Describe any qualifications, experience, and education, as well as any technical or professional background you may have relative to the duties of this position.

I believe what I am currently doing on a daily basis will provide the most benefit to my City.

I currently
operate as a broker and investor with the Brandon Michaels Group of Marcus & Millichap. We actively track development projects, identify opportunities, and assess the overall performance of the "infrastructure" of various cities, and the current market as far as it relates and compares to commercial real estate and development opportunities.

For example, we recently helped one of our clients sell 21300 Oxnard in the coveted Warner Center, a "covered land play" that sold as a development site, entitled to build over 150 multi family units and a 13 story medical tower.

I personally track metrics crucial to the
development of a city, one being the vacancy rate for both office and retail space within the cities of Burbank, Glendale, North Hollywood, and Pasadena. I have serious concerns with the current vacancy rate of office space in Burbank. in 2023 there was 2,100,000 square feet of office space built in Los Angeles, with projects in Burbank and West Los Angeles accounting for 60% of the years supply addition. (This statistic was most likely effect by the Avion Projects on Hollywood way).

In currently also track all
residential and commercial real estate sales and developments in the general area, I do this everyday.

My
family has been in General Construction in Burbank, we currently have 7 ground up construction projects and 3 pending projects in the city of Burbank.

I speak with almost every Commercial real estate property owner in the city of Burbank bi-annual basis, to learn their concerns and what their goals are.

What are your goals in serving on this Board/Commission/Committee? Help the city of Burbank become a better place to live & improve the quality of life for current and future residents.

I want to ensure the "Burbank 2035" plan is in tact. More importantly, I want to help encourage superior developers and tenants to invest in Burbank.

I want to actively engage with city officials and
provide real information about what is going on in the commercial real estate industry as far as it relates to development going on in cities such as North Hollywood and Glendale, in an effort to advance the city of Burbank and our development projects.

I want to attempt to improve our current downtown to rival projects both completed and in progress in surrounding cities.

I want to learn and attempt to mitigate the
noise issues caused by low altitude flying airplanes from the Burbank Airport. I understand there is a terminal re-development project going on currently, and there are noise decibel readers in place along the flight path, I want the average noise level to be decreased.

Please tell us about yourself and why you want to serve.

Why are you interested in serving on a board, commission or committee? I have always had an interest in city planning that goes back to childhood, growing up outside of Pittsburgh, PA, where my great-uncle, Governor David Lawrence was instrumental in famously cleaning up Pittsburgh. I have seen Burbank go through many changes since the mid 1980's and I would love to be a part of planning Burbank's future. I fell in love with Burbank when I first moved here in the early 90's. I have traveled extensively abroad and I have seen many things that help to bring out the best in the city as well as those things that don't work so well in a city. I would like to bring my knowledge and passion to making Burbank the best city in LA county.

Education
Certified Residential Real Estate Appraiser, Certified Luxury Home Appraiser, Certified Expert Witness, BS in Marketing, Penn State University, MA in Applied Psychology, University of Santa Monica Additional Pertinent Courses or Training
Over the years I have developed a broad range of skills from working in various aspects of property management in Los Angeles. At the Institute for Individual & World Peace, a non-profit agency in Santa Monica, I served as a commercial building manager, overseeing the leasing, logistics and management of short & long-term tenants. As the Director of Operations for the Susan Lucci Collection, I oversaw the inventory, planning, packaging shipping for a line of beauty products for electronic shopping (QVC Television & the Home Shopping Network) and managed a team of 20 plus employees. As an independent Certified Residential Real Estate Appraiser, I have appraised all types of residential properties (single family residences, 2-4 unit properties, condominiums) from entry level to luxury residence price points, all over Los Angeles County, from Lancaster to Long Beach. The purpose of my appraisals has been predominantly for home loans as well as for death, divorce, taxes and real estate development forecasting for new home construction projects. My varied life experience has taught me of the necessity to often think “out of the box” in my work. I have worked with my different types of personalities in both the public & private sectors and I have learned the art of diplomacy & negotiation.

Other Pertinent Skills, Experience or Interests
My problem solving & communication skills have developed out of working with (and having a keen interest in) a vast number of different cultures in Los Angeles over the years. I know the importance of planning ahead to prevent future problems from occurring. I have learned the importance of asking questions & listening to others. I have always had a love for Los Angeles and its opportunities for growth & transformation. City Planning & Development has always been a keen interest of mine. Outdated paradigms & modes of operation are not effective in the rapidly changing landscape of our city, and in order to solve the many problems that we currently face, it will require the combined effort of people with experience, open minds and heart. I am a true Angeleno who possesses those qualities and that is what I can offer to your company.

