Dear City Council,
I am strongly IN FAVOR of adopting the proposed ordinance to amend the Burbank Municipal Code establishing land use and zoning regulations for firearm and ammunition retail sales.
Burbank already has too many gun retail stores in my opinion and it actually makes me feel unsafe and uncomfortable in my home town. There's a place for these stores but they should be far away from residential areas, churches. schools and places where the community gathers to socialize. As a lifelong resident of Burbank, I used to think of Magnolia Blvd as a quaint city street known for its antique stores and vintage shops. Now when I drive down Magnolia, I see lines of men standing outside gun stores waiting to go in and get armed to the teeth. If we lived in an area that had a rich hunting culture, I might feel differently. But we don't. So it feels as though the majority of these people are arming up so they are prepared to take human lives. It's extremely unnerving with the gun violence epidemic and I don't believe we should be subject to seeing that on every Burbank city block.
Sincerely,
Debra Carrete
Burbank Resident

I wanted to provide some community feedback to the proposed Ordinance Amendment related to Standards for Firearms and Ammunition Retail uses. Please feel free to forward if there is a more suitable recipient.
I've lived in Burbank for over 30 years and own a home in the Magnolia Park area. It was a tremendous shock when the large firearms "superstore" opened up just west of Hollywood Way. It has changed the nature of that part of Magnolia Blvd. It's interesting how you can now use it as a landmark when talking with other residents...everyone is aware of it.
People already are avoiding that block, imagine being a business next to it - not exactly going to have folks strolling that area.
I'd like to give my strong support for creating standards that preserve the wonderful character and charm of Burbank.
Especially the following:
Retail: Firearms and Ammunition should not be in the general retail category. There's a reason you don't see gun stores in Old Town Pasadena or Glendale's Americana - there's a seriousness to these types of products, a potential for violence that has a chilling effect on the retailers around them. Magnolia merchants have struggled through the pandemic and the strikes. Look at what was "Ladies Night Out" and now is "Magnolia Park Night Out" - these events create a fun, safe, family atmosphere where vintage clothing, restaurants, spas and cafes can flourish. The opposing argument that the public just needs to be better educated about guns is insulting to the community.
Residential Zones: We live a block from Theodore Roosevelt Elementary and each morning you see small children being walked to school by their parents - and walking alone as they get older. We need to be super careful about creating safety zones around these schools and residential areas. Having a large buffer from potentially violent/explosive businesses is essential to protecting our residential zones. 500ft away from these zones and each other is not unreasonable. On a selfish level: I would be concerned about the value of my home if there was a giant gun store at my corner - that's going to turn potential buyers off. The opposing argument that landlords will gouge them with higher rents makes no sense - there are plenty of industrial/business areas to rent in - and those rentals already have the prices established regardless of the renter.
I love Burbank - it's an amazing place, great schools, parks and it's been great to see Magnolia Blvd really blossom in the past years. Please protect this - keep that hometown feel.
All the best, Ann

Mayor Schultz:
We oppose all efforts to suppress the rights of Burbankers to exercise their Second Amendment rights, no matter how well-meaning.
Your state assembly campaign platform includes language that you and your "colleagues" have "taken on" firearms retailers and language such as "crack down" on retailers who sell firearms, with the prior "urgency" ordinances and taxpayer-funded programs to purchase firearms and now plans to buy firearms retailers out of the city.
This is a clear pattern and practice of offending the Constitution, and therefore, we have alerted more than 50 attorneys of this activity, multiple of whom have already responded with interest in potentially enjoining the City of Burbank from continuing this attack on the Constitution.
A recent community survey has shown that 67.5% of Burbankers support the Second Amendment. Many comments were made that support those rights, such as this one:
I used to be neutral about firearms because I felt safe in Burbank. But after our current council started to over regulate it, I decided to learn how to shoot for the first time. After getting educated, I am currently taking shooting classes and saving up to buy my first firearm. The councils actions motivated me in the direction they didn't want or expect. I now support constitutional carry everywhere in CA We oppose any and all efforts to suppress the rights of US citizens in their desire to acquire firearms and will activate all possible resources we have available to stop your plans to use precious taxpayer dollars to do so. The Third Branch has overturned unconstitutional actions such as yours on multiple occasions, and we are on the case to stop this very disgraceful line of thinking and government overreach.
"California's answer to the criminal misuse of a few is to disarm its many good residents. That knee-jerk reaction is constitutionally untenable, just as it was 250 years ago," - US District Judge Roger T. Benitez.
We encourage you to stop spending taxpayer money on this. In 2018, when a prior Council claimed a local sales tax was needed for essential services, they could not have imagined you would be using that extra money for this improper purpose.
Kindly govern yourselves accordingly.
Yours sincerely,

