BACKGROUND
The State Department of Parks and Recreation has been delegated the responsibility by the Legislature of the State of California for the administration of grant s. California State Parks’ grants cover a diverse range of projects, such as the renovation and expansion of local parks’ basketball courts and soccer fields , construction of boat launching facilities

2 on California’s waterways , programs for off -highway motor vehicle safety and environmental education, youth theater programs , and the repair of playground equipment. This funding enables investment and innovation throughout the S tate.

Totaling approximately $3 billion over the past 60 years, State Parks’ grants have provided opportunities that bring together local, state, federal and nonprofit grant partnerships in a variety of areas , including urban and rural parks, off -highway vehicle areas and thousands of miles of California waterways. The impact of these grants can be seen across various communities, including recent allocations secured by local representatives for specific projects.

Assembly Member Laura Friedman, representing the City of Burbank (City), has included an appropriation for Burbank following requests for funding from City stakeholders. The appropriation is $100,000 requested on behalf the Armenian Cultural Foundation (ACF) for the renovation of the ACF Burbank Youth Center.

The California State Parks’ grant program requires the City to receive authorization from City Council (Council) through a resolution to participate in the grant program. This resolution also designates an authorized representative to negotiate and execute all necessary documents, including submittal of necessary application materials (Attachment 3).

Additionally, for the disbursement of funds to the ACF Burbank Youth Center, a Subrecipient Agreement must be approved by Council, which provides that the City will transfer such funds to the ACF and ACF will use the funds to complete the ACF Burbank Youth Center renovations. ACF will also comply with all state grant requirements and provide the City with a completion report once the Youth Center renovations are completed. The proposed Subrecipient Agreement is included with this report as Attachment 2.

DISCUSSION
The ACF works to advance and preserve Armenian heritage and identity within the Armenian community in Burbank and the surrounding area, through educational, sports, and cultural programs. The Department will receive $100,000 for the renovation of the ACF Burbank Youth Center.

ACF supports and provides resources for local community service organizations, including:

• Armenian Relief Society Burbank Chapter,
• Armenian National Committee of America Burbank Chapter, • Armenian Youth Federation Burbank Chapter, and
• Homenetmen Burbank Chapter (Sports and Scouting).

All four organizations are housed in and operate their respective programs from the ACF Burbank Youth Center.

3 The ACF Board of Director s is proposing to use grant funds for minor renovation to the ACF facility . The ACF Burbank Youth Center renovation scope includes the following enhancements:

• Basketball sports court resurfacing,
• Interior paint of the facility, and
• I nstallation of a security system.

These minor improvements will create a warm, welcoming, and safe environment for approximately 2,000 families the ACF Burbank Youth Center serve annually.
