SUBJECT: Adoption of a Resolution Approving the Establishment of the Salary and Conflict of Interest Code Designation for the Classification of Records Technician and Adoption of a Resolution Approving the Citywide Salary Schedule
RECOMMENDATION
1. Adopt A RESOLUTION OF THE COUNCIL OF THE CITY OF BURBANK
APPROVING THE ESTABLISHMENT OF THE SALARY AND CONFLICT OF
INTEREST CODE DESIGNATION FOR THE CLASSIFICATION OF RECORDS TECHNICIAN (Attachment 1).
2. Adopt A RESOLUTION OF THE COUNCIL OF THE CITY OF BURBANK APPROVING THE CITYWIDE SALARY SCHEDULE (Attachment 2).
BACKGROUND
Pursuant to Civil Service Rule I, Section 4, the Civil Service Board (CSB) approved the establishment of the title and specification for the classification of Records Technician at their regularly scheduled meeting on August 2, 2023. The Management Services Department (Department) requests the Council establish the respective salar y and Conflict of Interest Code designation for this classification.
Currently, the Records Manager in the City Clerk’s Office oversees staff who assist with clerical functions, as it relates to R ecords Center requests, records storage, and Public Records Act requests. Over time, the number and complexity of requests that the City Clerk’s Office is responsible for have grown, and as a result, the City Clerk is proposing the establishment of a new position entitled Records Technician.
Additionally, per California Public Employees’ Retirement System (CalPERS) regulations, the Department requests the Council adopt a resolution approving the updated Citywide Salary Schedule, which includes the proposed salary of this classification.

2 DISCUSSION
The classification of Records Technician will directly address the current need for a classification that provides specialized technical administrative support in the City Clerk’s Office, with a focus on ensuring that all City records are properly filed , stored, and preserved for decades to come. The classification would also enhance the management of and responsiveness to official requests for City records routinely received by the City Clerk’s Office from the public, corporations (for example, legal institutions), and outside government agencies. The establishment of the Records Technician will also allow the Records Manager to focus on higher level duties.
Regarding the proposed salary for the Records Technician establishment, a salary survey was conducted among our survey cities, and while there are a few similar positions, there are no directly comparable positions. As a result, the proposed monthly salary range for the classification of Records Technician was established by reviewing internal relationships within the City Clerk’s Office to maintain consistency.
Specifically, the proposed monthly salary range of the Records Technician would be $4,682.49-$6,454.87, matching the salary range of the current Municipal Records Clerk classification to maintain internal equity.
The proposed Records Technician would be a Civil Service classification represented by the Burbank City Employees’ Association (BCEA) and included in the City’s Conflict of Interest Code. The BCEA has been advised of the establishment and the City Clerk concurs with this recommendation.
In accordance with Government Code Section 20636 and Title 2 of the California Code of Regulations Section 570.5, CalPERS requires public agencies to post a publicly available salary schedule that is approved by the Council at a public meeting for CalPERS to determine earnable income. Therefore, staff is requesting the Council adopt an updated salary schedule that includes the proposed salary for this classification.
ENVIRONMENTAL REVIEW
This activity has no potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and as such, is not a “project” subject to the requirements of the California Environmental Quality Act (CEQA) 14 Cal. Code Regs § 15378.
FISCAL IMPACT
For Fiscal Year (FY) 2023- 24, the City Clerk’s Office has budgeted funds for a Senior Clerk position, which will be used to fund the Records Technician position. Additionally, revenue generated within the City Clerk’s Office through the processing of passport applications would offset the cost differential between the Senior Clerk and Records Technician salaries, which is $ 9,762.72 annually. For FY 2024- 25, additional funds will be included for this position during the FY 2024-25 budget process. Therefore, there is no fiscal impact to the General Fund associated with the establishment of the salary for this classification.
3 CONCLUSION
The establishment of the salary and Co nflict of Interest Code designation for the classification of Records Technician will address the vital needs of the City and is critical to meeting the goals of the City Clerk’s Office.
