RECOMMENDATIONS
1. Adopt A RESOLUTION OF THE COUNCIL OF THE CITY OF BURBANK
APPROVING CONTRACT DOCUMENTS , PLANS AND SPECIFICATIONS, AND AUTHORIZING EXECUTION OF A CONTRACT FOR BID SCHEDULE NO. 1 525 – MCCAMBRIDGE PARK POOL REPAIR TO CONDOR, INC; AND APPROVAL OF A BUDGET AMENDMENT.
2. Amend the Fiscal Year (FY) 202 3/24 Adopted Budget to appropriate $526,584 from revenue account No. 534.ND000.30011.000000.00000 (Municipal Infrastructure Fund, Non-Departmental, Assigned Fund Balance) to the Municipal Infrastructure Fund Account No. 534.PW33A.71000.0000.24201.00000.
BACKGROUND
The McCambridge Park Pool (Pool) is located in the McCambridge Recreation Center at 1515 North Glenoaks Boulevard in Burbank. The facility was originally constructed in 1957 and is owned, operated, and maintained by the City of Burbank (City).
The Pool has a surface area of 11,000 square feet and volume of 397,000 g allons. Pool depths range between two and a half (2.5) feet at each shallow end to five (5) feet in the
2 center and 12 feet in the diving well. There are nine (9) swimming lanes in the 50 -meter direction with black painted markers and targets. The structure of the pool is reinforced cast-in-place concrete with a paint finish and expansion joints in the floor slab and walls at the slope breaks. The Pool’s general layout offers diverse programming opportunities.
The Parks and Recreation Department operates seasonal aquatic programs at the Pool for participants of all ages. Programming includes learn-to-swim, lap swim, youth aquatic sports, and seasonal recreation swim. Facility rentals are also offered for swim team groups, individuals, and party reservations. Additionally, on August 23, 2022, City Council (Council) approved a Memorandum of Understanding (MOU) between the City and the Burbank Unified School District (BUSD) for the Cooperative Use of the Pool and other City and BUSD aquatic facilities. The MOU benefits over 130 school district athletes.
The Pool is nearing the end of its useful service life and will require replacement in future years. The McCambridge Park Pool Repair Project (Project) includes professional design and engineering services required to strategically extend the Pool’s operation by approximately five (5) years until a more comprehensive replacement can be completed.
The project scope was developed to meet the Parks and Recreation Department's program needs and the operation al and maintenance requirements of Public Works.
Project repairs generally include the repair of pool cavity surface cracks and spalls, and the replacement and /or addition of selective mechanical and electrical system components. The completed project will meet County of Los Angeles Department of Public Health - Recreational Waters guidelines.
DISCUSSION
Bid Schedule No. 1525 was advertised on the City’s online bid platform (PlanetBids) from December 6, 2023, to January 17, 2024 . A mandatory p re-bid meeting was held on December 19, 2023 at 10:00AM at the Pool and was attended by four contractors. One bid was submitted by Condor, Inc. in the amount of $793,000, which was determined to be the lowest responsive and responsible bid.
Condor Inc.’s bid is about twice as much as the engineer’s estimate, which was prepared in March of 2023 as part of the Fiscal Year (FY) 2023-2024 Capital Improvement Program development. The cost escalation of the bid is due to unforeseen increases in construction costs related to inflation , material shortages and delays, and high fuel and shipping costs. Additionally, pool construction is currently in high demand and likely the reason only one qualified contractor submit a bid despite four contractors attending the mandatory pre-bid meeting.
With Council’s approval, construction is projected to start in February 2024 and be completed in April 2024.
3 ENVIRONMENTAL REVIEW
Staff recommends that the Council find that adoption of this resolution is categorically exempt under the California Environmental Quality Act (CEQA) Section 15301 (a)(b) , which exempts the operation, repair, maintenance, and minor alteration of existing public structures, facilities, that involve negligible or no expansion of existing or former use.
FISCAL IMPACT
The projected construction cost for this project (construction bid plus a 10% contingency) is $872,300. $427,716 is currently available in the Project’s Municipal Infrastructure Fund Account No. 534. PW33A.71000.0000.24201.00000 (Municipal Infrastructure Fund, Facility Planning and Development, Park Improvements, McCambridge Park Pool). Of the $427,716 available, $ 82,000 is needed for Construction Administr ation and other consulting services. Thus, a budget shortfall of $526,584 exists to complete the project.
To award the contract and complete the project, s taff is requesting Council authority to amend the Fiscal Year 2023/24 Adopted Budget by appropriating $526,584 from revenue account No. 534.ND000.30011.000000.00000 (Municipal Infrastructure Fund, Non - Departmental, Assigned Fund Balance) to the Project’s expenditure account noted above.
CONCLUSION
Staff respectfully recommends that Council adopt the attached resolution to approve the contract documents and award a construction contract to Condor, Inc. for Bid Schedule No.1525 – McCambridge Park Pool Repair , find the adoption of the resolution categorically exempt from CEQA, and approve staff’s request to amend the Fiscal Year 2023/24 Adopted Budget by appropriating $ 526,584 from revenue account No. 534.ND000.30011.000000.00000 (Municipal Infrastructure Fund, Non -Departmental, Assigned Fund Balance) to the Project’s Municipal Infrastructure Fund Account No. 534.PW33A.71000.0000.24201.00000 (Municipal Infrastructure Fund, Facility Planning and Development, Park Improvements, McCambridge Park Pool).
