STAFF REPORT

DATE: June 4, 2024

TO: Justin Hess, City Manager

FROM: Patrick Prescott, Community Development Director VIA: David Kriske, Assistant Community Development Director BY: Nick Burant, Administrative Analyst II

SUBJECT: Approval of a Parking Permit Agreement with the Boys and Girls Club of Burbank and Greater East Valley to Provide Two Months of Discounted Staff Parking at the Courthouse City Public Parking Structure

RECOMMENDATION

1. Approve a Parking Permit Agreement (Attachment 1) with the Boys and Girls Club of Burbank and Greater East Valley (B&G Club) to provide a 40% discount from the cost of the City’s regular monthly public parking permit fee to allow B&G Club employees to park at the City -owned Courthouse Public Parking Struc ture for a two -month summer period.

2. Authorize the Community Development Director, as the City Manager’s designee, to execute the Parking Permit Agreement on behalf of the City.

3. Find the approval of a Parking Permit Agreement (Attachment 1) for non- exclusive use of certain spaces within the City -owned Courthouse Public Parking Structure exempt from review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301 because the approval involves operation of an existing facility involving no expansion of existing or former use.

BACKGROUND
The B&G Club is a non- profit organization that operates and manages after -school services for Burbank youth at its facility in Downtown Burbank. The B&G Club offers programs during the school year and an expanded program during the summer when school is not in session. The expanded summer program requires more staff to operate,

COMMUNITY

DEVELOPMENT
2 and the B&G Club cannot accommodate vehicle parking on-site for up to 45 staff members that are required to provide programs during the expanded summer period.

Nearby public parking in Downtown Burbank is time- limited, but the City sells a $6 daily and $52 monthly parking permit that allow s parkers to exceed the time limits in its off - street parking lots and structures. The monthly parking permit price will be $67 as of July 1, 20241. The B&G Club is located adjacent to the City-owned Courthouse Public Parking Structure (located at 301 E. Angeleno Avenue), which can accommodate the Club’s 4 5 staff vehicles. During the school year, the B&G Club purchases monthly parking passes for its staff but has indicated that the expense to provide parking for its summer staff is cost-prohibitive. The B&G Club has requested a 40% discount from the normal monthly permit cost to provide parking for the 45 staff members working during the two -month summer period. They are requesting this discount based on the B&G Club’s status as a non-profit organization providing critical programs to Burbank’s families.

DISCUSSION
The City’s fee schedule currently does not provide for a method whereby s taff can discount the parking fees to non-profit organizations. Any changes to the approved fees need to be approved by Council. If Council wishes to offer a discounted parking fee to the B&G Club, staff recommends Council approve the attached Parking Permit Agreement to implement a specific, lower fee for B&G Club to park its staff vehicles at the Courthouse Public Parking Structure.

The proposed Parking Permit Agreement would allow the B&G Club to obtain up to 45 parking permits at a discounted rate, which will allow permit users non-exclusive use of parking spaces within the Courthouse Public Parking Structure for the extended hours during the two-month period of B&G Club’s expanded summer program. The fee to allow for this parking would be established at a 40% discount from the $52 and $67 monthly parking permit fees equaling $ 31.20 and $41.20 per permit, for June and July, respectively. This discount, applied to two months of parking for each of th e 45 staff members, would be a total of $3,213.00 for the summer period, versus the regular price for non- exclusive use of spaces of $ 5,355.00. If the request was for exclusive use of designated spaces within the parking facility, the fee would be higher, consistent with other agreements for exclusive use of parking spaces. If the proposed agreement is approved, City staff will issue parking permit hang tags to B&G C lub for use by its staff, subject to all the other parking rules that apply to other members of the public who wish to park at the structure.

Staff recommends that the Parking Permit Agreement be used as a method to offer a discount, rather than creating a special parking rate for all non- profit organizations, as

1 Subject to approval by the City Council as part of the Fiscal Year 2024-2025 budget. 3 Council may be considering broader changes to its parking pricing in Downtown Burbank to align with adopted Citywide Parking Management Objectives (Attachment 2) .

Adjustments may include more specific parking charges that could vary based on the popularity and convenience of various public parking structures in Downtown Burbank, which could result in a lower cost to certain users like the B&G Club in the future. Thus, the proposed Parking Permit Agreement would offer this discount for the upcoming summer period only.

ENVIRONMENTAL REVIEW
Approving this Permit Parking Agreement is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301 (Class 1 Existing Facilities) because this action involves operation of an existing public facility involving no expansion of existing or former use.

FISCAL IMPACT
The cost to offer a discounted parking rate to the B&G C lub is $ 2,142.00, which is the difference in price between the full and discounted rate. This cost difference would impact the City’s Parking Authority Fund 310, which is the fund that pays for the operation and maintenance of the City’s Downtown parking lots and structures and receives revenue from parking permit sales.

CONCLUSION
The B&G Club is a non- profit entity that offers important youth services to Burbank residents. It is reasonable to consider offering a reduced rate for monthly parking permits to allow the B&G Club’s summer staff the ability to park in the Courthouse Public Parking Structure given the benefit to the community . Therefore, s taff recommends Council approve the proposed Parking Permit Agreement to allow the B&G Club staff to park in this structure for a reduced cost for two months.
