City of Burbank Rent Increase Cap Public Meeng Series
July 1 – September 31
i. Community Meengs:

The City of Burbank will hold five interacve community outreach meengs to hear from residents, tenants, and landlords on potenal changes to rent protecons, such as a rent cap, currently available in the City. Each meeng will provide the same informaon to ensure Burbank residents have mulple opportunies to share their feedback and to learn more about rent protecon in the City.

To improve parcipaon and make it as convenient as possible for all who wish to join, meengs will be held on a variety of days and mes, and at locaons equally distributed throughout the City. This includes holding meengs on weekdays and weekends, as well as in the morning and in the evening, to provide flexibility for people who wish to parcipate. In addion to convenience, locaons were selected based on accommodang up to 200 people in a seang format suitable for such events, a capacity not possible at most City facilies.

Supporng materials for each meeng will include: PowerPoint presentaon, displays, interacve polling, infographics, supporng visual aids, parcipant handouts, and sign-in sheet.

a. In-Person (three total)
i. Meeng One – Thursday, August 15 at 6 p.m. at the Los Angeles Marriot Burbank Airport
ii. Meeng Three – Saturday, August 31 at 9 a.m. at the Joslyn Adult Center iii. Meeng Five – Thursday, September 12 at 6 p.m. at the Hotel Burbank

b. Virtual (two total)
i. Meeng Two – Wednesday, August 21 at 6 p.m.
ii. Meeng Four – Thursday, September 5 at 12 p.m.

Virtual meengs will be held on Zoom Sessions, an interacve event plaorm with breakout rooms for group facilitaon, and live reacons, polls, quizzes, and downloadable resources.
c. Format
i. Opening Presentaon: (15-20 minutes)
Meengs will open with a short presentaon by a City staff member reviewing tenant protecons currently in affect in the City of Burbank, protecons provided by the state through California Tenant Protecon Act of 2019 (AB 1482), example of rent caps from other local municipalies, and an overview of the purpose and goals for the meeng to beter understand the community’s thoughts on a potenal rent cap ordinance in the City.

ii. Interacve Feedback: (60-90 minutes)
Following the short presentaon, meeng atendees will be divided into roughly ATTACHMENT 1 – 2
equal groups of no more than 20 people per group, and lead by a facilitator who will guide the group through a variety of prompts and quesons to solicit an authenc and honest discussion. Feedback will be recorded transparently and concisely in real me on large poster boards.

For in-person meengs, parcipants will also be strongly encouraged to ulize comment forms provided by the facilitaon team to submit comments in their own wring.

iii. Closing: (5 minutes)
Parcipants will be invited to provide addional feedback at upcoming meengs or through a project specific website.

ii. Online Feedback

Despite the mulple opportunies to parcipate in-person or virtually, the City of Burbank understands that, due to a variety of factors, not all residents can or want to atend a public meeng. The City will develop a web-based feedback tool in parallel to the in-person events that will provide a similar level of informaon and input opportunies.

To meet that goal, an online feedback plaorm, known as Typeform, will be used to collect and share informaon in a comfortable and conversaonal format. At their own convenience, residents learn about the potenal opons for rent protecon in the City and provide feedback similar to what they would be able to do if they were to atend the public meengs. This will be a core engagement tacc highlighted on the project website and promoted in our outreach material.

Atend a minimum of five pop-up events promong the meengs, project website, and online feedback plaorm.
