August 23, 2023

A 3-Phase Process

1. Adopt an initial 5-district map
o Removes threat of litigation under the
California Voting Rights Act

2. Decide on potential Charter
amendments for March 2024 ballot

3. Implement final approach for
November 2024 Council election

Districting Rules & Goals

• Respect voters’ choices / avoid
unnecessary pairing of

• Future population growth

1. Federal Laws 2. California Criteria for Cities
(in priority order)

1. Geographically contiguous

2. Minimize division of neighborhoods and
“communities of interest”
(Socio-economic geographic areas that
should be kept together)

3. Easily identifiable boundaries

4. Compact
(Do not bypass one group of people to get
to a more distant group of people)
Prohibited:

political party.”

3. Other Traditional
Redistricting Principles
Draft Maps
Initial Round:
o 27 unique public-drawn maps submitted by 29 people
o 22 of the 27 are population-balanced
o 2 maps added by NDC (Maps 127 and 128)
Focus Map Round:
o 5 Focus Maps selected (3 from pool of 24, 2 combination maps) o 13 new map submissions / requests received
39 total maps considered
Council selected Map 130 as the focus and requested to see an adjusted version:
• Minimize the extension of District 2 across Interstate 5 to improve unification of neighborhoods and communities of interest and to offset the relatively high growth expected in District 1.

Challenge:
• There are 4,009 D2 residents
east of I-5 (18% of the
district).
• If District 2 is completely west
of I-5, D2 is short on
population and D1 is too high.

Options:

1. Pull D2 completely west of I-5
and rotate the other districts to
balance the populations.

2. Reduce, but do not completely
remove, the portion of D2 east
of I-5.

More detail can be seen
on the interactive review map
Group 1:

D2 shifts south to Chandler. D4 and
D5 rotate east, D3 rotates north.

D2 shifts south, D4 rotates east, and D5
picks up north of Magnolia east of I5.

Group 2:
• Reduce, but do not completely remove, the portion of D2 east of I-5.
