Art in Public Places
Zone Text Amendment

CITY COUNCIL MEETING
January 23, 2024
Background
• November 8, 2016 – Burbank
voters approve Measure B.
• Measure B approves the right to
build a replacement passenger
terminal at the Hollywood
Burbank Airport – 14 new gates to
replace 14 existing gates.
• The new terminal will:
• Enhance passenger experience
• Meet Federal Aviation
Administration (FAA) Safety
Standards
2 Art in Public Places Ordinance
Background
Burbank Municipal Code (BMC) Section 10-1-1114
• Outlines the public art requirement and standards for development projects .
• Limits interior locations for public art to areas “…for use by the general public and are accessible to the
public during normal business hours.” (BMC Section
10-1-1114(D)(6)).
• Despite experiencing high volume of public foot traffic, areas like the post-security areas of the airport are currently not eligible locations for public art.
3 Elevate BUR
• Airport Replacement
Terminal Project AKA
“Elevate BUR” – 14
replacement gates.
• New restaurants,
concessions, restrooms,
security, waiting areas
and new art.
• Public art proposed in
publicly accessible and
post-security interior
areas.
4 Necessity for Zone Text Amendment
• Zone Text Amendment (ZTA) was requested by the Airport Authority to allow public art in post security interior areas of the Airport .
• The City’s Art in Public Places (AIPP) Ordinance does not classify post-security interior areas of the Airport as an eligible publicly accessible place.

• The AIPP Ordinance must be amended through a ZTA to qualify such areas as permissible locations for public art. • The ZTA allows the Airport Authority satisfy part of its the art allocation requirement .
5 Proposed AIPP Ordinance Language
6 What Does This Mean for
Travelers and Residents?
• Creates an attractive and
inviting area that can be
enjoyed by airport users.
• Positively promotes the
Burbank arts and
community.
7 The ZTA is not a project under CEQA and is therefore exempt.

Environmental Assessment
8 The proposed Zone Text Amendment, which amends the Arts In Public Places (AIPP) Ordinance is consistent with the Burbank 2035 General Plan objectives, policies, general land uses and programs and the applicable sections of the Burbank Municipal Code.

Findings for Approval of a Zone Text Amendment
9 City Council approval of the proposed ZTA and
modification of the City’s AIPP Ordinance
would allow the Airport Authority to satisfy
part of its art allocation requirement in our City
Code by placing public art in the post-security
interior areas of the Hollywood Burbank
Airport while promoting the Burbank arts and
our community .

Conclusion
10 ADOPT AN ORDINANCE OF THE CITY COUNCIL
OF THE CITY OF BURBANK AMENDING TITLE 10,
CHAPTER 1 (ZONING) OF THE BURBANK
