BACKGROUND
Rotary is a service club comprised of individuals who represent local businesses, non - profits, City of Burbank (City) departments, school district personnel , worship congregations, and community residents among others. The mission of Rotary is to aid local causes through community service projects and disbursements of community grants to important organizations, while encouraging fellowship among club members.
Since 1923, when the organization was chartered, Rotary has been an important part of the Burbank community. For nearly 100 years, the Rotary has raised funds to support an "array of non-profits and local projects including the Providence St. Joseph Urgent Care, the building campaign for the Boys & Girls Club of Burbank , the annual Teachers of Excellence program for BUSD , the Student of t he Month program for BUSD , a new refrigerator for the Burbank Temporary Aid Center , and furniture for Home Again L os Angeles Transitional Housing, to name a few.
DISCUSSION
In January 2022, Rotary contacted the City and offered to donate a Clock Tower. The clock represents the “valued time over the past 100 years that the Rotary has contributed to the City”. As part of the donation, Rotary has agreed to financially offset anticipated repair maintenance associated to the Clock Tower for the first six years.
2 Consistent with the City’s Administrative Procedure VI -12, Contribution of Merchandise or Money to City Departments , items valued at $5,000 or more should be formally accepted by the City Council (Council) at a regularly scheduled meeting.
In collaboration with Rotary, staff identified Centennial Walkway as the ideal location for this installation. Centennial Walkway is the open passive green space adjacen t to the Burbank Police and Fire Headquarters located in Downtown Burbank on Third Street between Orange Grove and Palm Avenue. Rotary will plan an event to honor and celebrate their 100th anniversary serving the Burbank community in conjunction with the installation of the Clock Tower at Centennial Walkway.
Rotary and City responsibilities and obligations regarding the installation and maintenance of the Clock Tower on City property are outlined in an Agreement (Attachment 2). Rotary is responsible for the design and partial installation of the Clock Tower, obtaining any necessary permits or approvals, and providing documentation related to the Clock Tower’s condition, provenance, and warranty . Rotary is also responsible for annual preventative maintenance and replacement of the Clock Tower, if needed, for the first five (5) years beginning one year from the date on which Donor certifies date of installation as outlined in the Agreement. The City's obligations include accepting the donation, providing space to install the Clock Tower, waiving permit fees, providing an electrical source to the point of installation, and providing ongoing maintenance for the Clock Tower beginning in years seven (7) to twe nty (20) . As requested, the City will provide documentation to Rotary for tax purposes.
ENVIRONMENTAL REVIEW
The proposed activity consists of minor alterations to existing City park land and facilities and the addition of a limited number of small structures and is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to 14 Cal. Code Regs § § 15303 and 15304.
FISCAL IMPACT
There is minimal fiscal impact associated with staff oversight in managing and coordinating installation efforts of the Clock Tower. The cost for the electrical work associated with the installation of the Clock Tower is estimated to be $15,000. Sufficient funds are available in the Parks and Recreation Department budget: 534.PR21A.62170 (Municipal Infrastructure, Facility Planning and Dev elopment Parks Facilities Maintenance). The Parks and Recreation Department will be responsible for the ongoing maintenance and repair obligations in year 7 and ongoing, not to exceed $2,000 annually.
CONCLUSION
Pursuant to Administrative Procedure VI-12, staff requests Council formally accept the donation of a Clock Tower, valued at $14,178 , from The Rotary Club of Burbank commemorating its hundred years of community service and philanthropy.