Mayor, Vice Mayor, and Councilmembers,
I'm a resident of Burbank and the parent of a young child, and just wanted to express my support for creating the tightest possible restrictions for firearm retailers in Burbank. Having so many gun stores in our community does not make it feel safe, let alone when they're near parks or schools. I urge you to do everything you can to restrict where these stores can open moving forward.
Thank you so much for all the time and effort you've put into addressing this very important matter.

Hi,
I'm writing to ask City Council to get gun stores out of Burbank. We are a family friendly community and should not have so many lethal weapons in close proximity. It makes our community and neighboring communities less safe when access to weapons is so readily available. We don't want an Aurora, Columbine, Parkland, Uvalde, Mandalay Bay, Sandy Hook, etc etc etc here.

Happy Day before the Ordinance Vote:
I'm sorry I can't attend in person however it's my birthday and already have plans. It would be an amazing birthday gift to find out that the ordinance that's been discussed for the past months/year? feels like its een a year - passes unanimously. It would be a small win for those of us who are appalled by the amount of aun stores already in our small towr however at the very least we'll be assured of no new ones bringing their business to our town. And I'm willing to take that as a win for our community.
Thank you to all of you for listening to our concerns.

In advance of tomorrow's meeting, I want to express my unequivocal support for the zoning changes that will keep new gun stores from opening in the city of Burbank. (It's shameful how many are here already, many in close proximity to schools - but I understand that nothing can be done about that.) THANK YOU for doing everything you can to keep our city and our schools safer.

Hello, My name is Jeannie. Sorry I have a work conflict and will be unable to attend the meeting, but I wanted to share my strong thoughts on the need for greater gun control in Burbank.
I wanted to comment and greatly support the NEED for the zoning changes to keep gun stores away from sensitive areas like schools, churches, and near residential homes. It should definitely also mandate that gun stores must be distant from other gun stores. They should not be as common as a coffee or pastry shop! It is unbelievably embarrassing to say out loud how many gun stores Burbank has, this family-friendly city needs LESS not MORE. We should not be the gun city capital of the WORLD.
I have lived in Burbank for more than 10 years and it is absolutely heart-breaking that some of the first words that my daughters learned to read was GUN because these stores began popping up within a mile of my home and their dance school (Gun World and Gun LA. Huge signs that measure half their height) Please help make Burbank a safer and more inviting city to continue to live in as we take steps forward to a better and safer future, thank you for your time!

• Firearms Retailer Ordinance: Firing Line had requested clarification on the requirement for barriers/bollards. The scope of the standard was broadened to make it more flexible so each location can take into account their unique circumstances. CDD has been in communication with them and their concerns have been addressed with the way the proposed ordinance is worded.
• Green Line Route: BurbankBus alternative routes is on CDD's pending work program list; the route analysis is anticipated to be conducted by fall with recommendations back to Council in spring.

The proposed BMC regulations for firearm and ammunition retail sales for individual stores do not extend to regulation for corporate big box retail sales of firearms and/or ammunition, why is that? Corporate actions are private sector actions. Today, these retailers may express a highly responsible corporate direction regarding gun and/or ammo sales, but what about tomorrow? Is there a reason the Council did not extend any kind of balanced regulation to such stores?
