COMMUNITY DEVELOPMENT DEPARTMENT
Consulting services to assist in completing Zone
Text Amendments for Senate Bill (SB) 9
Ordinance, firearms Ordinance, research and
analysis of legislation, and outreach support.

An additional Senior Assistant City Attorney is
needed to meet Burbank Water and Power's
(BWP) critical needs. BWP is facing rapidly
increasing Power Purchase Agreement workload
(solar, hydro, and nuclear), persistent Los
Angeles Department of Water and Power
(LADWP) issues, and a myriad of other ongoing
work efforts, such as development
review/permitting/contracting, electric distribution
system upgrades, Burbank Operable Unit (BOU),
Upper Los Angeles River Area (ULARA), building
out recycled water infrastructure, direct potable
reuse, etc. Currently, all of these matters are
primarily serviced by one attorney. The City
Attorney's Office requires this additional attorney
position to support BWP's mission. This request is
recurring, and the Fiscal Year (FY) 2024-25 full-
year cost is $239,819.64, revenue offset by BWP.

Funds are needed to support a 3-year agreement
to implement online residential parking permits.

This new online system will be launched in late
2024 for the next parking permit renewals for
residents. Approximately $33,000 of this request
will be offset by revenue collected for downtown
parking structure permits.

Justification
Temporary staff support and customer service
while the employee is on leave for one year.

Temporary staff will assist the Planning Division
with phone calls, public counter inquiries, data
entry, and processing invoices.

Consulting services to assist staff with the audit of
existing Mills Act Contracts, development of
revised guidelines for the Mills Act process, and
the review and processing of Mills Act and historic
resource designation applications.

Funds were collected from the applicant for
consultant costs associated with this development
project. The project is currently under review.

These revenues have already been received but
were not included in the carryovers from FY 2022-
23 to FY 2023-24.

CITY ATTORNEY
The Community Development Housing and Grant
Division appropriated $112,843.62 in National
Opioid Settlement Funds. However, Housing and
Grants received $168,033.65 more than
anticipated and would like to adjust the revenue
and appropriate the funds towards a Professional
Service Agreement with the Boys & Girls Club to
provide a solution-based program to help prevent
and address the negative impact of the opioid and
substance abuse epidemic. Revenue Offset

In line with the Department's objective to hire
qualified candidates and maintain appropriate
staffing levels, the Fire Department began a
lateral firefighter recruitment in July 2023 and
anticipates onboarding selected candidates in
March 2024. This budget request encompasses
costs to outfit the lateral recruits, including
protective equipment and other supplies.

LIBRARY SERVICES
In line with the Department's objective to hire

costs to outfit the lateral recruits with turnouts.

Equipment rental, speaker fees, catering,
supplies, and advertising for Media Industry Job
Fair held in partnership with Woodbury University,
spring 2024. The job fair aims to reach 500
participants, providing them access to at least 20
employers. This event is a City Council request.

The City of Burbank has a thriving passport
program that generates significant revenue.

However, with the increase in mailings associated
with the passport program, the Management
Services postage account has been depleted.

The cost for postage associated with the passport
program is paid by the citizen applying for a
passport, therefore, the additional funds being
requested for postage are fully offset by the
revenue from the passport program. Additionally,
as part of the upcoming FY 2024-25 budget
process, the Management Services Department
will be requesting annual recurring funds for
postage costs associated with the passport
program.

PARKS AND RECREATION
Parks and Recreation is expanding community
events at local professional sporting events in FY
2023-24. City of Burbank LA Galaxy Night and LA
Kings Day will be added to the annual City of
Burbank Dodgers and Clippers Days. This
request will be revenue offset from ticket sales.

Revenue Offset
As part of its commitment to addressing the
challenges of recruitment and retention, the City
of Burbank offers a tuition reimbursement
program to its employees. The program is an
investment in professional development, which
not only benefits the employee but also
contributes to the overall growth and success of
the City. The Burbank Management Association
(BMA) Memorandum of Understanding (MOU)
stipulates an annual cap of $30,000 for the group.