I've lobbied many of our elected leaders on housing issues (including our city council, Assemblymember Friedman and Senator Portantino), and as a member of the YIMBY movement and the LA New Liberals, I try to stay abreast of housing laws and issues.

What are your goals in serving on this Board/Commission/Committee? I believe that the only way to relieve our housing pressure is to build more housing in Burbank and across Los Angeles County. More infill housing is also climate policy, since it is more energy efficient and reduces the need to drive everywhere.

Please tell us about yourself and why you want to serve.

Why are you interested in serving on a board, commission or committee? I have been fascinated with civic planning ever since I was a kid playing Sim City. While my career took a notably different turn, I've never stopped thinking about how cities and towns are planned, laid out, and create plans for growth and sustainability. Now that I'm a little older, I want to actually have a say in my local government, and help create both long and short term goals for the place where I live to move into the future in an equitable and healthy manner. Especially now that we are homeowners, I feel a responsibility to engage in the civic process to make my home into a better version of itself. By serving on the Transportation Commission I feel that I could satisfy that responsibility, while at the same time doing something I'm very interested in.

FIRST choice for Board/Commission/Committee appointment:

Transportation Commission
Describe any qualifications, experience, and education, as well as any technical or professional background you may have relative to the duties of this position.

After working in the music touring world for over 10 years, I am intimately familiar with how integral our transportation network is. Coordinating efficient and timely travel for equipment and personnel is integral to doing the job. Additionally, I have extensive experience working and traveling in other countries, and utilizing the transportation networks in them. This has given me firsthand experience in how local transportation networks around the world affect the cities and towns they are in. From London Heathrow's placement incredibly far outside the city, to crossing the Atlantic on both ships and boats (a great difference!), to navigating Italian cities that were planned thousands of years ago in semis, and navigating a subway with a literal 100% language barrier in Shanghai, I have lived and worked in the environments in which various transport grids exist. Knowing and interacting with the people who use these networks gives me a lot of insight into how planning affects people and cities.

What are your goals in serving on this Board/Commission/Committee? In a self contained city such as Burbank, it is integral to create opportunities for people of all socioeconomic standing to own homes and have good paying jobs. That being said, my primary goal in serving on the Transportation Commission is to ensure that Burbank's transportation planning has a consistent vision for the future to do just that. With limited space, and a growing population, it is more critical than ever to ensure that Burbank adopt transportation policies that include equitable thinking for not only vehicle owners, but also residents who rely on public transit. I would like to see Burbank adopt pedestrian friendly policies to make streets safer for all our residents, as well as increase the efficiency of our neighborhoods to create more jobs, more homes, and more environmentally conscious spaces in our city. Transportation policies can shape the entire nature of a city, and I hope by reforming Burbank's vision, the Transportation Commission can truly help turn Burbank into a regional leader for affordable homes, equitable public transit, and create many more jobs for our residents.

SECOND choice for Board/Commission/Committee appointment:

Planning Commission
Describe any qualifications, experience, and education, as well as any technical or professional background you may have relative to the duties of this position I am a founding member of the Livable Communities Initiative in Burbank. In this role, I have become deeply involved with many aspects of planning on a municipal level. I helped our group draft statewide legislation AB 835 that was passed, and signed into law by Governor Newsom in 2023. I helped draft the executive summary for zoning and code reform in Burbank that is currently being studied by the city's planning department and staff. I regularly interact with city staff across many disciplines, and am extremely eager to help Burbank grow in a desirable and sustainable manner. I hope the city council will recognize my efforts to interact on a constructive level during the various meetings I have had with them individually. On a technical level, I have in depth experience in the telecommunications realm. My knowledge of high and low voltage electrical systems, as well as telecommunications and audio related matters is also applicable to a city's infrastructure.

What are your goals in serving on this Board/Commission/Committee? I would like to guide Burbank's public policy towards the promotion of green energy, waste reduction, and an overall decrease in automobile reliance. I also would like to push Burbank's policies to become more progressive towards affordable home ownership issues. I don't have any conflicts of interest, or any vested financial interests in joining this board.

