SUBJECT: Discussion of Mayor Anthony’s Recent Conduct
RECOMMENDATION
Discuss Mayor Anthony’s recent conduct and decide on appropriate action as determined by the City Council.
BACKGROUND
At the September 12, 2023, City Council meeting, Council Member Mullins requested that the staff bring back a report for Council discussion concerning Mayor Anthony’s recent behavior, including his conduct on social media and through other media outlets.
DISCUSSION
To assist Council with the discussion, three documents are included in this report. The first is titled “City Council: How We Work Together as a Team” (Attachment 1) that was adopted by Council at the January 26, 2023, Goal Setting Meeting. The second document is “City Council Expectations of Board, Commission and Committee Members” (Attachment 2) that was approved by Council at the December 13, 2022, meeting. The third document is a copy of Section 400 of the City Charter (Attachment 3), which specifies the method for selecting the Mayor and Vice Mayor and provides “The officials so chosen shall hold their respective offices subject to the pleasure of the Council.”
ENVIRONMENTAL REVIEW
This activity has no potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and as such, is not a “project” subject to the requirements of the California Environmental Quality Act (CEQA) 14 Cal. Code Regs § 15378.
2 FISCAL IMPACT
There is no fiscal impact associated with this report.
CONCLUSION
This matter has been included in the Council meeting agenda, as requested by Council Member Mullins, to provide the Council an opportunity to discuss Mayor Anthony’s recent conduct and decide on any necessary actions.
