The following potential land use regulations are currently being considered:
A. Limited zones and buffer from sensitive uses
B. Development standards (building and operational standards) C. Discretionary review process
D. Grace period for nonconforming uses
E. Continuation of nonconforming uses
A. Limited Zones and Buffer from Sensitive Uses
CITY OF BURBANK | FIREARMS SALES ZTA | JULY 18, 2023 CITY COUNCIL STUDY SESSION 10 Approach to Potential Land Use Regulations
A. Limited Zones and Buffer from Sensitive Uses
PURPOSE:
• To provide for the appropriate location of any person, corporation, partnership, or other entity engaging in the business of selling, leasing, or otherwise transferring any firearm or ammunition.
• To separate sensitive uses and their populations (e.g., residential, schools, libraries, parks, and religious institutions) from firearms and ammunition retail uses.
CONSIDERATION:
• Limit new firearm and ammunition retail uses to a select number of parcels. See maps on the following slides.

CITY OF BURBANK | FIREARMS SALES ZTA | JULY 18, 2023 CITY COUNCIL STUDY SESSION 19 Approach to Potential Land Use Regulations
C. Discretionary Review Process
PURPOSE:
• To allow for the discretionary review of new firearm and ammunition retail uses. • To allow for public notification and review of new firearm and ammunition retail uses.

CONSIDERATION:
• Provide up to 180 days for existing non-conforming uses to comply to new regulations.
• For existing uses located in newly disallowed areas (e.g., limited zones and buffer from sensitive uses), allow for a permit if they comply with all else within 180 days. • If non-compliant beyond 180 days, follow usual code enforcement procedures (Title 2, Chapter 1, Article 15 of the BMC).
E. Continuation of Nonconforming Uses
CITY OF BURBANK | FIREARMS SALES ZTA | JULY 18, 2023 CITY COUNCIL STUDY SESSION 23 Approach to Potential Land Use Regulations
