Mayor Schultz,
Vice Mayor Perez,
Council Members Takahashi, Mullins, and Anthony,
Thank you for the opportunity to comment. Please note my support for these two items scheduled for Public Hearings. Since original adoption of the Art in Public Places ordinance, strict security checks were imposed on all airports; and I believe this amendment will address the changes in TSA to maintain security and permit the large art installation to take place as approved by the Burbank Airport Authority. The second large installation will be outside of the security area.
The second item will move constructively forward the requirements of SB423 for the Rancho neighborhood.
Thank you,
Emily

Good Day,
The 100% Democrat-run City Council has not been addressing with sufficient balance and focus, the needs of the developer community, in our opinion. Much time is spent addressing the wishes of unions, labor, and the poor. Without developers, Burbank would never have been the attractive, beautiful community it once was, but things here are slowly decaying for many reasons. We see huge complexes going up, but there are other developers who are left on the sidelines.
The cost of developing in Burbank continues to rise as a result of fees and regulations.
We see "big" developers benefitting from working with the City Council, but the small to mid-size developers are being gradually pushed out of the opportunities by high costs.
Some of you want more rent control, higher local wages, and fee increases. As a result of a deficit in housing development, then we are forced into Sacramento-mandated controls and decisions.
This is an easy one that will cut costs. Every dollar counts in developing new housing.
The Burbank Municipal Code 10-1-1114, "Art in Public Places," applies to development projects over $500,000, which require a building permit. Exempt are commercial and industrial projects under $500,000, multifamily residential projects under $1,500,000, and specific project types like single-family homes and small subdivisions. This regulation affects more substantial development projects, requiring them to allocate funds for public art based on a percentage of the total project cost. This requirement directly influences the financial planning and budgeting for these projects.
We propose to eliminate this needless ordinance. Some developers do not with to be bound by such costs.
Yours sincerely,
Christopher Matthew Spencer

Art should be public not private. To raise housing taxes at least let those who live and pay for living to enjoy that same art.

Christopher Matthew Spencer, Chairman of the Burbank Republican Party, expresses the party's strong opposition to the current policy, emphasizing its inconsistency with the designation of a "public" place. The party urges the rescinding of Burbank Municipal Code 10-1-1114, highlighting its imposition of substantial, mandatory cost increases on housing projects. This, in their view, contradicts the City Council's advocacy for affordable housing, burdening both residential and commercial developments.