Pursuant to the MOU, the cap will automatically
increase up to $5,000 annually, if the cap is not
sufficient to cover the requests submitted during
the fiscal year. However, at this time the annual
cap has already been reached, and staff
anticipates the additional $5,000 automatic cap
increase pursuant to the MOU will also be fully
utilized. With six months remaining in the current
fiscal year, and the number of applications
received thus far, the Management Services
Department is requesting additional funds to
continue to provide the tuition reimbursement
program. This request will provide the funding for
the increased cap, subject to negotiations with
BMA. As part of the FY 2024-25 budget process,
Management Services Department will request
annual recurring funds to increase the tuition
reimbursement cap for BMA to enhance the City's
recruitment and retention initiatives.

NON-DEPARTMENTAL
In our continuous pursuit of attracting top talent,
supporting the City Council’s goal of reducing the
employee vacancy rate by 25%, and recruiting
and retaining quality employees, Management
Services is strategically enhancing its LinkedIn
initiatives. This enhancement aims to improve the
City’s presence on LinkedIn, by broadening our
regional reach, effectively drawing more job
seekers to visit our main page and engage with
our job opportunities. Currently, the City’s job
postings on LinkedIn are only visible to the
individuals who follow the City’s LinkedIn page,
which is approximately 4,000 people. Job postings
could potentially reach over 250,000 individuals
with the use of LinkedIn Career Pages.

Additionally, the Management Services
Department will be requesting annual recurring
funds as part of the upcoming FY 2024-25 budget
process for the cost of LinkedIn to enhance
recruitment initiatives.

Additional funds are needed to pay Contract
Instructors for aquatics contract classes. Higher
than expected class enrollments along with
increased class fees have in turn led to higher
than predicted payments to Contract Instructors
and an increase in revenues. Revenue Offset.

Additional funds are needed to cover the
increased utility costs for several divisions
throughout Parks and Recreation. The requested
funds will be utilized in the following divisions:

PR31A, PR31E, PR45A, and PR47A.

Annually, the Parks and Recreation Department
coordinates the Starlight Bowl Summer Concert
Series. In 2023, the Starlight Bowl hosted various
private rentals, in which fees were collected from
private rental operators to offset staffing costs.

The department is requesting funds to reimburse
salaries and wages associated with the private
rentals. Revenue Offset
Annually, the Parks and Recreation Sports
Division hosts the Civitan and Jamboree
Celebration to commemorate the end of the Youth
Hap Minor Baseball and Ponytail Softball season.

Hard street barriers are mandatory to provide safe
street closures for the event. Meridian rigid
barriers have a faster set-up and take-down time
that allows the roadway to open promptly after the
event ends and meets all safety standards. These
funds will supplement the additional barriers
needed for this event.

Due to higher entertainment costs, increases to
contract services (custodial, concessions),
increases in Burbank Transportation costs, and
venue repairs due to aging infrastructure,
additional funding is necessary to complete the
FY 2023-24 season and pay for deposits for the
FY 2024-25 that are due. Revenue Offset
League Official's pay has increased to continue to
attract and retain quality Officials for all sports
leagues offered throughout the year. The
additional funding is revenue offset from league
registration fees. Revenue Offset

programs. Contract Instructors have increased
class fees over the last several years. Parks and

The City has an agreement with a service
provider for the provision of third-party security
services at City Council meetings. The third-party
security personnel conduct security screenings,
operate metal detection equipment, perform
visual checks, monitor room capacities, respond
to citizen inquiries and provide information, and
assist the Police Department personnel as
needed. In FY 2023-24, security costs increased
21 percent over FY 2022-23 due to the extended
duration of meetings. Additional funding was not
requested for the increase and is now necessary
to pay for security services for the remainder of
the fiscal year.

California Penal Code, Section 4025(d),
authorizes the City to collect a percentage of
income generated from collect calls made from
inmate pay phones. Revenue generated from this
service is restricted and must be deposited into an
inmate welfare fund, which can only be used for
the benefit, education, and welfare of the inmates
in the jail. Funds will be used to purchase items
such as mattresses, toothbrushes, towels, and
other personal care items. These funds are
restricted and cannot be used for any other
purposes.

