RECOMMENDATION
Adopt A RESOLUTION OF THE COUNCIL OF THE CITY OF BURBANK APPROVING APPLICATION FOR SPECIFIED GRANT FUNDS FROM THE BUDGET ACT OF 2023,

BACKGROUND
The State Department of Parks and Recreation has been delegated the responsibility by the Legislature of the State of California for the administration of grant s. California State Parks’ grants cover a diverse range of projects, such as the renovation and expansion of local parks’ basketball courts and soccer fields , construction of boat launching facilities on California’s waterways , programs for off -highway motor vehicle safety and environmental education , youth theater programs , and the repair of playground equipment. This funding enables investment and innovation throughout the state. Totaling approximately $3 billion over the past 60 years, State Parks’ grants have provided opportunities that bring together local, state, federal and nonprofit grant partnerships in a variety of areas, including urban and rural parks, off-highway vehicle areas and thousands of miles of California waterways. The impact of these grants can be seen across various communities, including recent allocations secured by local representatives for specific projects.
2 Assembly Member Laura Friedman, representing the City of Burbank (City), included an appropriation item for Burbank following requests for funding from City staff and other stakeholders. The appropriation of $1,500,000 is designated for the renovation of the McCambridge Swimming Pool.
The California State Parks’ grant program requires the City to formally receive authorization from City Council (Council) through a resolution to participate in the grant program. This resolution also designates an authorized representative to negotiate and execute all necessary documents, including submittal of necessary application materials (Attachment 2).
DISCUSSION
The City of Burbank Parks and Recreation Department (Department) prides itself on creating unique and inclusive play areas and experiences for all park users. In March 2022, the Department updated the McCambridge Park Pool Renovation Assessment report that was completed by Jones & Madhavan - Architecture Engineering. This report offers a comprehensive assessment and recommendations for the renovation of the swimming pool , bathhouse, pool deck , and associated equipment and systems.
Additionally, the report serves as a feasibility study aimed at ensuring the facility’s compliance with current building and health and safety codes.
The City will receive $1,500,000 from the State Department of Parks and Recreation to assist in funding the renovation of the McCambridge Pool . These funds will be used for the design development phase of this project. The full cost to renovate the swimming pool, bathhouse, pool deck, mechanical room, and staff offices is estimated to be $18,000,000. The renovations to the McCambridge Pool will be completed in a multi - phase approach. Staff will continue to pursue additional grant funding opportunities.
Additionally, staff will make the appropriate fundin g request through the annual Capital Improvement Program to complete future phases of this project.
COMMUNITY OUTREACH
The Department conducted extensive public engagement in developing a conceptual plan for the new aquatic center. Through community and stakeholder meetings, workshops, surveys and study groups, the following organizations, boards, and community groups provided support for this project: Burbank Parks and Recreation Board, Burbank Athletic Federation Board, Golden Road Aquatics, BLAST Youth Swim Team, Burbank Unified School District, Burbank YMCA, Boys and Girls Club, One with Water, Swim Up Hill, St.
Charles School, Disney Triathlon, Warner Media Triathlon, Netflix Triathlon, and Splash Synchro. Their input and support have been invaluable in shaping the vision for the project and ensuring it meets the diverse needs and interests of the community.
The public engagement efforts helped build trust between the Department, stakeholders, user groups, and the public. The community has been involved from the beginning to ensure a wide range of perspectives and voices are heard in the planning process.
Moreover, e ngaging with the public has allowed the Department to understand the specific needs and desires of the community, which has fostered a sense of ownership and support for this project.
