1 RESOLUTION NO. ____________
A RESOLUTION OF THE COUNCIL OF THE CITY OF
BURBANK AUTHORIZING THE EXECUTION OF AN
AMENDMENT TO AN AGREEMENT WITH STERNDAHL
ENTERPRISES, INC. TO EXTEND THE TERM AND
INCREASE THE COST IN THE AMOUNT OF $450,000 TO
PROVIDE AS -NEEDED ROADWAY SIGNING AND
STRIPING SERVICES
THE COUNCIL OF THE CITY OF BURBANK FINDS:
A. The City’s Public Works Department is responsible for installation and maintenance of all the City pavement markings and signs that regulate traffic and parking within the public right-of-way.
B. Sterndahl Enterprises, Inc. has been the City’s striping contractor that provides such maintenance services for several years . Their services were provided under a previously approved agreement that incorporated competitively bid services provided to other public agencies, including the City of Los Angeles. However, it appears that the City of Los Angeles ha ve not renewed their existing agreement with the contractor, and this results in a need for the City to have its agreement with Sterndahl amended to extend the completion date and increase to total cost to $1,350,000.
C. Under the Charter (section 1205) and the Burbank Municipal Code (section 2-2-116), the City Council may approve contracts greater than $200,000 and waive the requirement for competitive bidding by a resolution finding that doing so provides the City the best value and is in the best interest of the City.
D. Based upon the staff report and the evidence provided to the City Council, the City Council finds approval of a one-year Amendment to the current agreement (Agreement) to be the best value and in the best interest of the City, due to the contractor’s competitive pricing and the City’s need for immediate work to maintain public facilities in a safe and orderly condition. The City Council desires to approve and authorize the City Manager and the Public Works Director to finalize, award, and execute the Amendment to the Agreement with Sterndahl Enterprises, Inc.
E. The work subject to the Amended Agreement is related to the operation, repair, maintenance, or minor alterations of existing public facilities, and no exceptions to categorical exemptions appear to apply. A s street maintenance projects that do not expand any existing use of the public facilities, such activity is categorically exempt under the California Environmental Quality Act (CEQA) Guidelines . (14 CCR §§ 15300.2; 15301.)
