Project No. 23-0002305 Butterfly Gardens. I strongly oppose. Horsekeeping should be this property's only use. It abuts open space of Griffith Park. I board my horse at LAEC Barn E about 60' from the project and worry it will negatively affect my horse's health and my and others ability to safely access Griffith Park. Being able to interact and ride my horse allows me to re-create my soul, and maintain my physical and mental health. To safely engage in activities in nature and with animals is critical. This construction threatens that. Please reject it. Sabrina Siver Boarder, LAEC, Barn E

No more condos! Save horse property and equine activities. This brings money to Burbank! Horses bring me and my money to Burbank! I've spent a lot of money in Burbank but I won't come back with out the horsey activities.

This project does not align with the legal intent of SB35. Two token units in a luxury Townhome is not a part of the housing solution. Legal council has been contacted to challenge multiple elements in this process and I hope the city council will have the patience & wisdom to continue a vote until they have adequate time to evaluate upcoming challenges. It would be a disservice to the community, and huge financial cost to open litigation which will take years rather than work towards a more relevant, and real solution regarding the purpose and importance of SBS35.

The proposal to build in the already existing equestrian area causes life and death risk of horses and people.

The traffic already poses a threat to the safety of horses currently living here. It also would cause huge traffic problems, add to the load on city electrical and water problems (we do not need to add more problems to the overloaded system). Due to financial burden, many people have doubled up into existing apartments or even moved into their parents' homes because it is not viable to live anywhere in Los Angeles, let alone Burbank. This has added more load on our city services.

I’m unable to attend tonight’s meeting, but as a resident of the community, I’d like to express my feelings against moving forward with these condos. I’m an active equestrian and as many people have probably mentioned, there hasn’t been an impact study of the cars and traffic safety. I ride and walk the route of the proposed condos frequently- this road isn’t made for the traffic and neither is the neighborhood. It’s not safe and it’s disappointing that the city of Burbank isn’t proposing these studies or protecting our small equestrian community.

The proposed construction guts access to the Griffith Park and destroys the uniquely special equestrian micro economy.

It’s way out of scope for height, access, parking and other significant impact elements.

It’s a gross overreach of the intent for affordable housing & instead a money grab for luxury apartments.

We need for a responsible development due to location and significance on the River corridor as the access point for the Rancho into Griffith Park.

Please say NO.

Don’t give in to these developers who offer no long term thoughtful benefit for our City.

Barns, Hay stores, tack fixers, boot stores, trainers, grooms cleaners, feeders, vets, farriers and barn managers will all suffer or loose their livings. The hay delivery guys will not find it profitable enough to truck in loads of hay and bedding. The people who clean the stalls won’t have enough clients to sustain the private clients in the area.

The vets and farriers will cease coming to service their clients. Animals will suffer from the neglect, and the prices for keeping them in Burbank will go up, making the keeping of them a truly elite past time.

This project is inappropriate for the neighborhood. Every day horses cross back and forth through the path next to this parcel, someone is bound to get severely injured during construction as well as after. It has always been dedicated to horse boarding for as long as I remember. Taking this property for profit and greed, not providing needed housing for the poor. I am sure others have better articulated these points. Please take into consideration that there are few places left for equestrians in the ever shrinking rancho and do not allow this development to go forward. Thank you.

Burbank does not need any more housing, especially not one that is mostly luxury. In addition to this, my friend is a professional horse trainer who currently needs to use the stables there for their beautiful animals. _ Patricia Cecchino

We need to stop future development in this area. The LAEC and surrounding areas are our history, landmark and legacy of Los Angeles and the
Equestrian community. We need to preserve this wild area and keep it natural and rural for future generations to benefit from to walk, hike, ride and to enjoy the great outdoors. It’s up to us to support and preserve it. ________ Patricia Cecchino

Regarding Circle K condos, how do the “luxury” condos comply with SB35 and how will the small narrow street allow for that many parking spots. The safety of the horses are also a concern as I ride across that bridge a lot.

