BY: Courtney Padgett, Police Administrator
SUBJECT: Approval of the Request for the Use of Business Cards for the Police Commission
RECOMMENDATION
Approve the issuance of Police Commission (Commission) business cards to Commission members.
BACKGROUND
City Council (Council) establishes various Boards, Commissions, and Committees (BCC) to review City programs, projects, and community issues. The City has a total of 23 BCCs, each with a unique set of duties and responsibilities. These groups provide greater community participation, transparency, and input into local government and act in an advisory capacity to Council and City departments.
DISCUSSION
At the December 13, 2022, City Council meeting, Council approved a City policy regarding BCC business cards (Attachment 1). This policy outlines the procedure for BCCs to obtain business cards and protocols for the authorized and unauthorized use of business cards upon approval for issuance by Council. The policy requires that the BCC engage in a discussion regarding obtaining business cards as an item on the official agenda of a regular meeting. Once on the agenda and brought forth during the BCC’s regular meeting, the BCC must provide written justification for the necessity of business cards for its members and vote to confirm their justification and to abide by the code of conduct set forth for the usage of the business cards. Once these actions are completed, the justification is brought forth to Council for review and approval.
POLICE DEPARTMENT
2 At the April 19, 2023, regular meeting of the Commission, the Commission discussed, confirmed, and voted to approve the written justification required to request BCC business cards (Attachment 2).
ENVIRONMENTAL REVIEW
Approval of the BCC business cards for the Commission has no potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and as such, is not a “project” subject to the requirements of the California Environmental Quality Act (CEQA) 14 Cal. Code Regs § 15378.
FISCAL IMPACT
There is no fiscal impact associated with this report. The business cards will be produced by the City’s Management Services Department’s Reprographics division and will use the existing materials and supplies budget to offset the minimal cost of materials.
CONCLUSION
The City recognizes the importance of utilizing business cards when such use is consistent with the duties or pur pose of the BCC . In accordance with City policy, the Commission is requesting business cards for use by its members and is presenting the written justification for the necessity of business cards to Council for review and approval.
