RE: AB 52 Consultation, Rancho Providencia Neighborhood Protection Plan Update, Burbank, Los Angeles County, California
Dear Ms. Salas:

The City of Burbank (City) is preparing an Initial Study-Mitigated Negative Declaration for the update to the existing Rancho Providencia Neighborhood Protection Plan (project). The project proposes to address changes to the area's traffic patterns since October 2001 in part resulting from new commercial development along Olive Avenue and media studio development to the south of the neighborhood. The Rancho Providencia NPP 2023 Update outlines the findings from multiple rounds of data collection, analyzes traffic patterns, and recommends neighborhood-wide traffic improvements on the existing roadway surface. Specific improvements may include speed humps or making a temporary road closure permanent.

The proposed project must comply with California Public Resources Code § 21080.3.1 (Assembly Bill [AB] 52 of 2014), which requires local governments to conduct meaningful consultation with California Native American tribes that have requested to be notified by lead agencies of proposed projects in the geographic area with which the tribe is traditionally and culturally affiliated.

The City of Burbank respectfully requests a written response within 30 days from receipt of this letter if you wish to consult on the proposed project. If you require any additional information or have any questions, please contact me at 818-238-5250 or via e-mail at [email protected]. Thank you for your assistance.

Good evening,
Have cultural reporting been obtained including a NAHC search? This is in the footprint of our village, Jajamongna. If there will be ground disturbances, we will need to provide Native American Monitoring.

Please let me know your next steps,
Take care,
Christina

Hi Chris, Nick and Konstantine,
5 Lamer St. I was sifting through my junk mail and just saw the notice for the public hearing on 12/5. 1 am out of town starting Monday and will be unable to attend. I am glad to see the flier, as I have been meaning to reach out to someone for quite a while about the dangerous traffic situation on our street.

At the corner of S. Lamer and Alameda there are several businesses including the Sinclair gas station, a physical rehab, urgent care and Sotto restaurant. The Disney main gate is just one block away. Since many of the streets around us have speed bumps lamer is used as a thoroughfare with cars speeding up and down the street. With the gas station at the corner cars are pulling in and out in all different directions often into the wrong lane.

Our street needs either speed bumps to slow down the traffic, a light to better control the flow or both!! We have personally been affected financially as someone speeding down the street ran into and destroyed our car (parked on the street). in the middle of the night. And several accidents have happened while cars turn from Alameda onto Lamer. Thankfully no one has been injured -yet!!
What actions should I take to get the process started to evaluate the safety of this intersection? I appreciate all the assistance you can provide.

Thanks,

Hi Ms. Zboray,
Thank you for your comment regarding the Rancho Providencia Neighborhood Protection Plan.

In the plan, your street is actually recommended as a location for possible future speed hump installation given the traffic data analysis that staff conducted. Should City Council approve the plan this evening, neighbors on your street will need petition in favor of the speed humps (as outlined City of Burbank Speed Hump Policy) in order to be cleared for installation.

If approved, City staff will distribute a mailer to residents with more information on the speed hump process and how to move the petition forward.

Best,

To Honorable Mayor and City Council Members:

I am writing regarding the Rancho Providencia Neighborhood Protection Plan and MND that you are considering tonight. I live on Lamer Street between Alameda and Oak. I submitted comments on the Plan. I appreciate staff responding in the MND to my comments. I have an additional comment. The Plan (p. 67) states: "For streets that have met the petition requirements, slotted speed humps shall be installed to reduce the impacts to emergency response while also reducing vehicle speeds, as approved by the Public Works Director and Fire Chief." Can you please add the following text:
"This may include installation of slotted speed humps at widths other than 5- foot-wide, and could include 7-foot-wide slotted speed humps." In my previous comments, I supported the City's recommendation for including Lamer St. on the eligible streets for speed humps. I pointed out two significant accidents that occurred on Lamer. I also pointed out there are many pedestrians, of all ages, on our street and I regularly note people speeding on our street. It is important that speed humps get installed on our street, which effectively lower the vehicle speeds. There are speed humps (non-slotted) on the parallel streets on either side of Lamer, and I want to minimize vehicles using Lamer as a through-street at high speeds.

There are slotted speed humps in our neighborhood (not on Lamer) and it is easy to drive in the center to straddle the speed humps. I am concerned money may be spent to install 5-foot-wide slotted speed humps on our street and that they will not be effective enough at reducing speeds. I am sensitive to the concerns that emergency vehicle speeds may be reduced slightly with speed humps. I hope that the emergency vehicles can rely on streets like Alameda (with no speed humps) to access locations in our neighborhood.

Thank you for your consideration.