Now I will be scared to ride around the center because of safety. I used to work in construction and sorry to say but guys don’t care as they are there to do there jobs . We don’t need unaffordable luxury housing in a housing crisis while we have the one already approved on riverside drive. Please think about what you are doing and the real law of SB 35.

Hello my journey in Burbank started when I was in High School (Bulldogs) and I immediately fell in love. I am very disappointed that the development condos would be allowed in this area. These area hold historical value Warner Bros. western movie making and Griffith Park. The LA river has significant habitat and is a well-known as a Pacific flyaway for migrating bird species. The public right away would be an immediate issue with the amount of construction going on. Access to the bridge adjacent to Mariposa Street would be greatly affected. I am opposed to the proposed development at 910 S. Mariposa Drive. This project poses many safety issues.

There has been no impact study or equine traffic safety study at this critical convergence spot for the most heavy equestrian traffic in the Rancho. This SB35 project is allotted 46 parking spaces. Count 46 cars twice a day for work, then add shopping, appointments and guests visiting, there could be well over 100 cars per day at this critical equestrian convergence point. A safety study must be conducted. I cannot stress enough the incompatibility and safety threat this project presents.

613 S BEACHWOOD DR - As a Burbank resident for close to 40 years, and an equestrian, I strongly oppose the construction plan for Mariposa. This will significantly hinder all equestrians' ability to access Griffith Park for years. Moreover, it removes the true rural sense of "The Rancho", one of the only semi-rural areas in the Los Angeles area. Please keep our Burbank Rancho "Rancho"! This construction is totally unacceptable.

It is inconceivable that this project shall proceed. It seems, with this approval, that it's your intention to be rid of the Rancho/Horse neighborhood. You are taking the interests of one developer of 23 units, that will probably end up as rentals, over the interests of thousands and thousands of horse owners, home owners, employers in horse businesses, their employees, patrons, horse renters and all the businesses that these people use in Burbank while they are here. Tranquility/excitement of seeing a horse walking down a city street, it takes foresight/backbone to keep that.

Removing the last public boarding barn in the rancho to build condos is terribly dangerous. The construction and the traffic will make it risky to safely get a horse and rider across the bridge and the connecting trails. This project will negatively impact the area financially. If you can’t safely access the trails, the lure of this rancho will be so weakened that many will move their horses away and with that so goes their money. Please, to preserve the rancho and keep it’s equestrians and horses safe, please stop this development.

As a Burbank Rancho homeowner of over twenty five years I vehemently oppose this project. It would endanger the safe access to the Mariposa Bridge for Equestrians and pedestrians coming from Mariposa, Valley Heart and the LAEC perimeter trail. The increased traffic of numerous heavy construction vehicles going to and from the project site and noise emanating during the construction process would be detrimental to all. Project is not eligible under SB35 since the adjoining business, Applied Inventions is industrial not commercial. Vote in the interests of your constituents, Please vote NO.

A young woman was thrown into the river, clinging to a thread of life until rescued by the FD. Numerous have fallen from their horses and broken bones in front of the proposed development. We need to fight and prove the specific adverse impact.

Illegal housing, SB35 Section 7 (iii) ensures that all proposed developments adhere to zoning laws and other land use requirements, without violating any agreements or orders. The illegal housing reported is a violation of existing regulation and cannot be approved under SB35's streamlined process.

Act now and vote no on this project.

This development doesn’t fit the character of the Rancho neighborhood, I oppose. The city council should work to designate this a historic equestrian neighborhood or just allow the rest of the city horse keeping allowances as we are losing this area to development not inline with horse keeping.

The loss of this equestrian neighborhood would have lasting effects. Not only would the people who work hard to have their passion and healthy lifestyle in the community they love, the addition condensed housing will further deplete resources and add traffic to a congested area.