Alan Radojcic

Why are you interested in serving on a board, commission or committee? I am interested in joining the Burbank Planning Commission, motivated by a strong alignment with the city's strategic goals for economic development, homelessness, affordable housing, community development, and sustainable growth. My professional background, education, and training have uniquely prepared me to contribute to the Commission's work, ensuring that Burbank remains a vibrant, inclusive, and sustainable community. Professional Expertise and Experience: I bring over a decade of experience in project management and executive management within the commercial and residential development space. My experience has sharpened my ability to control complex projects from inception to completion, ensuring they meet both commercial objectives and community expectations. Educational Background:

My educational foundation includes a Bachelor's degree in Mechanical Engineering, providing me with a deep understanding of the mechanics behind construction and development projects. My technical knowledge is complemented by a UCLA Managerial Accounting Certificate, which has equipped me with the skills to understand financial statements and assess the impact of budget changes on projects. These educational achievements have prepared me to approach planning and development with a comprehensive technical and financial perspective. Leadership and City Operations Understanding: I split my time between Burbank and the City of Indio. I have already participated in the City of Indio Leadership Academy, which has enriched my understanding of city operations and the multifaceted challenges faced by city planning commissions. Since completing the academy, I have been seeking the right opportunity to join and give back to the City of Burbank I call home. This experience has provided me with valuable insights into the inner workings of city governance, including zoning, community engagement, and balancing public and private interests in urban development. My Vision for a Thriving Burbank: My vision for Burbank is a city where every individual has the opportunity to thrive, underpinned by a compassionate and comprehensive approach to homelessness. I envision a community where homelessness is managed and significantly reduced through proactive prevention, timely intervention, and robust support services.

My strategy encompasses providing immediate relief through emergency shelter and ensuring sustainable solutions via increased access to affordable housing and a spectrum of supportive services tailored to the diverse needs of those in distress. This vision reflects my commitment to dignity, care, and opportunity for all residents, aiming to transform the challenge of homelessness into a story of hope and recovery. I dream of a Burbank where affordable housing is not a goal but a reality for every resident, supported by a framework of housing assistance and grants designed for low-income families. My collaborative spirit shines through partnerships with local organizations, fostering community development projects that enhance our urban landscape and strengthen our community's social fabric. This holistic approach to housing and grants is a cornerstone in my quest to build a more inclusive, supportive, and vibrant Burbank. Central to my aspirations is promoting sustainable growth and development that resonates with the heart of Burbank—preserving the rich tapestry of our city's character and history while embracing the future with open arms. The Planning Division is the steward of this vision, meticulously implementing the General Plan to guide our city's evolution. This plan is a living document reflecting our collective dreams for growth that harmonizes with our environmental, social, and economic values. By working closely with developers and the community, I ensure that every new project meets our current needs and seeds the future we envision. My overarching commitment is to a flourishing Burbank—where economic growth, social inclusivity, and environmental sustainability are not competing interests but harmonious elements of our shared journey. A Burbank that stands as a beacon of progress, compassion, and resilience, demonstrating what is possible when a community unites behind a vision of a better tomorrow for all its members. Together, we are crafting a legacy of a Burbank that is remembered for what it was and revered for what it will become. Collaborative Spirit and Commitment to Community Engagement: My approach to project management and community engagement has always been collaborative, emphasizing the importance of partnership between the city, its residents, and developers. I am dedicated to ensuring that the planning process is inclusive, considering the needs and aspirations of all Burbank residents, and fostering a community spirit that makes our city a desirable place to live, work, and raise a family. In conclusion, my blend of professional experience, educational background, leadership training, and connection to and vision for Burbank positions me as a dedicated candidate for the Planning Commission. I am eager to apply my skills and insights to contribute to the city's development, ensuring Burbank remains a vibrant and nurturing community for generations. I look forward to the opportunity to serve and make a lasting impact on the future of Burbank.

Please tell us about yourself and why you want to serve.

Why are you interested in serving on a board, commission or committee? My partner and I chose to move to Burbank nearly two decades ago to raise our family in a safe place with good schools. Our two sons grew up in the community, graduated from JBHS, and are now pursuing their university degrees. I look forward to giving back to the city that our family has called home since 2005. As a community, we must resolutely ensure that Burbank not only remains a safe, family-oriented place but, equally important, that it evolves to address homelessness, climate change, traffic congestion, and the myriad other difficult challenges faced by modern cities.

Why are you interested in serving on a board, commission or committee? I’m a native Californian living in Burbank for fifty years.

Our family has participated in and
donated to Burbank Youth Sports, after school activities, PTA and we have volunteered to elect School Board Members.

I feel it is important for me to use my years of experiences and volunteer some time to the Planning Commission. Our family business was based in Burbank for more than 15 years.

We purchased commercial properties for our Burbank business as it grew.

I’m well aware of the Permitting processes and other codes and ordinances required to obtain Certificates of Occupancy to establish a business in Burbank as well as owing a home in Burbank. I have in depth (hands on) experience working with Building Codes, Ordinances, and Government Agencies at all levels.

