget season, regardless of rate increases. We are currently operating at maximum cost efficiency and paying the lowest possible salaries to retain our city employees. In fact, we actually lost staff members this past year because surrounding cities pay more than we do. As a budget hawk, I am always combing through our city expenses to see how we can save money, and rest assured I would never vote for a rate increase unless every other avenue had been exhausted first.

However, budget season is just around the corner, and I'm hoping we can further cut costs with some creative accounting again this year.

To whom it may concern;
As a lifelong residents of this great City of burbank my husband John, children Josh,Jason Debney all reside in Burbank. We are all very concerned about the water fees and other fees will go up by 10% for the next two years. With tax increase and inflation already so high most people cannot afford these increases.

We do acknowledge all the work City of Burbank
does to keep our city GREAT!

CAUTION: This email originated from outside of the organization. Do not click links or open attachments unless you recognize the sender and know the content is safe.

My husband and I are greatly against these rate hikes.

With all the rain we’ve had this year, there is no reason our water rates should be raised.

Let alone raised a few
times.

As for the trash pick up rate hikes, those should not be raised either.

In these difficult economic times, the last thing
anyone needs is for our rates to be raised.

Time to cut costs where needed and make our tax dollars stretch to cover these other things.

Dear City Council Members:

I am writing to express our household's opposition to increasing rates for water, sewer and refuse services for July 1, 2023, and for July 1, 2024. My husband and I are both receiving social security benefits and our household income has dropped since we stopped working full time. We already pay a significant amount of money for these services and with inflation and reduced income we cannot afford to have our water rates go up 9% per year for the next two years.

Our water bill is based on usage and the amount of water that Burbank Water and power indicates we use versus our neighbors appears to be inflated and therefore our water bill is excessive.

In addition to that we are on water restriction and subject to fines based on some system that is in place. Even with all of the rain we are still on two-day restriction due to the supplier that the City of Burbank uses for our water supply.

In addition to the water fees the other fees would go up 10% combined for the next two years.

Again with taxes and inflation already so high residents cannot afford these increases.

Please consider other sources where the funds could come from in the overall budget instead of continuing to come back to the us the taxpayers.

California including Burbank has a
host of problems we are dealing with crime, drugs, homeless and overall lawlessness. We need to work on fixing these problems and continue to keep our city thriving. We want to retire in Burbank but that may not be possible with so many challenges in our community and State.

We appreciate all the work you do to keep Burbank a vibrant City and would appreciate you voting against this rate increase. Thank you for your time and attention regarding this matter.

Sincerely,
Cheryl Williams-Khoury