These condos must NOT be made. The construction of this project positioned at single main artery for equestrian trail access endangers equestrians and risks destroying the rancho as historical horse keeping haven - eliminating the last boarding barn and threatening backyard horses who NEED safe bridge access to get to exercise grounds to remain healthy. The 75% urban zoning requirements of SB 35 are not met, as the industrial use Applied Interventions assumes 39% of property border. It’s an invalid use of SB35 to build for profit luxury townhomes with 2 affordable units. All for 2 units.

This expansive & dangerous proposal tries to use a loophole to bypass input from those upon whom such decisions would have direct effect, while doing zero to address affordable housing. Greedy property developers with NO stake in this neighborhood can’t be allowed to ruin our community for personal gain, & put the safety of horses, riders, residents and visitors at great risk. 100s of horses/riders cross into Griffith Park over the bridge at Circle K daily. Major construction & congestion here = huge LIABILITY & potentially huge financial damages for the city. Horses + construction DO NOT MIX.

I don't live in Burbank, but I do ride horses in Griffith Park. The proposed condos will have a detrimental effect on the Rancho neighborhood during construction and after completion. This is a unique area, and people who buy luxury condos don't want to live with the dust, noise and slower pace that living with horses brings. Mariposa is a narrow street and 23 additional families living on it will create an unsafe amount of traffic for riders using Swinging Bridge. Non-riders don't know how to safely drive with horses, causing injury to riders, horses and damage to vehicles. Please vote no.

Totally unacceptable. Public easements to swinging bridge/trails will be curtailed. Traffic nightmare.Development does nothing towards solving affordable housing & therefore should not be approved because of Senate bill 35.

Luxury units
Do NOT help. What about infrastructure.Public sewer
system is on overload. I live on riverside & see city constantly working on main sewer at mariposa/riverside. We still have water shortage. How do we provide extra water for so many new oversized units. Where will homeowners park on streets during construction with so many ADUs and no garages. JUST SAY NO!!! Regina Williams

I have ridden in this area since the late 1970's, have boarded at Dincara Stables, at the stables at 1200 Riverside Dr. (when they were in business) and Circle K. I have watched stable after stable, one by one, be torn down and replaced with condos and houses. Circle K was the last boarding facility in Burbank "Rancho". Please take into account the danger due to the increase of vehicles in an area where horses pass by all day long as well as evenings. How safe is the land with that amount of poundage being added after, what, 80 years of horses living on the land, is their horse knowledg

An ill conceived project which will negatively affect a quiet residential neighborhood which has historically been one of the few remaining equestrian neighborhoods in an increasingly overcrowded city adjacent to the only bridge access to Griffith Park for horses and park users. It will turn access to the bridge into a dangerous journey.

Traffic will be a nightmare created by a large number of vehicles coming and going on a narrow street shared by people on foot and horseback.

This is a money grab by developers that will not help with affordable housing and will in fact, put every horse and rider in grave danger each timrle they cross the Mariposa Bridge.

Ranch Burbank has historically been preserved as an "Equestrian Community". It should remain as such. Every introduction of "Cookie cutter condos" disrupts and destroys the uniqueness of this community, and renders Burbank ordinary and insignificant. Let the "money mongers" plop their condos elsewhere! Please! I am a former, longtime, equestrian resident of Burbank who is now retired and relocated to FL.

While not a resident of Burbank, I have for most of my life ridden horses from the Equestrian Center side of Burbank into Griffith Park. Tearing down this barn and putting condos will forever change the landscape of the quiet horse community and will hinder severely everyone's ability to access Griffith Park from the Mariposa Bridge. Please don't allow this construction to happen and instead make this property remain a horse barn for future generations to enjoy like I have for 30 years.

910 S Mariposa is a lot where most of the horse owners in the neighborhood must pass to get to the bridge into the park. The zoning for this parcel is in question whether it qualifies for SB 35 classification considering the neighboring properties are not "urban". The historical significance of the Rancho Equestrian neighborhood should not be ignored. It is very meaningful to many people living there and traveling in from other LA areas because of the horse access. Please help to preserve our horse culture and do not allow Condos to be built on this site.
