• Needed to complete the construction of the remaining
vested potential allowed under the DA.

• The Addendum concluded the proposed term
extension involves no changed conditions that would
necessitate the preparation of a subsequent EIR.
Therefore, the Addendum to the EIR and
Supplemental EIR is sufficient.
