Task 10 – Cost Estimating and Scheduling

Cost Model and Estimate Development. The Design-Builder shall develop a draft cost model for the Project for review and approval by BWP. The intent of cost model development and review is to have BWP and the Design-Builder agree on the format for presenting cost estimates that will be used consistently throughout the Project, so that BWP can easily track the evolution of estimated costs through successive cost estimate submittals.

The Design-Builder shall develop and maintain a cost model for the Project that is comprehensive of all four subprojects and updated with the evolution of the Project alternatives and design. The cost model and cost estimates shall be developed in an “Open Book” format such that all costing details are transparent and openly shared with BWP.

Costs shall be broken down to show labor classification and hours (including overtime and night shift), material, equipment and any subcontract costs for each item. All contingency and escalation factors shall be identified. Contingencies shall be based on probabilistic assessment of risks and risk costs for the Project.

The cost model shall include both cost details, and a section for summary costs of major cost categories, markups, and contingencies.

The draft cost model shall be submitted to BWP for review upon development of the first cost estimate for the Project. A revised cost model shall be submitted to BWP that incorporates and addresses BWP’s comments. The Design-Builder shall submit additional revisions as needed to reach agreement with BWP on the format of the cost model.

Based on the cost model, cost estimates will be progressively developed and refined, ATTACHMENT 2

allowing BWP to modify priorities and requirements, if necessary, based on the overall budget.

Design-Builder shall develop and submit Project cost estimate updates at any point where a design change or new information materially affects the cost estimate.

The Design-Builder will develop cost estimates in a transparent and open-book manner concurrent with design development to create an acceptable cost (including contingency) to which the Design-Builder’s proposed fee and other fixed allocations or allowances will be added. Cost estimates formats shall be in accordance with the requirements of the Design-Build Agreement. Each estimate shall include a log of additive or deductive changes from the previous cost estimate submission, with a description of the basis for changes (e.g., design changes, updated quotes, revised contingencies, etc.).

The cost model shall be developed such that direct costs for each of the four subprojects can be reviewed on an individual subproject basis. General conditions, engineering services during construction and other common activities are not required to be separated by subproject.

Deliverables - Design-Builder shall develop and submit Project cost estimates based on the submittals as defined below:

1. Draft cost model equivalent to the level of detail of an AACE Class 4 OPCC based on draft Preliminary Design TM

2. Revised cost model equivalent to the level of detail of an AACE Class 4 OPCC based on final Preliminary Design TM

3. Cost model update equivalent to the level of detail of a AACE Class 3 OPCC based on final 30 percent design submittal

4. Updated cost model to document the basis of the Phase 2 Cost Proposal based on final 60 percent submittal

Design-Build Schedule Development. The Design-Builder shall develop and update an initial Project Baseline Schedule inclusive of Phase 1 and Phase 2. The initial Project Baseline Schedule shall be updated as identified in the Design-Build Agreement and at a minimum monthly. In addition, updates to the initial Project Baseline Schedule shall be developed whenever a Project change occurs that would significantly affect the nature of Project activities, duration of activities, network logic, or the scheduled Substantial Completion Date.

As part of its Phase 2 Proposal submittal(s), the Design-Builder shall develop and submit a proposed Project Baseline Schedule that includes contractual dates for key milestones including Substantial Completion and Final Completion.

The project schedule is to be a cost-loaded schedule and meet the following ATTACHMENT 2
