BACKGROUND
The Public Works Department ( Department) is comprised of five divisions:
Administration; Engineering Design and Construction ; Fleet and Building ; Street and Sanitation; and Water Reclamation and Sewer . Within each Division, the A ssistant Director plays a crucial role in the operations of the Department and ensures that policies and procedures are applied across the entire Department.
Staff seeks to revise the titles and specifications for the Assistant Public Works Director – Fleet and Building and Assistant Public Works Director – Street and Sanitation, and revise the specification for the Chief Assistant Public Works Director/City En gineer. In addition, the Department is proposing to establish a new classification titled Assistant City Engineer. The proposed amendments would positively impact the Department’s recruitment and retention efforts, promotional opportunities, and succession planning.
DISCUSSION
The Assistant Directors are senior leaders supporting the complex operations of the Department. The Department manages an operation of 204 employees and offers a variety of services to the public and city departments . It is responsible for the design, construction, renovation , and operation of public projects and buildings, curbside collection and graffiti removal, and maintenance of streets, sidewalks, sewers, and traffic signals while also responding to the changing needs of the City.
The Department is proposing revisions to three of four Assistant Director classifications.
This i ncludes updating the duties associated with the responsibilities of the Assistant Directors, as well as revising the minimum qualifications and education/training needed to successfully perform the essential functions . For example, on the Assistant Public Works Director – Fleet and Building and the Assistant Public Works Director – Street and Sanitation specifications, the experience is being revised to include eight years of experience instead of six years, and four years of supervisory experience instead of two years. Additionally, reference to sanitation is being removed from the Assistant Public Works Director – Street and Sanitation classification and replaced with Waste Management, since this terminology is commonly used within the industry. The proposed revisions will accurately reflect the duties and managerial responsibilities associated with each classification. The proposed revisions will be essential to recruit and retain well - qualified senior leaders in the public works field.
Proposed establishment of the position of Assistant City Engineer:
The Department established the Capital Projects Program Manager position in 2019 after the approval of Measure P , which significantly increased the number and complexity of capital projects. Since its establishment, the duties of the Capital Projects Program Manager position have significantly expanded. Responsibilities now include oversight of project managers, ge neral oversight and management of the right -of-way, private land development reviews, and staff liaison to the Infrastructure Oversight Board. Replacing the Capital Projects Program Manager title with the proposed Assistant City Engineer title will allow the Department to broaden the scope of responsibilities associated with this position. 3 Staff is proposing the monthly salary range for the Assistant City Engineer position be set at $11,807.909,961.08 to $15,527.4013,098.84. The proposed salary range takes into consideration matters of internal equity within the Department and is also comparable to the average of Burbank’s relevant market.
The classifications of the Assistant Public Works Director – Fleet and Buildings, Assistant Public Works Director – Street and Waste Management, and the Chief Assistant Public Works Director/City Engineer will continue to be an unrepresented management (“Z” group) position, exempt from Civil Service, exempt from the Fair Labor Standards Act (FLSA) under the administrative employee exemption, and be included in the City’s Conflict of Interest Code. The proposed establishment for the classification of Assistant City Engineer will be an unrepresented management (“Z” group) posit ion, exempt from Civil Service, exempt from the Fair Labor Standards Act (FLSA) under the administrative employee exemption, and be included in the City’s Conflict of Interest Code. The Public Works Director concurs with this recommendation.
In accordance with Government Code Section 20636 and Title 2 of the California Code of Regulations Section 570.5, CalPERS requires public agencies to post a publicly available salary schedule that is approved by the City Council at a public meeting for CalPERS to determine earnable income. Therefore, staff is requesting the Council adopt an updated salary schedule that includes the proposed title revisions and the proposed salary for the Assistant City Engineer.
