2. Minimize division of neighborhoods and
“communities of interest”
(Socio-economic geographic areas that
should be kept together)

3. Easily identifiable boundaries

Sequencing
Resides in District electing in 2024 Resides in District electing in 2026 Term ends in
2024 Runs for election in district at end of current term Leaves office at end of current term in
2024. Can run (but not as incumbent)
when district is up for election in 2026.

Term ends in
2026
Option 1: Leaves office at end of current term in 2026.

Can run (but not as incumbent) when district is up for
election again in 2028.

Option 2: In 2024, runs for by-district seat. If elected, is sworn into by-district 4-year term, creating a vacancy for remaining two years of at-large term, which is filled by appointment or special election.

Runs for election in district at end of
current term
Statutory Language:
o “the governing body shall give special consideration to the purposes of the California Voting Rights Act . . . and it shall take into account the preferences expressed by members of the districts.” (Elections Code 10010(b)) Standard Practice after Section 10010(b) compliance:
o The number of seats up for election each year does not change (2 in 2024, 3 in 2026). o Let voters make re-election decisions by matching district election years to the year the term of the resident officeholder(s) expire.
o Complication: how to handle a District containing a 2024 Councilmember and a 2026 Councilmember? Discussions of map by map specifics are more
productive when there after narrowing down
the number of active maps.

Public Hearing & Discussion
o Which group’s approach best represents your neighborhood or community of interest?
o Are there any group(s) you would propose eliminating entirely? o In each group, which maps do you prefer?
o Goal: narrow list down to 3 to 5 “focus” maps
o Allows residents to focus on a few key maps in detail rather than nearly 30 total maps o Tonight Council can direct demographer draw variations or revisions of a focus map o The public can continue to draw and submit additional maps until July 7 o Any Council direction on revisions or combinations of maps NDC should prepare?
