RE: Proposal to Conduct Public Opinion Research on Behalf of the City of Burbank DATE June 18, 2024

Fairbank, Maslin, Maullin, Metz & Associates (FM3) is pleased to submit this proposal to conduct a Resident Satisfaction Survey for the City of Burbank on residential rental issues.

FM3 recommends conducting a survey of 600 adult Burbank residents using an address-based, dual -mode (online and telephone) methodology. The survey would be offered online and by telephone in English, Spanish, and Armenian.

This methodology provides the most inclusive opportunity for residents to participate in the survey. An address- based methodology enables us to collect opinions from a sample of residents reflecting the demographic characteristics of your community's population and their geographic distribution. Furthermore, by employing four different contact methods (telephone calls, emails, text messages, and postcards) and two different data collection modes (telephone and online interviews), this approach provides a wide range of ways for residents to participate in the survey. In all, an address-based methodology provides for a more inclusive and representative sample by best allowing all residents to have a chance to be selected.

The survey will feature an average interview length of between 12- and 15-minutes, depending on the number of questions selected . Such a survey length will allow for approximately 25-50 unique questions (including demographic and battery questions), depending on the length of the questions.

We recommend sending postcards to a random sample of households in which we are unable to match the residential address to telephone and/or email contact information. This helps to ensure that potential survey respondents whose telephone numbers or email addresses are not available via public or consumer records (or who are unwilling to respond to a phone call or email) can be included in the survey's sample. Each postcard would have a unique survey link asking the respondent to take the survey online. This contact method will be particularly valuable to ensure we reach a representative sample of renters because this population is more likely to move more frequently than homeowners.

While FM3 anticipates there will be some Burbank residents responding to the survey who happen to be landlords, we would expect that the random sample will produce a modest number of landlords among it. FM3 will use the

landlord lists provided by the City of Burbank to obtain additional landlord completed surveys, and we will make every effort to obtain 100 completed surveys among landlords from the list s provided. The success of this endeavor will be dependent on the quality of the lists.

Sample 600 residents ages 18 and over with an address in the City of Burbank, which includes approximately half renters. The number of landlords in the sample is unknown. However, given the landlord lists provided by the City of Burbank, we will aim to achieve a sample of approximately 100 landlords, who may or may not reside in the City of Burbank. The ability to obtain the desired sample size of landlords, will depend on the quality of the list provided by the City of Burbank.

Language Telephone and online interviews will be conducted in English, Spanish, and Armenian Deliverables Following the completion of the survey, we will provide:
• A questionnaire for easy reference
• A PowerPoint presentation of results
• In-person presentations as requested by the City

FM3 will also be available for ongoing consultation and any further analysis of the research.