POLICE
In April 2023, the City Council approved an
agreement with LAZ Parking California LLC to
conduct a parking enforcement pilot program.

Year 1 of the pilot program is fully funded utilizing
salary savings from vacant Parking Control Officer
positions. The salary savings funds are sufficient
to support five (5) full-time parking enforcement
positions. The Department is requesting funding
to add three (3) additional parking enforcement
personnel. This funding will expand the staffing
level to a total of eight (8) positions through the
end of FY 2023-24. The additional staff will
expand the capacity of the current parking
enforcement services and allow the City to
continue to evaluate the efficacy of the pilot
program with the expanded service provision.

Partially Revenue Offset.

Funds needed for the multi-year upgrade of the
water Advanced Metering Infrastructure project
initially approved in the FY 2022-23 budget for
$8,000,000. The budget authority needed for:
1) An increase of $400,000 to the master services
agreement with Aqua Metric to facilitate the
procurement and installation process. The
additional $400,000 is to pay for general
prevailing wages since our attempt to get a
special prevailing wage determination was not
granted.
2) An increase of $200,000 in the projected total
cost of the project for contingencies.

This project is funded by 2021 water bond
issuance. Ensuring the timely progression of this
project is imperative to adhere to our deadline of
spending the bond proceeds.

Due to an unprecedented amount of large
developments in Burbank and limited Burbank
Water and Power (BWP) engineering resources,
BWP is requesting an increase in the Parkia
Professional Services Agreement (PSA) from
$200,000 to $400,000 for design and engineering
support for various capital housing and large
development projects. This request is for an
increase in PSA authority and not an increase in
budget authority. Funds were originally budgeted
as BWP labor on capital projects, but will now be
shifting to PSA. These projects are funded 100%
by Aide in Construction (AIC) payments from
developers.

MUNICIPAL INFRASTRUCTURE FUND (FUND 534)
Public Works is requesting funds to cover
increases in contractual, consulting, material
costs, additional roof repairs, and the
implementation of new and expanded preventive
maintenance activities for pedestrian and
overhead doors, gates, pest control services, as
well as additional maintenance required on new
equipment for the HVAC program. To cover
maintenance needs, Public Works transferred
$346,000 and $709,000 in FY 2021-22 and FY
2022-23, respectively from other Fund 534
accounts. Facility needs and costs continue to
increase and transferring from other accounts is
not a feasible long-term solution. Given this two-
year pattern, an additional $400,000 is requested
to meet customer needs this year.

Additional funds are needed to address five newly
discovered slope failures and damaged irrigation
infrastructure at DeBell caused by heavy
rainstorms in February 2023.

Purchase of hard barricades to ensure safe and
cost-effective street closures for events and other
programs as needed. Barricades will enhance
local pedestrian and motor vehicle safety, and in
the future, save funds typically allocated to event
safety and street closure. Our current inventory is
not enough and we have to rent additional
barricades for our events to ensure safety. These
barricades have proven successful for events
such as the Winter Wine Walk, the Mayor's Tree
Lighting, and Holiday in the Park. They are also
credited for saving lives during a recent event at
the 2024 Rose Parade.

REFUSE COLLECTION AND DISPOSAL (FUND 498)
The SB 1383 Local Assistance Grant Program is
funded by the State through the Resources
Recycling and Recovery Department
(CalRecycle). The grant funds will be used to
meet the City's obligation to comply with SB
1383's requirements. Annual funds for 2023 will
be received in the spring of 2024. Revenue

The Police Department’s safety suite, Tiburon
reached the end of service life in FY 2023-24. In
FY 2015-16, Information Technology (IT) began
collecting $52,800 annually for the replacement of
Tiburon (half of the implementation costs of the
upgrade), totaling $422,400. However, this money
wasn’t budgeted for FY 2023-24 due to Tiburon
not being fully depreciated until FY 2025-26. IT
does not budget for replacement of assets prior to
full depreciation. The Tiburon replacement project
was funded by American Rescue Plan Act
(ARPA). Due to unanticipated expenses in the
overall implementation of the new Versaterm
platform, IT had to utilize a portion of the
unbudgeted Tiburon replacement funds to offset
the cost and ensure continuity of the Versaterm
