1 STAFF REPORT

DATE: June 25, 2024

TO: Justin Hess, City Manager

FROM: Patrick Prescott, Community Development Director VIA: Simone McFarland, Assistant Community Development Director, Housing and Economic Development
BY: Maribel Leyland, Housing Authority Manager

SUBJECT: Approval of the Request for the Use of Business Cards for the Landlord Tenant Commission

RECOMMENDATION

Approve the issuance of business cards to Landlord Tenant Commission members.

BACKGROUND
On December 13, 2022, Council approved a Policy Regarding City of Burbank Board, Commission and Committee Business Cards (Policy) (Attachment 1). The Policy outlines the Purpose, Procedure, Business Card Code of Conduct and Business Card Content.

The Landlord Tenant Commission (Commission) has followed the Procedures outlined in the Policy and is requesting approval of business cards for the Commission via the Policy.

DISCUSSION
Council establishes various Boards, Commissions, and Committees (BCCs) to review City programs, projects, and community issues. The C ity has a total of 23 BCCs, each with a unique set of duties and responsibilities. These groups provide greater community participation, transparency, and inpu t into local government and act in an advisory capacity to Council and City departments . There may be instances that members of different B CCs could utilize business cards in this volunteer capacity. Therefore, t he Policy outlines the procedure for BCCs to request and obtain business cards , and the protocols for the authorized and unauthorized use of business cards upon approval for issuance by Council.

COMMUNITY

DEVELOPMENT

2 The Policy requires BCCs engage in a discussion regarding obtaining business cards as an item on the official agenda of a regular meeting. Once on the agenda and brought forth during the BCC’s regular meeting, the respective board or commission must provide written justification for the necessity of business cards for its members and vote to confirm their justification and to abide by the code of conduct set forth for the usage of the business cards. Once these actions are completed, the justification is brought forth to Council for review and approval.

On January 8, 2023, the Commission took a vote to confirm the justification prepared by Commission Member Anne Nahabedian and agreed to abide by the Business Card Code of Conduct set forth for the usage of business cards (Attachment 2). The change removed a sentence related to individual email addresses for Commission members as the Policy only allows one general email address for the Commission . Approved business cards must follow the business card mockup as seen in Exhibit A of the policy (Attachment 1) and will only i nclude: the name of the Commissioner; the name of the Commission; a general email address; the Commission’s affiliated City department main phone number; and the Burbank City Hall mailing address. Should the Council approve new business cards for the Landlord Tenant Commission under this Policy, the general email address for the card will be [email protected], and the general Housing phone number (818) 238-5180 will be included.

ENVIRONMENTAL REVIEW
Approval of the BCC business cards for the Commission has no potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and as such, is not a “project” subject to the requirements of the California Environmental Quality Act (CEQA) 14 Cal. Code Regs Section 15378.

FISCAL IMPACT
There is no fiscal impact associated with this report. The business cards will be produced by the City’s Management Services Department’s Reprographics division and will use the existing materials and supplies budget to offset the minimal cost of materials.

CONCLUSION
The City recognizes the importance of utilizing business cards when such use is consistent with the duties or purpose of the BCC. In accordance with City policy, the Commission is requesting business cards for use by its members and is presenting the written justification for the necessity of business cards to Council for review and approval.
