TO: Justin Hess, City Manager
FROM: Courtney Padgett, Assistant City Manager
BY: Kylene Aquino, Administrative Analyst I
SUBJECT: Approval of the Proposed City Council Meeting Schedule for Calendar Year 2024
RECOMMENDATION
Approve the Proposed City Council Meeting Schedule for March 2024 through February 2025.
BACKGROUND
Article 4, Section 400 of the City’s Charter states that City Council shall hold at least two meetings per month, and, per Resolution 27,515, the City Manager shall determine the City Council’s annual meeting schedule. With the adoption of Ordinance 19 -3, 913 on March 26, 2019, the annual Council Reorganization was changed from May to December.
To align approval of the City Council Meeting Schedule (schedule) with Council Reorganization, the schedule will be presented at the beginning of each calendar year for Council approval.
DISCUSSION
The schedule, if approved by the Council, will structure future Council meeting schedules to include at least two regular meetings every month. Staff is seeking approval of the schedule for March 2024 through February 2025 (Attachment 1).
Approval of the attached schedule allows Council, the public, and staff to adequately plan and schedule agenda items for future meeting dates. The schedule meets, or exceeds, the required two meetings per month as prescribed by the City Charter. Consistent with past practice, dark meetings have been scheduled around federally observed holidays to ensure City Council, staff, and the public are able to spend holidays with family as well as to maximize public engagement and participation.
2 Dolores Huerta Day
One holiday added to the schedule is Dolores Huerta Day. On July 18, 2018, Governor Jerry Brown signed Assembly Bill 2644 designating April 10th as Dolores Huerta Day. The day is designated day to recognize Ms. Dolores’s lifelong work as a civil rights activist and community organizer . On December 12 , 202 3, Council adopted a resolution designating Dolores Huerta Day as a holiday for City employees. The City of Burbank will observe Dolores Huerta Day on March 31 st to align with Cesar Chavez Day which is observed by State offices and schools. In 2024, March 31 st falls on a Sunday, therefore the City of Burbank will observe Dolores Huerta Day on Monday, April 1, 2024. In addition, every year in April, the City Council will present a Proclamation declaring April 10 th Dolores Huerta Day in the City of Burbank.
Additional dark meetings coincide with Council Reorganization (December 16, 2024), and any scheduled City events, such as National Night Out (August 6, 2024) and State of the City (October 23, 2024). The dates proposed for the City Council calendar from March 2024 through February 2025 are subject to change based on extenuating circumstances.
These circumstances could include, but are not limited to, special meetings, community meetings, or additional study sessions. City Council and the public will be informed prior to any changes.
The schedule is laid out in calendar and list form in Attachment 1 for ease of use by those attending Council meetings. Once approved, a ll meeting dates will be updated on the calendar on the City website.