I have worked directly with the United States Justice
Department.

I have been a committee member on State of California Code Authorities committee, National Standards Authorities committee and many others.

I have presented
ADA code regulation enforcement seminars to Code Enforcement Agencies as well as at numerous ADA Conventions regarding codes and equipment available for disabled. Burbank is a very desirable location to live, work and raise a family.

Burbank’s standard of living is
being challenged by recent State of California actions such as:

SB 10 up to 10 Units on a
single property without CEQA, SB 35 where new housing has not met Allocated Targets, must use a streamlined, ministerial review process for qualifying multifamily projects, and AB 2011 Middle Class Housing Act to allow residential development on sites zoned for commercial or retail uses, to name a few. Burbank infrastructure is built for the fullest capacity of reasonable population.

I believe increasing population density for the sake of more people in Burbank is not possible.

Quality of life is important.

It is time to make
responsible decisions and plan for the future growth of Burbank.

I will provide my skills and
experiences to the Planning Commission in furtherance of the goals established for Burbank.

Burbank is the media capitol of the world I would consider it an honor to serve Burbank on the Planning Commission.

Please tell us about yourself and why you want to serve.

Why are you interested in serving on a board, commission or committee? I believe it is critical for community members to participate in local government. It is both our privilege and our responsibility to ensure that this city reflects our values and priorities. I want to help shape Burbank by contributing my voice to thoughtful, productive discussions of our present challenges and future solutions. Returning to Los Angeles after several years abroad, we chose to buy a home in Burbank because of the location, better schools, affordability, and small-town feel. After a decade, we have come to love the unique small businesses, excellent municipal services, convenient airport, and overwhelmingly livable qualities of this city. I hope my children choose to live here as adults, but for that to be a possibility Burbank will need a range of affordable housing options and good jobs. I want to help create that reality in our city.

I am an open-minded listener and a firm believer in communication and compromise. As a commission member, I would bring focused attention to our discussions; a background in real estate, the law, and business; and a personal orientation toward mediation and resolution. I grew up in a real estate family, looking at the built world and thinking about the ways in which it was serving (or not) the people living and working within it. Time spent living abroad has taught me there are many creative ways to shape our environment so long as we stay focused on fundamental needs: affordable housing, good jobs, transportation and accessibility, entertainment, and city services. As a businessperson, I understand that the bottom line must make sense. And as a lawyer, I understand the importance of complying with state mandates while also supporting the city’s obligation to address the needs of this community.

I am an active member of the steering committee for the Burbank Community Gardens and can be found at the garden most Saturday mornings. As such, I drafted bylaws and a mission statement and have overseen sensitive communications and relations among gardeners, while also working to develop the internal budget and maintain momentum toward opening our second site. This has given me experience working with City staff. We are currently planning an Earth Day event at the garden in conjunction with the Burbank Sustainability Commission. I participated in the Master Recycler program at the Burbank Recycle Center in 2014 (now known as Waste Warriors) and volunteer when possible if help is needed.

Describe any qualifications, experience, and education, as well as any technical or professional background you may have relative to the duties of this position.

I am trained as a lawyer, which helps in understanding and applying code. I can appreciate the importance and long-term implications of planning decisions. I also accept the need to comply with state mandates.

My family has been involved in Los Angeles real estate since 1973. My mother was a real estate agent and broker. Both of my parents and my stepfather owned and managed multifamily apartment buildings. My brother is a general contractor and another family member is a retired architect. I have owned residential and commercial real estate in Los Angeles since 2000. I understand the importance of a multifaceted market with living and working options for all community members.

I also have firsthand knowledge
of the challenges of working through the permitting and construction process in Burbank, having converted our home’s garage into an ADU and made tenant improvements at our martial arts studio. As such, I understand the realities of construction in this city.

Living in
the Rancho, I love that my morning walks are equally likely to be interrupted by street closures for filming as they are to involve encounters with equestrians and other dog walkers. I value Burbank’s distinct neighborhoods while understanding the importance of planning for our future.

Catlan T Brinsley
What are your goals in serving on this Board/Commission/Committee? My goal is to contribute positively to smart planning decisions in order for the city to grow in a robust yet thoughtful way, preserving our unique character and ensuring our city infrastructure continues to support a growing population and thriving business community.

More dense development along transit-rich corridors and in the city center would bolster lifestyle options in Burbank. I offer the Planning Commission a reasoned consideration of project proposals, an understanding of code requirements, and a heartfelt desire for Burbank to develop in a way that supports and strengthens our distinct community.
