THE COUNCIL OF THE CITY OF BURBANK FINDS:

A. In June 2024, Los Angeles County Intergovernmental Broadband Coordinating Committee ( “IBCC”) conducted a study regarding digital equity divide within the County, including the City of Burbank (“City”).

B. IBCC determined that 10.1% of the City’s households (estimated at 4,399 households) do not have an internet subscription and 5.6% of households do not have a computer (estimated at 2,432 households).

C. In an effort to provide digital equity IBCC provided the City, through the Library Services Department (“Department”) an opportunity to participate in the Digital Equity Competitive Grant Program (“Grant”), which is a Federal grant funded by the Infrastructure Investment and Jobs Act of 2021, Division F, Title III, Public Law 117-58, 135 Stat. 429, 1209 (“Digital Equity Act”).

D. In order for the City to participate in the Grant, the City must enter into a Subrecipient Agreement with Los Angeles County , sign a Letter of Commitment , and accept all funding requirements , including matching funding and/or in- kind contributions specified in the grant application of 10% of the awarded amount . If awarded, the City will receive $425,596 in Grant funding.

E. The City anticipates that in-kind contributions by the Department, including employee or volunteer work, equipment supplies, and use of facilities will meet the 10% matching requirement as stated in the grant application.

F. The City desires to participate in the Grant as the funding will provide support for activities already provided by the City to achieve digital equity, promote digital inclusion, and spur greater adoption and meaningful use of broadband.

THE COUNCIL OF THE CITY OF BURBANK RESOLVES:

1. The forgoing recitals are true and correct and incorporated as if restated herein in their entirety.
